NOTICE FOR ENLISTMENT OF "MAIN STEEL PRODUCERS" FOR SUPPLY OF
STEEL ITEMS.

1.0NTPC intends to enlist the "Main Steel Producers" for manufacturing and supply of Steel Plates and / or Rolled Sections and / or Reinforcement Steel for a period of 03 Years to meet NTPC's requirement for their various Power Projects across India.

3.0QUALIFYING REOUIREMENTS [QR]
3.1Bidder should be a regular manufacturer of Steel Plates and / or Rolled Sections and / or Reinforcement Steel for the last two years as on date of submission of application for enlistment. Bidder should also be a registered licensee with Bureau of Indian Standards for BIS:1786/2062 at the time of submission of application for enlistment.
3.2The Bidder should be an integrated steel producer which means that the Bidder should be a Primary Steel Producer, having a minimum capacity of one million tones per annum(mtpa) in terms of crude steel.
NOTE: THE “Primary Steel Producer” shall mean Steel Producer of any capacity, irrespective of process route, starting their operations from iron making using iron ore, virgin or processed, with necessary refining facilities and rolling/processing facilities, at a single location or else in multiple locations provided that the entire gamut of iron & steel production, from iron making to finished steel production, is owned by the same company or its subsidiary company(ies). Provided that the iron making capacity is sufficiently matching the steel making capacity. Further, downstream units should use material from the upstream units of the same company or its subsidiaries
3.3The average annual turnover of the bidder in the preceding three (3) financial years as on the date of submission of application for enlistment shall not be less than , 1000.00 Crore [Rupees One Thousand Crore].
1.In cases where audited results for the last financial year as on the date of submission of application for enlistment are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from a practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate would be required
from the CEO/CFO as per the format enclosed in the bidding documents stating that the Financial results of the Company are under audit as on the date of submission of application for enlistment and the Certificate from the practicing Chartered Accountant certifying the financial parameters is not available.
2.Other income shall not be considered for arriving at annual turnover.
4.0DOCUMENTS TO BE SUBMITTED
The-Producers shall be required to submit their request for enlistment on the "application Form" along with following documents as evidence in support of meeting the QR.

4.1Brief profile of the organization with details of their manufacturing plants.
4.2Copy of BIS License with validity.
4.3Brief write up on the process of steel making from raw materials [Iron ore / Sponge iron] up to finished steel and the facilities available for further conversion to Plates/ Sections etc. In case product being manufactured in coiled form, the facilities available for straightening and edge cutting also may be furnished.
4.4Range of products Steel Plates, Rolled Sections, reinforcement and other sections including rails, chequered plates etc.] along with their size [Length, width, thickness], Section details and grades being manufactured with annual production capacities for the last 03 Years.
4.5Details of the Steel Plates, Rolled Sections, reinforcement and other sections including rails, chequered plates etc.] along with their size [Length, width, thickness], Section details and grades produced during the last 03 Years.
4.6Copies of audited balance sheet and profit & loss account for the preceding 03 financial years in support of clause 3.3 of QR and in cases where audited results for the last financial year as on the date of submission of application for enlistment are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. 4.7Major Customers during last 03 Years [Year wise].
4.8Documentary evidence / certified copies of State and Central sales Tax Registration and latest sales tax clearance certificate.
4.9Authority Letter in the name of person submitting the application.
4.10Notwithstanding anything stated above, the Owner reserves the right to assess the capabilities and capacity of the Bidder / his collaborators/ associates/ subsidiaries/
group companies to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.
5.0IMPORTANT INFORMATIONS TO BIDDER
5.1The prospective Steel producers meeting the above qualifying requirements should apply on the "Application Form' along with supporting documents as required above for enlistment. The application form should be submitted at the address mentioned below either by post or in person.
5.2The 'Application Form' can also be downloaded from http://www.ntpctender.com under the link “NIT Download”.
5.3Downloading/ Issuance of 'Application Form' to any producer shall not construe that such producer is considered to be qualified, 'Application Form' shall be submitted at the address given below.
6.0GENERAL CONDITIONS
Responses submitted by Producers who do not meet the qualifying requirements or incomplete 'Application Form' will be rejected.
NTPC reserves the right to verify any claims made by Producers and to carry out a capability assessment. The decision of NTPC shall be final in this regard.
NTPC also reserves the right to accept any proposal or to reject all proposals at any time prior to any short-listing, without incurring any liability or without any obligation to inform the affected party of the grounds for such decision.
NTPC will not be responsible in any way for late receipt of request for, 'Application Form' due to any postal delay or delay in any form In transit
