DESIGN, SUPPLY, ERECTION AND COMMISSIONING OF STADIUM ILLUMINATION AT NTPC SOLAPUR
“Salient Technical Features of the equipment / systems / services covered in NIT No. / Bid Invitation no.: 40050915 dated: 19.01.2016 is mentioned below. These Salient Technical Features are mentioned only to facilitate the prospective bidders to prima-facie understand the requirements under the tender and shall not in any way limit or alter the Scope of work and technical features / specification of equipment / systems / services covered in the Bidding Documents. Detailed provisions in regard of scope of work and technical features / specification of equipment / systems / services, contained in the Bidding Documents shall be final and bidding”.
SALIENT TECHNICAL FEATURES
General Scope Of Work
The scope of the work for the Design, Engineering, Manufacture, Supply, Erection, Testing & Commissioning works for Flood Lighting Works of A P J Abdul Kalam Stadium at NTPC Township of Solapur Super Thermal Power Project (2 X 660 MW) shall be on the basis of single point responsibility, completely covering the following activities and services in respect of all the equipment & works specified and covered under the specifications
• Design & Engineering of all the equipment and system(s).
• Providing engineering drawings, data, Operation & Maintenance/ instruction manuals, as built drawings and other information for employer’s review and approval.
• Complete manufacturing including shop testing.
• Packing and transportation from the manufacturer’s works to the site including customs clearance & port clearance, port charges, (if any).
• Receipt, storage, preservation and conservation of equipment at the site.
• Fabrication, pre-assembly (if any), erection, testing, pre-commissioning and commissioning including guarantee tests at works and putting into satisfactory operation all the equipment including successful completion of initial operation.
• Satisfactory completion of the contract.
All the erection materials, accessories, earthing system, tools & tackles shall be supplied by the contractor. All consumables like bolts & nuts, welding electrodes, sheets, packing components, commissioning spares as required to install the Flood Lights, luminaries, Lighting masts , LDBs and accessories shall be within the scope of the Contractor.
The Bidder is advised to visit and examine the site properly where the facilities are to be installed and its surroundings and obtain for itself on its own responsibility all information that may be necessary for preparing the bid and entering into a contract for supply, installation & commissioning of all the facilities under the scope of work.
DESCRIPTION OF WORKS
The following works will need to be considered for the site study, design, supply, installation, testing and commissioning of the floodlighting works to comply with performance guidelines specified herein.
The detailed scope of work of the agency shall include
Design of civil, mechanical and electrical aspects of the complete illumination system as per specifications rendered by NTPC
Complete Civil Works including excavation, RCC foundations for Erection of lighting masts. Civil Works associated with Erection of Power and Control panels under the scope of supply and cabling works are also included in the scope of the package. Supply of cement & steel is in the scope of the agency.
All cabling work including laying of LT and control cables for connection between equipment under this package to the Employers Power source.
All Material including supply of cables, Cable trays, conduits, support channels, tray connectors, cable termination/jointing kits etc.
Earthing& Lightning protection.
Erection & Commissioning of Lighting masts, Luminaires, Masthead assemblies, Floodlight Control System, footings and Power Distribution System associated with it
Winch arrangement to lower the luminaire carriage to the base level to carry out Maintenance works for floodlights like changing of lamps and other maintenance works
Aiming of floodlights.
Testing and commissioning including Illuminance measurements
Warranty for 1 year
Supply of Mandatory Spares& Recommended spares (if any)
Reduced switching levels for differing levels of play.
The luminaires shall be instant restrike type.
Technical Specifications
Operating Conditions
For the purpose of design of equipment/systems, an ambient temperature of 50 deg. Centigrade and relative humidity of 95% shall be considered.
All equipment shall be suitable for rated frequency of 50 Hz with a variation of +3% & -5%
All the equipment, material and systems shall, in general, conform to the latest edition of relevant National and international Codes & Standards, especially the Indian Statutory Regulations.
The AC voltage supply arrangement shall be at 415V/230 V. The Equipment shall be designed for operation with variation of +/- 10%.
Criteria for Wind Resistant Design of Structures and Equipment
All structures and equipment of the illumination system shall be designed for wind forces as given below.
Site Specific Design Parameters
The various design parameters, as defined in IS: 875 (Part-3), to be adopted for the project site shall be as follows:
a) The basic wind speed “Vb” at ten meters above the mean ground level: 39 meters/second
b) The risk coefficient “K1”: 1.06
c) Category of terrain: Category-2
Note: Notwithstanding the values of the above mentioned parameters, the design wind pressure so computed at any point shall not be taken less than 1500 N/Sq. meter for all classes of structures, i.e. A, B & C, as defined in IS:875 (Part-3).
All structures shall be designed for wind forces in accordance with IS:875 (Part-3) and complete design document shall be submitted for the owner`s approval.
Criteria for Earthquake Resistant Design of Structures and Equipment
All equipment and structures of flood lighting including lighting masts, luminaries and other accessories to be mounted at height shall be designed to withstand seismic criteria as per IS 1893.
LIGHTING SYSTEM DESCRIPTION
The illumination of the stadium shall be provided as described here. The lighting system of various areas shall be normal AC lighting system 415V, 3Phase, 4wire, will be fed from feeder panels.

Minimum Height of Floodlights / Poles |
The recommended minimum pole height (h) shall be to be at a height such that an angle formed by a line from the lowest floodlight (on the mast) and the horizontal plane dimension (d) from the centre of the oval plus setbacks is not less than 25° or a minimum of 30 mts mounting height from playing surface to the lowest mounted floodlight whichever is the greater. The agency may use longer lighting mast so as to achieve the required uniformity/lux level/glare rating Calculated glare rating should also be taken into consideration. Aviation authority requirements also to be considered where ever necessary |

When grid points are outside the playing area they are not be included in the calculation.
GR: Glare rating value calculated at 1.5 meters above playing surface.
Ra: Color rendering index.
All horizontal Illuminance(Eh) are to be calculated at ground level.
For average vertical illumination over square / infields ĒavV: Ēavh> or = 0.5 and for field / outfield areasĒavV: Ēavh> or = 0.3 with Evmin: Evmax> or = 0.2 in all calculation planes. Vertical plane calculations shall be taken at 1.0 meter above the playing surface.
Ovals - Vertical Luminance calculations shall be taken at both wicket creases for the extent of the wicket block(s) width facing the bowler and facing the batsman at each end. Calculations shall extend to one additional grid spacing either side of the extent of the wicket block(s) along the crease lines (Refer diagram I).
Vertical Luminance calculations shall be taken through the axial centre of the wicket block for the whole infield and outfield and also traversing the centre of the wicket block for the whole infield and outfield for symmetrical pole layouts for Ovals. Each axis plane calculation shall extend to the outfield boundary and be at right angles (Refer diagram in section I)
The floodlighting installation shall have minimal adverse effects of obtrusive and spill lighting in respect to adjoining properties.
