These Salient Technical Features are mentioned only to facilitate the prospective bidders to prima-facie understand the requirements under the tender and shall not in any way limit or alter the Scope of work and technical features / specification of equipment / systems / services covered in the Bidding Documents. Detailed provisions in regard of scope of work and technical features / specification of equipment / systems / services, contained in the Bidding Documents shall be final and bidding”.

SALIENT TECHNICAL FEATURES

BRIEF SCOPE AND TECHNICAL SPECIFICATIONS OF “Procurement of Transformer oil filter machine & storage tank at NTPC Solapur STPP”

The scope of the subject procurement is “Procurement of Transformer oil filter machine & storage tank at NTPC Solapur STPP”, as per the technical specifications given below:

Item No 1 : Transformer Oil Filtration Plant 6000LPH (Mobile type):-

The Plant must be suitable for treating transformer oil (mineral oil).

The Plant must conform to IS-6034-1989 and its latest revision.

The Oil Filtration Plant must be designed for high vacuum and low temperature of oil for achieving required results. The Oil Filtration Plant must be mobile, mounted on an under carriage with four pneumatic wheels. Automatic brakes and towing arrangement is to be provided. The Plant must be weather proofed and to be suitable for outdoor use.

The requirements of the vaccum plant are:

Processing temperature (direct heating of oil prohibited):60 deg C(max) The capability of plant on a single pass basis to be:

1) Removal of moisture: 100 ppm to 3 ppm.

2) Removal of dissolved gas content: from 10% by vol to 0.1% by vol

3) Improvement of dielectric strength : from 20kv to 70kv.

Filtration pore diameter: 0.5 microns or less

Operating Voltage: 400/440 volts,50 HZ,3 phase 4 wire.

The plant must contain the following:

1) Inlet pump

2) Heaters (min four groups capable of heating from 30 deg C to 60 deg C)

3) Filtration system consists of preliminary filter, filter press, catridge filter, vaccum pumping system (for degassing column)

4) Degassing and dehydration chamber- two stage

5) Discharge pump

6) Transformer Evacuation System (vaccum pump with guages)

7 )Electro Pneumatic Valve along with Air compressor / electrically operated solenoid valves mounted on the plant for the operation of inlet / outlet valves.

8) Oil sampling valve

9) Airing valve

10) Gauges and instruments: A dial type thermometer to be provided at outlet and inlet of the heater tank for indication of oil temperature. One Pressure Gauge before Cartridge Filter and one Compound Gauge to be provided near Degassing Column.

Two MCleod guage range from 10 torr to 0.01 torr to be provided. one bourdan guage range from 0 to -750 mm of Hg.

12) Oil hoses 2 nos (minimium 15 meter length each)

12) Lifting hooks.

13) Totaliser and flow meter is to be provided.

14) Screw jacks for relieving pressure on wheels at stationary conditions to be provided.

15) Interlocking arrangement shall be provided in between the Oil Inlet Pump and the heater so that heater cannot be energized unless Inlet Pump is on.

16) Interlocking arrangement shall be provided in the Filter Plant between the Inlet Pump and High Level Float Switch (located into Degassing Column) to avoid excessive rise of oil in the Degassing Column.

17) Interlocking arrangement shall be provided between Low Level Float Switch (located in Degassing Column) and Discharge Pump to prevent dry running of Discharge Pump.

Instruction manual, performance guarantee for one year and the plant to be demonstrated at NTPC site to at least to two NTPC representatives.

Inspection and Testing: The Tank shall be offered for inspection and testing at supplier's works. Testing shall be witnessed by NTPC representative in accordance with approved QAP.

Item No 2:- Transformer Oil Filtration Plant 600LPH (Mobile type):-

Item No 3: Detailed specification of 30KL mobile transformer oil storage tank:-

1) Applicable Standards: BS: 2594/IS 803/IS 2825/IS2062/any other acceptable national / international standard.

2) Type: Mobile, rested on pneumatic tyres, Cylindrical Shape, mounted horizontally and made of mild steel plate.

3) Duty: Transformer oil at temperature of 100 deg C and pressure up to 1 bar.

4) Dimension: The dimensions of tank shall be designed in such a way that while moving under the EHV lines it maintains safe working clearance.

Capacity: 30KL

Suitable saddles should be provided for resting on the ground after removing pneumatic tyres.

5) Fittings:

Towing hook

Calibrated (in Liters) level gauge with isolation valves

Outside and inside access ladder

Transparent silica gel breather assembly

Top inspection cover fitted with rubber O-ring gaskets

Inlet / outlet valves of all mentioned sizes: 15,25,50,80 NB SS ball Teflon seat with blanking plates are to be provided.

15 NB oil sampling valve with suitable adapter

15 NB oil drain valve

Suitable lifting lugs to lift the filled tank by Crane

Four number of screw jacking pad

Pulling Hooks at both ends.

6) Painting: The internal and external surfaces to be painted will be shot or sand blasted to remove all rust and scale or foreign adhering matter or grease. All steel surfaces in contact with insulating oil will be painted with two coats of heat and oil resistant anti-corrosive paint.

All steel surfaces exposed to weather will be given a primary coat of zinc chromate, second coat of oil and weather resistant paint of a color distinct from primary and final two coats of glossy oil and weather resistant RAL 5032(blue shade). The minimum total thickness of outside painting of tank will be within 120 to 150 microns.

7) Inspection and Testing: The Tank shall be offered for inspection and testing at supplier's works. Testing shall be witnessed by NTPC representative in accordance with approved QAP.

Special conditions:-

1. Pre Dispatch Inspection – Applicable

2. Performance Bank Guarantee (PBG): 10 % of the order value.

3. Payment Terms: 100 % within 30 days of receipt and installation of the material and submission of PBG.
