Brief Scope of Work

“Design, engineering, manufacture, inspection and testing at supplier’s works, packing and transportation to site on FOR site basis, supervision of erection, supervision of commissioning of the complete Fuel Oil System package under balance work of Main Plant Package Part-A (SG & Aux.) for Barh Super Thermal Power Project, Stage-I (3x660 MW) as per the specification & scope defined in the bidding documents.

Scope of supply and services under this package include the complete Heavy Fuel Oil (HFO) and Light Diesel Oil (LDO) preparation and firing system downstream of fuel oil storage tanks and upto burner inlet along with atomization and steam tracing, associated piping, valves and instrumentation.”

Salient Technical Features

Salient Technical Features of the equipment/system/services covered in IFB No 40036734 dated 03.04.2014 is mentioned below. These Salient Technical features are mentioned only to facilitate the prospective bidders to prima-facie understand the requirements under the tender and shall not in any way limit or alter the scope of work and technical features/specification of equipment/system/services covered in the Bidding Documents. Detailed provisions in regard of scope of work and technical features/ specification of equipment/systems/ services, contained in the Bidding Documents shall be final and binding.

The fuel oil system envisaged for the three (03) units of Barh Stage-1 shall comprise of:

a. Fuel oil preparation and firing system.

Heavy fuel oils shall be used for initial start-up, low load operation and as secondary fuels for pulverized coal flame stabilization of the steam generator(s). The flow scheme as envisaged for firing these oils shall cater to requirements of 3 x 660 MW Units. The fuel oil shall be drawn from HFO storage tank(s) by fuel oil pressurizing pumps and pumped through steam oil heaters, strainers etc routed through suitable valving for flow control. The oil shall be taken in Steam Generator unit(s) and recirculated back to the storage tanks through oil coolers. The oil requirement of oil burners of the Steam Generator shall be tapped off from a ring main formed at the respective Steam Generator area. The oil pressure shall be maintained to the required value in the pressure main by means of automatic pressure regulating valve(s).

The LDO firing system shall be provided to facilitate black start of units when no auxiliary steam is available from external source. Light Diesel Oil firing system shall also be used for cold start up of Steam Generators and for flushing of heavy fuel oil lines. Basic scheme for light oil system shall be the same as that discussed above for heavy fuel oil system, except that pressurizing there shall not be any heating requirements. LDO system including pumps, piping, valves etc. shall be sized to facilitate simultaneous cold/black start of all three units.

b. Fuel oil drain system

The fuel oil drains from different equipment and piping etc. of a Steam Generator shall be brought by gravity to a common drain oil tank provided for each Steam Generator. The oil collected in this tank shall be periodically pumped back to the Fuel Oil Storage Tanks. Drains from the oil pressurizing pump house and common oil piping shall be taken by gravity to one common drain oil tank in the pump house area. The oil collected in this tank shall be periodically pumped to Fuel Oil Storage Tanks

c. Fuel oil condensate system

Condensate from complete fuel oil plant shall be brought to a common condensate flash tank in fuel oil unloading area. Drains from this condensate tank shall be connected to station drains. For the Boiler area the condensate shall be terminated at Atmospheric flash tank located in boiler area.

The following equipment and facilities are covered in the specifications:

a) Three (3) numbers HFO pump/motor with coarse/fine filters and steam heaters.

b) All necessary oil piping (forward/recirculation etc) with hangers/supports/etc, valves (isolating/trip/control/relief/etc), pressure accumulator(s), oil cooler etc. upto the oil burners.

c) Drain oil system, drain/sump pumps etc.

d) Atomization system (steam & air), steam system for line tracing, fuel oil heaters, etc. along with complete condensate system.

e) Complete LDO pumping and supply system unto oil burners.

f) Service/instrument air and service water system required for the fuel oil system.

g) Associated electrical and control and instrumentation (C&I).

h) Associated equipment handling arrangement.

i) Associated civil/structural work as specified.
