TECHNICAL SPECIFICATIONS

1.MATERIAL SPECIFICATION

High Strength Deformed Steel Bars for use as Reinforcement Steel shall be Thermo- Mechanically Treated (TMT) bars and shall conform to Grade Fe-500 of IS 1786:2008 having minimum elongation of 14.5%. Other physical properties shall be conforming to

Grade Fe500 as per IS 1786.

2.MECHANICAL TESTS

All mandatory tests shall be carried out as per the requirements of IS 1786 for all diameters.

3.STEEL MAKING PROCESS

High Strength Deformed Steel Bars shall be produced in a Steel Plant where iron making is followed by steel making then the molten steel shall be cast into semi-finished products which are finally rolled into finished products. Rolling process can be carried out located in Steel Plant or in factory / works of the bidder at a different location.

Alternately, the bidder may engage services of Conversion Agents (CA) / Wet Leasing Agents (WLA) for rolling the steel into finished products subject to meeting the following conditions:

a)NTPC will place purchase orders only on the bidder meeting the criteria specified at Clause 1.0 to 4.0 above and the steel products shall be lifted only from the bidder’s stockyard.

b)CA/WLA shall have a valid BIS license for the products under consideration at the time of submission of techno-commercial bid and Minimum of two years’ experience in producing steel products under consideration.

c)The bidder shall appoint a Third Party Inspection Agency (TPIA) for inspection of raw materials and finished products at CA/WLA works. An indicative list of TPIAs is listed below.

d)TPIA shall ensure that all steel products are manufactured from the bidder supplied semis only. All the steel products shall be embossed with the bidder’s stamp as well as CA/WLA’s name/ code.

e)All consignments shall be accompanied by following documents:

i.Correlated material test certificates of CA/WLA, counter signed by TPIA and endorsed by the bidder.

ii.All the material test certificates issued by CA/WLA shall be duly signed and stamped both by the laboratory In charge of CA/WLA and TPIA. This shall be endorsed by the bidder, with the remarks as "All the products under this test certificate are manufactured from the bidder’s raw material only."

iii.The bidder also shall certify that the testing equipment have been calibrated as per the NABL requirements.

iv.The Invoice & challan shall be issued by the bidder against each consignment with the mention of CA/WLA and also have a reference clearly linking with the bidder’s test Report and CA/WLA’s test certificate.

f)The bidder shall furnish an updated list of CA/WLA on half yearly basis or in case of new appointment / deletion of CA/WLA to NTPC.

4.MARKING

Specification, Grade, Melt number, makers emblem/code to be stamped/tagged on each bundle/coil of bars as per IS 1786.

5.INSPECTION AND CERTIFICATION

Manufacturers Test certificate (MTC) in English for each product as per IS 1786 including the following details shall accompany the product:

Purchase Order No. (NTPC) & Test certificate No.

Place of Manufacturing of the reinforcing steel

Nominal diameter of the steel

Grade of Steel

Rolled-in marking on the steel

Cast heat number

Date of Testing

Mass of the tested lot

Individual test results for all the properties

Elongation test results.

6.NTPC reserves the right to collect the samples from the supplied lot at site and send to third party for testing, if required, before releasing the payment.
