SALIENT TECHNICAL FEATURES FOR NIT NO. IFB/NIT: TLCMP/C&M/CS-71/2018-19

The brief scope of work for “South pit” of Talaipalli area of Talaipalli Coal Mining Project of NTPC Limited,

located in Gharghoda Block, TALAIPALLI district, Chhattisgarh is given below:.

1.0 Clearing and preparation of area for excavation, dumping etc.,

1.1 Procurement, transport,

supply of Explosives and accessories for carrying out blasting operations.

(Services of statutory supervisory personnel shall be provided by NTPC Ltd. as and when

necessary).

1.2 Deployment of excavators, HEMM, dozers, graders, etc., for mining operations including

associated manpower.

1.3 Drilling and Blasting in Coal as well as OB.

1.4 Procurement, installation, operation and maintenance of crusher including arrangement of power,

water etc., for running the crusher.

1.5 Loading, transporting, dumping of overburden in dump yard, dumping of top soil in earmarked area

and dumping of crushed coal (-1OOmm) in Coal stock yard, dozing, grading, levelling at dump site,

coal stock yard including face & other specified places.

1.6 Re-handling OB including Top soil into the mine void shall be carried out after extractions of

estimated quantity of coal. The contractor shall plan the schedule of re-handling with prior approval

of the EIC/NTPC.

1.7 Quantity of OB (including Top soil) to be re-handled shall not be more than the quantity of dumped

OB (including Top soil).

1.8 Preservation of top soil and reclamation of re-handled dump.

1.9 Construction & maintenance of haul road including water spraying & dust suppress ion in Coal and

OB from mine to coal stock yard/OB dump/weigh bridge and other places in mine premises.

1.10 Lighting in mine, dump, weighbridge, coal stock yard, haul roads and other places to meet the

requirement of applicable statutes. Power arrangement in mine premises including weigh bridge

shall be done by the contractor.

1.11 Surface and mine water management including de-watering, construction and maintenance of

garland drains, monsoon preparation, nala diversion in the area shown in Plan, providing

embankment to arrest inrush of surface water into mine, prevent mixing of water from dump/coal

stock yard with surface water bodies etc.,

1.12 Construction and maintenance of entry and approach road to working area, dump yard, surface coal

stock yard and weighbridge.

1.13 Diversion of power line falling within the mine and straightening & diversion of nala outside the

mine boundary and other associated works.

1.14 Liaisoning with Govt. Authorities/State Govt./ PAPs.

2.0 Details of the South pit area of Talaipalli Coal Mining Project, NTPC Limited.

2.1 The area to be worked is "South pit" of Talaipalli Coal Mining Project, located in village

Talaipalli,

Gharghoda block, TALAIPALLI District, Chhattisgarh. (approx .55 Kms from

TALAIPALLI on Gharghoda- Lailunga

State High way).

Status of Land Acquisition

Govt. Land and Forest Land has been handed over to NTPC

Limited by

GoCG/ GOI. Private land has been notified and 93% of payment has been made,

balance payment is

under process. The Contractor shall facilitate for taking the possession of the

land.

2.4 Plan showing the proposed working, dumping area and surface coal stock yard, various stage plans

have been enclosed.

2.5 Depth of the proposed working: Maximum depth- 60 m (approx .)

2.6 Expected OB dump height- Average 30m

2.7 Expected Top Soil Height - Average 15m

2.8 Approach road of the mine - PMGSY road from Gharghoda - Lailunga State Highway.

3.0 QUANTITATIVE DETAILS OF THE SUBJECT WORK

3.1 The work involves removal 11.10 million cubic meters of overburden (including Top soil),

extraction of 1.88 million tonnes of coal for the period of twenty -four (24) months and re-handling

of 6.60 million cubic meters of overburden (including Top soil) for the period of next four (4)

months. Total contract period is twenty – eight (28) months.

3.2 The monthly overburden and coal quantity shall be jointly carried out by NTPC and the

Contractor.

3.3 The monthly excavation plan will be provided by the EIC.

3.4 The total quantity of overburden and coal in the contract can be varied upto ± 20% with the approval

of NTPC as a cushion to cover eventualities.

4.0 The detailed scope of work shall be as per Bidding document. In case of any conflict between

this salient technical features and bidding document, the provision of bidding document shall

prevail.
