1.0INTRODUCTION

NTPC invites Expression of Interest from reputed agencies (Boiler manufacturer and SCR / NOx emission control technology suppliers) in India and abroad who have experience in NOx emission control technology (i.e. SCR, SNCR, Low NOx firing/combustion system modification or any of its combination) and need it for retrofit in its various coal based thermal units.

2.0SCOPE OF WORK

The brief scope of work for Retrofitting of NOx Emission Control System for various NTPC plants would basically involve retrofitting of feasible technology like SCR, SNCR, Low NOx firing/combustion system modification or any of its combination for its various units to control the NOx emission as per the notification dated 8th December 2015 by Ministry of Environment, Forest and Climate Change.

3.0INTENT OF THE EXPRESSION OF INTEREST (EOI)

Through this EOI, NTPC intends to seek the willingness of reputed agencies to participate in various NOx control initiatives which NTPC intends to take in near future by suitably retrofitting its existing coal fired units and to collect past data from these agencies in respect of experience, financial, capability for NOx reduction with various technology, techno-economics of various technologies who have experience in Retrofitting/ supplying of NOx Emission Control System (i.e. SCR, SNCR, Combustion system modification or any of its combination).

4.0ELIGIBILITY

EXPRESSION OF INTEREST (EOI) FOR RETROFITTING OF NOX EMISSION CONTROL SYSTEM

FOR VARIOUS NTPC PLANTS 4

Agencies of repute who meet any of the following criteria are invited to submit their application for Expression of Interest (EOI):

(i)Manufacturer of Steam Generator of units of capacity of 200MW or above

(ii)Agencies who have supplied/executed contract for retrofitting jobs of NOx emission control operating at any one single power plant successfully for one years.

(iii)Indian agencies who have tie ups with foreign agencies who have the capabilities as at (i) or (ii) above.

(iv)Indian subsidiaries/ Indian Joint ventures/ Indian promoters of JV companies of foreign agencies who jointly meet the capabilities as at (i) or (ii) above.

5.0DOWNLOAD AND SUBMISSION OF EOI

Interested agencies may download the documents of EOI free of cost from www.ntpctender.com. The agencies shall submit their duly filled EOI through e- mail to itisur@ntpc.co.in on or before 25.03.2016 (1500 hrs (IST)).

6.0NTPC reserves the right to reject or accept any or all applications, cancel/withdraw the EOI process without assigning any reason whatsoever and in such case no applicant / intending applicant shall have any claim arising out of such action.

INSTRUCTIONS TO APPLICANTS

1.0INTRODUCTION

NTPC was incorporated in the year 1975, with the objective of planning, promoting and organizing an integrated development of Power Stations in India. With an installed capacity of above 45000 MW, NTPC is the largest power generating major in the country. NTPC designated as one of the Maharatna Public Sector Undertaking is poised to become a global giant and the mega power utility has ambitious plan to become 1,28,000 MW plus company by 2032. To realize its goal of becoming 1,28,000 MW Company by 2032, NTPC already has a long list of projects in pipeline.

Sixty-seven (67) numbers of various unit size (mostly 200 & 500 MW size) coal based thermal units installed before 31st Dec, 2003 with cumulative capacity of18185 MW, are operational without having any DeNOx system. This emission value has to be brought down to 600 mg/Nm3.

Coal fired units under operation, installed after 31st Dec, 2003, are 31 in nos having different unit sizes (mostly 500 & 660 MW size). These have cumulative generation capacity of 15590 MW. For these NOx emission level is to brought down to 300 mg/Nm3.

Further, thirty -seven (37) numbers of coal fired units of cumulative capacity 22185 MW are under construction with advanced combustion system in order to reduce the NOx. These units are guaranteed for NOx emission of 260 g/GJ of heat input. These plants are expected to be commissioned within 1-2 years time. This emission value has to be brought down to 100 or 300 mg/Nm3 based on the date of installation.

likely to be floated for installation of DeNOx system to meet the requirements as per new environment norms.

2.0SCOPE OF WORK:

The brief scope of work for Retrofitting of NOx Emission Control System for various NTPC plants would basically involve retrofitting of feasible technology like SCR, SNCR, Low NOx firing/combustion system modification or any of its combination for its various units to control the NOx emission as per the notification dated 8th December 2015 by Ministry of Environment, Forest and Climate Change. This retrofit work will need to be performed with in available space, infrastructure and other constraints in a professional manner.

3.0INTENT OF THE EXPRESSION OF INTEREST (EOI)

Through this EOI, NTPC intends to seek the willingness of reputed agencies/boiler manufacturers etc who are willing to participate in various NOx control initiatives which NTPC intends to take in near future by suitably retrofitting its existing coal fired units and to collect past data from these vendors/manufacturers in respect of experience, financial, capability for NOx reduction with various technology, techno-economics of various technologies who have experience in Retrofitting/ supplying of NOx Emission Control System (i.e. SCR, SNCR, Combustion system modification or any of its combination).

‘Retrofitting of NOx Emission Control System Package’ is likely to be floated for installation of DeNOx system in various operational and under construction coal based units of NTPC, to meet the requirements as per new environment norms, as mentioned at 2.0 above or for the new power stations that NTPC may set-up in future.

This invitation for Expression of Interest is not intended for empanelment or pre- qualification of bidders. Separate NIT shall be floated by NTPC for Retrofitting of NOx Emission Control System Package for existing units and any of its forthcoming projects as and when required.

Further, NTPC reserves the right to include/ exclude any equipment/ system/ facility in the Scope of proposed Retrofitting of NOx Emission Control System for various NTPC plants.

4.0ELIGIBILITY

Agencies of repute who meet any of the following criteria are invited to submit their application for Expression of Interest (EOI):

(v)Manufacturer of Steam generator of units of capacity of 200MW or above

(vi)Agencies who have supplied/executed contract for retrofitting/ new jobs of NOx emission control system i.e. Combustion modification, SNCR or SCR system in past for pulverised coal based thermal power units of capacity 200MW or above and operating at any one single power plant successfully for one years.

(vii)Indian agencies who have tie ups with foreign Contractors who have the capabilities as at (i) or (ii) above.

(viii)Indian subsidiaries/ Indian Joint ventures/ Indian promoters of JV companies of foreign agencies who jointly meet the capabilities as at (i) or (ii) above.

The application of EOI shall comprise the following:

A)Form of Application: The form of application shall indicate willingness of agencies to participate in the appropriate De-Nox retrofit, as and when NTPC invite proposal for same.

B)Schedules:

a.Schedule-1:Company profile and Organization Structure

b.Schedule-2: Experience details of the Company for the various DeNOx technologies for new plants and retrofitted plants.

c.Schedule-3: Turnover of the company in last three financial years and net worth of the Company.

d.Schedule-4: Past experience with regard to installation/retrofitting the following DeNOx system

(i)Retrofitting the combustion system/staging of air etc.

(ii)Installation of SNCR system

(iii)Retrofitting the operating units by installing SCR system

(iv)Installing SCR system in new installations

(v)Any other technological intervenes /arrangements

e.Schedule-5:- Details of past techno-economic considering the selection of a particular technology - Applicant is required to share details of past techno-economics studies, costs (Capex and Opex), time schedule, planned outage for each of DeNOx retrofit. Desired and achieved NOx emission level, alongwith its advantage and disadvantages. Techno-economics for usage of reagent injection i.e. Anhydrous/aqueous ammonia and urea, if applicable.

f.Schedule-6:- Willingness to participate in installation of a small pilot level SCR demonstration plant by taking slip stream (around 1500 Nm3/hr) at their own cost in one of NTPC operating unit. For such test/study NTPC would bear the cost of consumables like ammonia, power, steam, compressed air etc. In case applicant do not manufacture their own catalyst then demo plant of their associate/sub-vendor of catalyst supplier may be proposed.

7.0Submission of Application of EOI

The application of EOI shall be submitted in the following manner:

(i)The Form of Application shall be submitted on the letter head of the company.

(ii)The Schedules shall be submitted in MS word format in one single file.

(ii)The credentials/supporting documents shall be submitted in pdf file

format. (The applicants are advised to combine all credentials/supporting documents in single pdf file.)

The above mentioned documents shall be submitted through e-mail to itisur@ntpc.co.in. No manual or hard copy submission shall be accepted.

8.0Deadline for submission of Application of EOI

The application of EOI must be submitted through e-mail on or before 25.03.2016 (1500 hrs (IST)).

9.0Open House Discussion

NTPC at its discretion may conduct the open house discussion with the agencies who have submitted their EOI. The date and venue of conducting open house discussion shall be intimated later.

10.0EOI process will be subject to verification of all information submitted at the discretion of NTPC. NTPC reserves the right to reject or accept any or all applications, cancel/withdraw the EOI process without assigning any reason whatsoever and in such case no applicant / intending applicant shall have any claim arising out of such action.

We hereby furnish the detail of past techno-economic considered for the selection of a particular technology. Details of past techno-economics studies including strategies, costs (Capex and Opex), time schedule, planned outage for the each of DeNOx retrofit work. Guaranteed and achieved NOx emission level alongwith its advantage and disadvantages is enclosed herewith. Further, we are also enclosing the techno- economics for usage of reagent i.e. Anhydrous/aqueous ammonia and urea for SCR. This information is only for comparison purpose and no relation with actual costing.

We are willing to install a small pilot level SCR demonstration plant by taking slip stream (around 1500 Nm3/hr) at our own expense. Information collected from this pilot plant would be useful for selection and designing of SCR System suitable for Indian coal(s).This test will be performed along with involvement of NTPC and we will share the outcomes of the test along with all data collected during the test with NTPC. Detail of this proposal is attached herewith. We request that consumable (i.e. Power, water, auxiliary steam, compressed air and Ammonia etc) required during study shall be provided by NTPC. Required quantity of same is indicated in our proposal. In case a coal fired unit is offered to us for the pilot test, we will discuss and finalise detailed test protocol with NTPC within 2 week’s time.
