“Salient Technical Features of the equipment/systems/services covered in IFB No. 40038654 dated 07.05.2015, Bidding Document No. CS-9558-102R-2 are mentioned below. These Salient Technical Features are mentioned only to facilitate the prospective bidders to prima-facie understand the requirements under the tender and shall not in any way limit or alter the scope of work and technical features/specification of equipment/ systems/ services covered in the Bidding Documents. Detailed provisions in regard of scope of work and technical features/ specification of equipment/ systems/ services, contained in the Bidding Documents shall be final and binding.”

SALIENT TECHNICAL FEATURES:

The original contract for SG & Auxiliaries package of Barh Stage-I was awarded to M/s JSC Technopromexport, Russia (TPE) on 14.03.2005. M/s Krasny Kotelshchik, Taganrog, Russia (TKZ) was the QSGM for the Steam Generators. This contract was terminated on 14.01.2015. The scope under the current enquiry for completion of balance works of Main Plant Package Part-A (SG & Aux.) of Barh Super Thermal Power Project (3X660 MW) includes the assessment of left over work so as to complete steam generator and auxiliaries as per the terminated contract technical specifications, Part-A, B, C, D & E along with its amendments & clarifications and carrying out applicable balance design, engineering, manufacturing, supply, erection, testing, commissioning etc. as per the specification.

The Bidder’s scope shall briefly include but will not be limited to following;

i) Assessment of material already supplied under the original contract with TPE along with its condition.

ii) The assessment of the balance material to be supplied so as to make the scope complete as per the original contract with TPE (Parts A, B, C, D, and E of Technical Specification, Section VIA of Barh Super Thermal Power project (3X660MW),Main Plant Package Part-A(Steam Generator and Auxiliaries) along with applicable Amendments / Clarifications to Bidding Documents CS-9558-102-2 which formed the part of original contract with TPE, which has been terminated vide NTPC letter dated 14.01.2015 (Unless specifically excluded / amended by this specification).

iii) The assessment of material supplied by TPE and already erected and that still kept in the stores.

iv) Review of all existing engineering documentation and also completion of any leftover engineering activity.

v) Supply of all balance materials and completion of all balance erection work based on the above assessment. The scope shall also cover preparation of all erection procedures, drawings, erection manuals etc.

vi) Preparation of all pre-commissioning and commissioning documentation / checklists, O&M manuals, Performance Guarantee test procedures etc.

vii) Completion of all pre-commissioning, commissioning, initial operation and testing as per the original contract with TPE.

viii) Contractor to note that C&I engineering was in very preliminary stage. The contractor has to complete balance engineering (for SG as well as BOP) in totality on priority.

ix) Based on the assessment of available stored and erected material, the contractor shall take suitable measures for safety and protection of already supplied and erected materials and also make suitable modifications/re-engineering/repairing and replacements to bring equipments and system in standard working condition.

Bidder may note that the power cycle piping which was included in the terminated Contract of TPE, has been excluded from the current enquiry for “Balance works of Main Plant Package Part-A (SG &Aux.) for Barh STPP Stage-I(3x660MW)”.

After taking into the account the material already supplied and erected as per the terminated Contract and completion of all balance work as per the current enquiry, the Steam Generators for Barh-I shall be complete with furnace, water wall, headers ,separators, built-in-gate valves , super heaters, reheaters, economizer, super heater and reheater desuperheating attemperators along with steam to steam heat exchangers, soot blowing system including intelligent water cannons for burner zone, auxiliary steam piping, steam generator integral pipings, startup flash tanks along with other drain and flash tanks, Oxygenated treatment and all volatile treatment, Forced draft fans, Induced draft fans, Regenerative air preheaters for primary air system as well as secondary air system, steam coil air preheaters, coal pulverizes and raw coal feeders, primary air fans, seal air fans, coal burners, pulverized fuel piping, ducting, gates and dampers, all structures, galleries / walkways / roofing / platforms including interconnecting platforms, passenger as well as passenger cum goods elevators, refractories and insulation, complete control and instrumentation system for steam generators and auxiliaries, , valves, fittings and accessories, LP Pipings, Equipment Water Cooling System, Mill reject handling system, Common Fuel Oil pressurizing and heating System and common LDO pressurizing system for all boilers, permanent chemical cleaning system, One (1) no. Auxiliary Boiler serving all steam generators, associated Electrical and Control & Instrumentation (C&I) equipments, plant performance analysis, diagnosis and optimization (PADO) System, vibration isolation & spring system, commissioning and performance testing of equipments under bidder’s scope and euipments already available at site, first fill and one year topping requirement of consumables/chemicals, supply of special maintenance tools and tackles, erection materials and consumables, spares etc.
