Detailed provisions in regard of scope of work and technical features/ specification of equipment/ systems/ services, contained in the Bidding Documents shall be final and binding.”



SALIENT FEATURES


INTRODUCTION

Dulanga Block was allocated to NTPC under Captive mode. It is located in the Ib Valley Coalfield lying in the south eastern extremity of NW-SE trending master basin belt of Sone Mahanadi valley. The block falls in Sundergarh district of Odisha state. This block is contiguous to Manoharpur block which is owned by OCPL in the North West side.

Dulanga coal block is about 55 km South-West from of Sundargarh District headquarters and about 10 Km North-West of Jharsuguda District headquarters. It is connected by Tar Road with Hemgir – Jharsuguda national highway. The nearest rail head is Hemgir Railway Station at a distance of about 28 Km.

The topography of the block is highly undulating and rugged in nature. Central and southern parts of the area are marked by higher elevation exhibiting hillocks and ridges whereas eastern side of the block is more or less flat in nature. Drainage of the block is mainly controlled by Garia Nala, Baidhara Nala and Nala- B.

Revised Mining Plan and Mine Closure Plan of Dulanga block is already approved by Ministry of Coal for a targeted capacity of 7 MTPA. Environment Clearance has been been accorded by MoEF, Stage-I & Stage –II Forest clearance has been granted by MoEF and Consent to Establish has also been issued by Odisha Pollution Control Board. Notifications under CBA Act & part notification under LA Act for acquisition of land have been completed.

GEOLOGY

Total area of Dulanga coal block is 654.11 ha. General geology displays complete sequence of Lower Gondwana rocks from Talchir to Kamthi. General strike of the beds varies from N20°W-S20°E to N40°W-S40°E with southwesterly 5° to 10° dip. The block is free from major tectonic disturbances but one of the strike fault namely F1 - F1 as deciphered from the subsurface data, divides the block into two unequal parts. Besides this two more faults of F2 - F2 & F3 – F3 are of very small magnitude.



Detail exploration in Dulanga Block has revealed the presence of coal bearing horizons belonging to Karharbari & Barakar Formations. However, major part of the economic coal resources is confined to Barakar only. Three major coal seams occur in this block viz. Parkhani, Lajkura and Rampur, in descending order. In Karharbari Formation very thin coal bands are seen with no economic potentiality in the block.

Total estimated mineable reserves within the block is 152.05 Million Tonnes and corresponding total overburden/ interburden is estimated as 394 million cubic meters. Strip ratio worked out as 2.59 m3/t.


NTPC’s SCOPE OF WORK


  1. Notifications for land acquisition under CBA and LA Act. Land acquisition for other than mining area (Non-CBA Area) related to infrastructure, overburden dump is being acquired by NTPC through IDCO, IDCO is the Nodal agency for land acquisition for industries in Odisha.


  1. Documented payment for Land acquisition and R&R as per details given below:

  1. Provide statutory manpower for Mining activities.

  2. The felling of trees along with incurring associated statutory payments/expenditure. In all the cases of Reserve Forests / Notified Forests and in all the cases of Revenue Forests & Govt. Non-forest land as well as in Private land, tree felling operation shall be in the scope of NTPC.

  3. All expenditure towards CSR Activities pertaining to the block

  4. Compliance to wild life conservation plan and Implementation of site specific wild life Conservation Plan

  5. All payments including payments to squatters/forest dwellers as per Government norms/claimants certified under FRA 2006 and to encroachers certified by State Government for GM jungle jhari land

  6. Diversion of external roads and power lines falling outside the block boundary, however liasoning with Govt. Authorities/ State Govt/ PAPs shall be in the scope of Mine Operator.

  7. Arrangement of Power supply upto R&R colony from the state Grid.

  8. Coordination with OCPL w.r.t to common issues for block development activities.



MDO SCOPE OF WORK


The MDO shall facilitate to acquire all the land on behalf of owner, provide all personnel; mining equipment and other equipment and services for efficient mining of coal from the Block and supply such coal to the Owner in accordance with the Project Agreement, as briefly described below:

  1. Liasioning with District Administration & State Government for all land acquisition issues including liasioning with IDCO for outside Mine lease hold area.

  2. Interactions with PAPs for disbursement of compensation on account of land and R&R.

  3. Liasioning and interactions with State Government and PAPS for physical possession of Tenancy (Private), Government and Forest land.

  4. All coordination, liaison and follow-up with concerned forest department for timely completion of the tree felling activity shall be the responsibility of MDO.

  5. Construction of R&R Colony including development of basic infrastructure like Primary school, Anganwadi, Tribal Centre, shopping complex, Bank , Post Office Community Centre, veterinary Clinic, and Panchayat Ghar for the colony.

  6. Provide all personnel, mining equipment and other equipment(s) and services to develop operate and maintain the mine in an efficient manner to ensure supply of coal to NTPC.

  7. Development, Operation and Maintenance of Mining infrastructure created during the Developmental Phase and manning thereof.

  8. Development of Power Supply Distribution System from 33 KV Miscellaneous Switchgear of Darlipalli STPP

  9. Develop, operate and maintain the mine to ensure supply of coal to NTPC.

  10. MDO shall be required to abide by all statutory rules, regulations and laws as applicable.

  11. Diversion of internal Roads, powerlines & telephone lines falling within the block boundary as and when necessary and its connectivity upto the exisiting/ proposed road to facilitate movement of people
