AND DETAILED ANALYSIS OF RATES (DAR) FOR

CIVIL WORKS FOR THERMAL POWER PROJECTS OF NTPC

SALIENT FEATURES

NTPC is implementing large size Thermal Power Projects across the country with unit sizes ranging from 200 MW to 800 MW. NTPC has been doing Inhouse Engineering, Contracting and Procurement activities for Green Field Projects & Brown Field Projects, being executed by it. Technical Specifications & Schedule of Items for the Civil Works of Power Plants, have been developed over a period of time, suiting to the specific requirements of Power Plant structures and its Contracts, Construction & Quality procedures. These have been upgraded from time to time based on Site feedback & Technological innovations in the Construction Industry.

For effective control of scope, time, cost & quality in construction, NTPC desires to appoint a Consultant, for developing Schedule of Rates (SOR) along with Detailed Analysis of Rates (DAR), on the lines similar to CPWD Schedule of Rates & Analysis of Rates, suiting to the requirements of Civil works of large Thermal Power Projects, being executed by NTPC at its project sites.

The scope of work under Civil Works for Large Thermal Power Projects generally includes all under ground civil works including piling & foundations, all over ground civil, structural & architectural works for Buildings & Equipments associated with Thermal Power Projects like Main Power House Building, Auxillary plant Buildings, Boiler & ESP structures, Turbo Generator, Fan & Mill foundations, Chimney, Coal Bunkers, Ash hoppers & Silos, Coal Handling & Ash Handling Plants, Fuel Oil & DM/PT Plant Systems, Pipe/Cable Trestle structures, Roads & Drains etc.

The Consultant’s scope shall include the following –

1.Study and analysis of the existing NTPC Schedule of Items for Civil Works of Thermal Power Projects (consisting of approx. 330 nos. items & sub items), Technical Specifications & Contract conditions presently in use.

2.Rationalise & revise the Schedule of Items in use if required after interacting with Project Engineering, Cost Engineering, Project Execution & Quality Groups of NTPC and Civil Agencies executing works at NTPC sites.

This shall include visiting minimum 4 nos. NTPC Project Sites at different locations and obtain information about the various construction activities involved in the execution of Civil Works for a Power Project and collect basic data about Material, Labour and Equipment for these activities at different locations, including time motion study & analysis for Project Construction Master Database.

3.Develop a Web based Project Construction Master Database comprising Material, Labour and Equipment with linkages of Schedule of Items to Technical Specifications (as available in Delhi Schedule of Rates /Delhi Analysis of Rates & CPWD Specifications) .

4.Develop a Web based Schedule of Rates (SOR) along with Detailed Analysis of Rates (DAR), on the lines similar to CPWD Delhi Schedule of Rates & Delhi Analysis of Rates or any other method suitable to Power Sector.

5.The Web based Master Database development shall facilitate the following –

Future updation of the SOR by NTPC by feeding the market rates of Material, Labour and Equipment hiring etc. Consultant shall identify a set of basic items for which rates can be collected and used to update the SOR.

For use of SOR for Project specific location, Consultant shall develop a Price Index Formulae based on a set of basic items for which the Project can obtain the market rates and use to arrive at the rates applicable for Project specific location.

6.Interact with Project Engineering, Cost Engineering, Project Execution & Quality Groups of NTPC and incorporate the comments while finalizing the applications above as mentioned at 3, 4 & 5.

7.Validate the Project Construction Master Database, Schedule of Rates (SOR), Detailed Analysis of Rates (DAR) and other Applications so developed with 4 nos. Projects at different locations and carry out necessary corrections wherever required. Consultant shall be associated with NTPC in advisory capacity for 1 year after the completion of consultancy for making changes/modifications as per feedback from its Projects while using the applications.
