SALIENT TECHNICAL FEATURES

“Salient Technical Features of the equipment / systems / services covered in NIT No.CS-0370-364R-9 dated 15.01.2015 are mentioned below. These Salient Technical features are mentioned only to facilitate the prospective bidders to prima-facie understand the requirements under the tender and the bidder shall not in any way limit or alter the scope of work and technical features/specification of equipment/system/services covered in the Bidding Documents. Detailed provisions in regard of scope of work and technical features/specification of equipment/systems/services, contained in the Bidding Documents shall be final and binding”.

LOCATION & APPROACH

NTPC Limited intends to develop Permanent Township for Nabinagar Super Thermal Power Project at Nabinagar. The project is located in Aurangabad district, at a distance of about 55 kms. from Aurangabad city of Bihar. Nearby airport of Gaya, Varanasi & Patna are at a distance of 120, 220 & 250 km respectively.

BRIEF SCOPE OF WORK

The brief scope of work under this package shall include the following facilities (Residential & Non-Residential buildings, Bulk services etc.).

INTERNAL ELECTRIFICATION WORK

The scope of work under this package shall include Design, Fabrication, Supply, Storage, Erection, Testing and Commissioning of following items for complete internal electrification of residential and non-residential buildings of the Township area covered under this package.

(a) LT Distribution Boards

(b) Meter Boards

(c) Lighting Panels

(d) Lighting / Power Distribution System for the building complete with lighting fixtures, Ceiling fan, Exhaust fan, wires, conduits, switch / socket outlet boxes, switches, sockets, Receptacles and accessories etc.

(e) LT Power Cables / wires from MDB/ MB to Lighting panels

(f) Earthing & Lightning Protection System

(g) Telephone & T.V. outlets complete with Splitters & Tap-off units & boxes, conduits, cables/wires, accessories etc.

(h) Any other work required for complete electrification

EXTERNAL ELECTRIFICATION WORK

The scope of work under this package shall include Design, Manufacture, Testing, Supply, Transportation, Insurance, Storage, Erection, Site Testing and Commissioning of following equipment for External electrification / Power supply distribution of Township.

(a) 11 KV Over head Line (Ring Main)

(b) 11/ 0.433 KV Outdoor Transformers

(c) LT Switchgear, Feeder Pillar

(d) Battery, Battery Charger.

(e) 11 KV Cables & Accessories

(f) LT Power and Control Cables & Accessories

(g) Street Lighting System

(h) Cabling and Earthing System

(i) Energy meters, Meter reading Instrument, PC etc.

(j) Control & Annunciation panel

(k) Mandatory Spares

EXTERNAL WATER SUPPLY DISTRIBUTION NETWORK & TREATED EFFLUENT DISTRIBUTION SYSTEM

The scope covers the following for the complete drinking water system, pumps, Effluent treated water supply for Horticulture. However, it is to be read in conjunction with Bill of Quantities and tender drawings.

Design, engineering, manufacturing, supply, fabrication, testing, inspection, packaging, transportation to site, storage, taking delivery of Employer supplied equipment (if any) from site stores, in plant transportation, erection, cleaning, flushing, testing and commissioning of all items i.e., piping, fittings, supports/ hangers, valves, actuators, pumps, motors, specialties, tanks, instruments, drains, vent including drain/ vent valves, air release valves, etc.

This includes all electrical items associated like motors, cables, MCC/Local Panel, starters, Level switch/ Level indicator etc.

FIRE FIGHTING SYSTEM

The Fire detection and protection system shall cover complete Township.

The complete fire detection and protection system shall be in line with the requirements of National Building Code (NBC) and rules & regulations of Local Fire Authority as per the statutory regulations applicable for obtaining the occupation certificate from the Local Development / Fire Authority.

All material used in the works shall have Bureau of Indian Standards valid certification stamped, marked or cast on the material in an acceptable and approved manner.

It is the sole responsibility of the contractor to get the approval of the Local Fire Authority for the work done by him and nothing extra shall be payable including the official and other charges.

The Contractor shall also provide all material, equipment and services which may not be specifically stated in the specifications but are required for completeness of the equipment/systems furnished by the Contractor and for meeting the intent and requirements of the specification.

The scope briefly shall include Engineering of Fire Fighting System based on the data mentioned in the Specifications.

(B) LUMPSUM PORTION

SWIMMING POOL FILTRATION SYSTEM

The scope of this work shall include design, engineering, manufacturing, shop fabrication, testing at works, transportation to site, unloading and storage at site, in plant transportation, insurance, fabrication at site, erection, testing, commissioning, all equipment and works on turnkey basis required for completing the filtration system for Swimming Pool. This includes all electrical items associated with filtration system like motors, cables, MCC, starters etc.

Items though not specifically mentioned but needed to complete the equipment and works as stipulated under these specifications shall also be furnished and installed unless otherwise specifically excluded.

SEWAGE TREATMENT PLANT

Construction of Sewage Treatment Plant (STP) for domestic effluent based on "Moving Bed Biofilm Reactor" (MBBR) or "Moving Biofilm Reactor" (MBR) process to treat an average flow of 1.7 MLD (Million Litre per Day). The scope of work shall also include Erection, Commissioning, maintenance of STP besides Design, Engineering, Preparation / detailing of construction drawing for all civil structures, electrification, supply of all materials including cement, steel, mechanical / electrical equipments including pumps, motors, level switches, MCC etc. required for STP. The STP shall comprise of coarse bar screen, Raw sewage sump & pump house, Medium bar screen, Grit chambers, Parshall flume, Biofilm reactor / MBR Tank, Blower / Air compressor / Aerator, Secondary clarifiers, sludge / return sludge filtrate pump house, laboratory cum administrative office, MCC room, Tertiary treatment plan and chlorination arrangement for final effluent along with contact chamber and sludge drying beds.

The treated water after chlorination shall be pumped for horticulture purpose. The horticulture ring and pump for final treated effluent is covered under separate scope of work, however the pipeline along with necessary flange / valve shall be provided up to the battery limit / fence of the STP area. Annual Maintenance charges of Twelve (12) months including all materials, consumables etc. as detailed in Technical specifications’ for Sewage Treatment Plant.

ELEVATORS

The scope of work for the equipment & accessories to be furnished in accordance with this specification shall include design, engineering, manufacture, inspection and testing at contractor’s work, supply, packing, transportation & dispatch to site, receipt, storage, preservation, handling and conservation including insurance at site, pre-assembly, if any, erection, testing and commissioning of the equipments and accessories. Items though not specifically mentioned in the specification but needed to complete the equipment and system to meet the intent of specification shall also be deemed to be included unless otherwise specifically excluded.
