LONG TERM PROCUREMENT OF IMPORTED COAL ON CIF BASIS FOR PUDIMADAKA SUPER THERMAL POWER PROJECT (4x1000 MW) OF NTPC
Salient Technical Features of the subject requirement covered in the IFB NO: 40040902 are mentioned below. These Salient Technical features are mentioned only to facilitate the prospective bidders to prima-facie understand the requirements under the tender and shall not in any way limit or alter the scope of work and technical features/specification of supply of Imported Coal covered in the Bidding Documents. Detailed provisions in regard of scope of work and technical features/specification of subject requirement contained in the Bidding Documents shall be final and binding.
Annual coal requirement of power plant (with all 4 units in operation) is estimated to be around 14 MMTPA. The plant is likely to come into operation during FY 2018-19.
Brief Scope of Work: Bidders shall submit proof of tie-up through a Letter of Commitment from mine(s) along with details of such mine(s) from where they are intending to supply coal as per specification to Pudimadaka project, as per formats enclosed in the bidding documents along with their bids. Coal shall be supplied by the Seller on CIF basis from the coal mines declared through suitable vessels such as Panamax, Capesize etc. matching with the unloading facility at Discharge Point. The vessels sent by Seller shall be unloaded / discharged at the discharge point by NTPC. Discharge point would be a dedicated berthing and unloading facility at Pudimadaka suitable for handling Capesize and Panamax vessels to be developed by NTPC. Custom Duty shall be paid by NTPC (Purchaser). However Successful Bidder(s) (Seller) is to ensure that all rebates/concessions/ allowances introduced by Government of India, if any, from time to time are availed of and passed on to NTPC. The bidder will be required to deliver coal from source upto the discharge point and take the marine insurance of the cargo. Marine Insurance from mine / Loading Port to Point of discharge shall be taken by Seller and NTPC Ltd. shall be named as co-insured in the Marine Insurance Policy. Seller to ensure regular supply of coal as envisaged in Bid documents.
The detailed Scope of Work shall be as per the Bidding Documents.
Delivery: On “CIF” basis.
Delivery Period: Period of supply shall be 10 years which shall be extendable by another 05 years with mutual consent of the successful bidder (s), NTPC and the beneficiaries.

Sub: Consideration of Projects of Thermal Power, Steel Sector for Environmental Clearance with sourcing of Coal from dedicated Coal Blocks/Coal India – Further Clarification – regarding
In continuation to this Ministry’s Office Memorandum of even number dated 19.04.2012 on the above mentioned subject, the matter regarding coal linkage has been further considered and examined in the Ministry.
2. In case of Thermal Power projects, which are dependent on domestic coal supply from the basket of mines of CIL/SCCL with valid EC/FC, proposals for environmental clearance would be considered, if the information on the coal quality parameters i.e. (i) calorific value (ii) sulphur content and (iii) ash content in respect of the mines in the basket, is provided in the EIA/EMP report.
3. The proposals for environmental clearance of imported coal based ultra mega thermal power projects would be considered taking into consideration the following quality parameters of imported coal, namely gross calorific value (Kcal/kg) (5000 minimum); ash content (12% maximum) & sulphur content (0.8% maximum). The validity of environmental clearance granted is subject to compliance with the coal quality parameters indicated above. Further, it would be necessary to provide details in the EIA/EMP report regarding the port for the import of coal, its capacity for coal handling, transportation of coal from port to the thermal power plant by road or rail and railway rolling stock availability etc. If it is proposed to establish port, jetty or any other coal handling facility, as also construction of road/laying of railway line, etc., the same need to be covered under the EIA/EMP report of thermal power plant.
This issues with the approval of the Competent Authority.
