“Salient Technical Features of the equipment/systems/services covered in
NIT/IFB no. 40077727 are mentioned below. These Salient Technical features are
mentioned only to facilitate the prospective bidders to prima-facie understand
the requirements under the tender and shall not in any way limit or alter the
scope of work and technical features/ specification of equipment/ systems/
services covered in the Bidding Documents. Detailed provisions in regard of
scope of work and technical features/ specification of equipment/ systems/
services, contained in the Bidding Documents shall be final and binding.”
SALIENT TECHNICAL FEATURES
1. Grate fired combustion system with air / water / combination of air & water system. Fully automated
temperature controlled waste feeding system.
2. Secondary / supplementary gas burner (PNG) system capable to maintain statutory minimum temperature
of 950 Degree C with 2 sec residence time in the furnace in addition to start up and shut down capability.
This should be completely integrated and automatic.
3. Fully automatic control system capable of operating the unit, recording all the process variables (air / flue
gas / steam Pressure/ temperature / flow etc).
4. Dry type flue gas cleaning system together with bag filters to maintain required emission norms as per
SWM rules 2016. Necessary secondary air injection system / over fire air, flue gas recirculation (if
required) system to minimize the NOx formation.
5. SNCR type DeNOx system with multi level nozzles in the furnace together with optical type combustion
temperature measurement system for automatic control of NOx.
6. Online measurement using reliable instruments capable of measuring all the pollutants in the flue gas,
recording of the same, retrieving, transfer data into another storage medium, upload data in to website.
BRIEF SCOPE OF WORK
The brief scope of work for the package is as follows:
Design, Engineering, Manufacturing, Supply, Packing and Forwarding, Transportation, Unloading,
Storage, Installation and Commissioning of components of 400 TPD Waste to Energy plant in Full EPC
basis at Badarpur Thermal Power Plant, New Delhi
Bidder shall provide comprehensive operation & maintenance of the plant for a period of five years from
the date of successful completion of trial run.
The scope includes the following
1. Design, engineering, manufacturing, supply, packing and forwarding, transportation, unloading,
storage, installation, testing and commissioning of equipments.
2. Acoustic enclosure for entire plant / machinery along with appropriate architecture to ensure
pleasing appearance on par with international standards to promote people acceptance level
towards WtE plant.
3. Design and construction of foundation for equipment & chimney.
4. Site leveling, clearing of vegetation, if any.

5. Construction of Main Control room(s) with switchgear room, Operator cabin (if any) store room
for spares, equipments, chemicals etc., with all electrical fitting and furniture, fencing of plant
boundary, security cabin etc.
6. Construction of switchyard(s) with associated electrical works required for interfacing with grid
(i.e. transformer, breakers, isolators panels, protection system, earthing and metering) and
evacuation of power through underground trench or cable trestle / over ground.
7. Construction of internal roads, pathways, fencing and drainage system.
8. Construction of water treatment / leachate treatment system.
9. Supply of all hardware & software electronic systems to upload emission parameter to website
for remote monitoring and display at plant gate.
10. Operation & maintenance of WtE Plant along with electrical equipments, consumables and
spare parts for a period of five years from the date of successful completion of trial run including
disposal of ash to nearby ash pond.
11. Supply, erection and commissioning of fire fighting systems and its network inside the plant.
FUNCTIONAL SPECIFICATION
400 TPD Waste to Energy plant in Full EPC basis at Badarpur Thermal Power Plant, New Delhi
Bidder shall provide comprehensive operation & maintenance of the plant for a period of five years from
the date of successful completion of trial run.
The scope of Functional specification includes the following
1. A system for receipt of MSW (which will be delivered by municipality at plant gate in trucks),
computerized weighment of truck / waste & bottom ash / fly ash, recording using computer in e-
form/ provision to issue computerized slip containing vehicle number, Date, time, weight etc.,
2. Automatic system for guiding incoming waste laden truck in tipping floor to unload waste in
designated chute (vehicle guiding system coordinated with waste pit monitoring system)
3. Storing of waste in waste pit, shredding for oversized waste, mixing of waste by using automated
grab crane system integrated with necessary control system, computer integration, display of
weight in each cell of waste pit (additional provision for manual operation of crane).
4. Automated temperature / flame monitoring system in waste pit, shredder, bunker area with
adequate fire fighting equipment, which has provision to operate both manual / auto option.
5. Leachate collection system for waste pit. Necessary leachate treatment system for reuse of
water.
6. Grate fired combustion system with air / water / combination of air & water system.
7. Trouble free proven type automatic hydraulic waste feeding system into combustor to ensure
complete combustion.
8. Fully automated temperature controlled waste feeding system, which allows waste fed into the
combustor only when the furnace temperature is above 950 Degree C.
9. Secondary / supplementary gas burner (PNG) system capable to maintain statutory minimum
temperature of 950 Degree C with 2 sec residence time in the furnace in addition to start up and
shut down capability. This should be completely integrated and automatic.
10. Fully automatic control system capable of operating the unit, recording all the process variables

11. Dry type flue gas cleaning system together with bag filters to maintain required emission norms
as per SWM rules 2016. Minimum Flue gas temperature entering chimney 130 Degree C to
avoid visual pollution from Chimney outlet.
12. Necessary secondary air injection system / over fire air, flue gas recirculation (if required) system
to minimize the NOx formation.

13. SNCR type DeNOx system with multi level nozzles in the furnace together with optical type
combustion temperature measurement system for automatic control of NOx, as per SWM rules
2016.
14. Online measurement using reliable instruments capable of measuring all the pollutants in the flue
gas, recording of the same, retrieving, transfer data into another storage medium, upload data in
to website.
15. Provision for manual sampling (stub, nozzle, port, sampling port, door if any) of flue gas for Dioxin
& furan measurement before chimney. Adequate platform / enclosure / approach with enough
free space for movement of equipment and person to collect sample.
16. Air cooled type condenser with VFD driven cooling fans.
17. All the motors shall be of energy efficient type.
18. Separate bunker for bottom and fly ash with adequate cranes to handle ash (provision for
automatic control of crane)
19. Separate bunker for storage of lime and activated carbon, automatic feeding system, measuring
system etc.,
20. Automatic system of loading of bottom/fly ash into vehicles for disposal.
