DEVELOPMENT AND OPERATION OF TALAIPALLI COAL MINING BLOCK (BIDDING DOCUMENT NO: CS-7014-602-9)

“Salient Technical Features of the equipment/systems/services covered in IFB No. CS-7014-602-9 dated 31.12.2015 are mentioned below. These Salient Technical Features are mentioned only to facilitate the prospective bidders to prima-facie understand the requirements under the tender and shall not in any way limit or alter the scope of work and technical features/specification of equipment/ systems/ services covered in the Bidding Documents. Detailed provisions in regard of scope of work and technical features/ specification of equipment/ systems/ services, contained in the Bidding Documents shall be final and binding.”

SALIENT FEATURES

INTRODUCTION

Talaipalli was allocated to NTPC under Captive mode. It is in the eastern part of the Mand-Raigarh Coalfield situated in the District Raigarh, State of Chhattisgarh, India. Talaipalli Coal Mine is about 55 Kms from Raigarh city of Chhattisgarh State. The Coal mined from this Block, is to be put to captive use in designated power projects of NTPC.

The Block Area of Talaipalli Coal Block is 21.13 Sq Km. The topography of Talaipalli block is mostly covered by softer horizon and in general represents an undulating terrain bounded by Tolge Pahar in the north and Silot Pahar (580m) in the south. The general ground level elevation of the area varies between 280 m and 340m above MSL.

Kelo River is flowing through the south-eastern part of the present area, constitute the main drainage system. The main subsidiary stream channel draining the block from north-west to south-east joins the Kelo. This subsidiary stream channel is fed by number of small tributaries rising from hills both from north and south.

Mining Plan and Mine Closure Plan of Talaipalli Coal block has been approved by Ministry of Coal for a targeted capacity of 18 MTPA with a mine life of 52 Years excluding 2 years of Construction period. Environment Clearance has been already accorded by MoEF. Stage-I & II Forest clearance has also been granted by MoEF. Notifications under CBA Act & part notification under LA Act for acquisition of land have been completed.

GEOLOGY

Talaipalli Block is located in the eastern part of Mand-Raigarh Coalfield. The geology of the block is in conformity with the regional set up. Major part of Talaipalli block is covered by the rocks of Barakar formations. Barren measure occurs in the southern part of the block. However a small patch of Barren Measure is also noticed in the north western part of the block. The sub surface exploration revealed the following succession with Metamorphics as basement

followed by the Formations viz. Talchir, Barakar, Barren Measures and Recent. The Gross Geological Reserves of the Block is 1400.58 MT and Net Geological Reserves is 1260.52 MT.

Total estimated mineable reserves within the block is 843.68 Million Tonnes and corresponding total overburden is estimated as 3777 million cubic meters with a Striping Ratio of 4.48 m3/t .The life of Mine as per Approved Mining Plan & Mine Closure Plan is 52 years however, the contract period is for 25 year of coal production with a mineable reserve of 404.50 MT and Over Burden of 1738.64 Million Cubic meter with a Stripping Ratio of 4.30 m3/t.

NTPC’s SCOPE OF WORK

i)Notifications for land acquisition under CBA and LA Act.

ii)Documented payment for Land acquisition and R&R

a.Land compensation for Tenancy (Private), Government and Forest Land including payments for assets on land,

b.Annuity/one time assistance payment in lieu of employment,

c.Other compensation payments/Grants as may be applicable in respective states such as

Self-resettlement grant

Shifting grant

Cattle shed grant, etc.,

d.Payment to MDO towards Construction of R&R Colony.

iii)Provide statutory manpower for Mining activities.

iv)All payments as per the government norms and all direct and documented payments to be made to the concerned authorities for compliance to various clearances/approvals.

v)All expenditure towards CSR activities pertaining to the block.

vi)Compliance to wild life conservation plan and implementation of site specific wild life conservation plan.

vii)All payments including payments to squatters/forest dwellers as per Government norms/claimants certified under FRA 2006 and encroachers certified by State Govt. for Chhote Bare Jhar ke jungle land.

MDO SCOPE OF WORK

The MDO shall facilitate to acquire all the land, provide all personnel; mining equipment and other equipment and services for efficient mining of coal from the Block and supply such coal to the Owner in accordance with the Project Agreement, as briefly described below:

i)Liasioning with District Administration & State Government for all land acquisition issues,

ii)Interactions with PAPs for disbursement of compensation on account of land and R&R,

iii)Liasioning and interactions with State Government and PAPS for physical possession of Tenancy(Private), Government and Forest land,

iv)Tree-cutting activities for forest land if so required as per the State Forest Dept. along with incurring associated payments /expenditure.

v)Construction of R&R Colony including development of basic infrastructure for the plots for R&R colony.

vi)Provide all personnel; mining equipment and other equipment and services to develop operate and maintain the mine in an efficient manner to ensure supply of coal to NTPC.

vii)Development, Operation and Maintenance of Mining infrastructure created during the Developmental Phase and manning thereof.

viii)Power Distribution arrangement from MRS(Main Receiving Station)

ix)To abide by all statutory rules, regulations and laws as applicable.
