SUPPLY, INSTALLATION AND COMMISSIONING OF SOLAR HIGH LIGHTING MASTS AT VARIOUS LOCATIONS IN AND AROUND SOLAPUR

“Salient Technical Features of the equipment / systems / services covered in NIT No. / Bid Invitation no.: 40032134 dated: 07.01.2015 is mentioned below. These Salient Technical Features are mentioned only to facilitate the prospective bidders to prima- facie understand the requirements under the tender and shall not in any way limit or alter the Scope of work and technical features / specification of equipment / systems / services covered in the Bidding Documents. Detailed provisions in regard of scope of work and technical features / specification of equipment / systems / services, contained in the Bidding Documents shall be final and bidding”.

SALIENT TECHNICAL FEATURES

A.Brief Scope of Work

Scope of Work includes:

1.Tenderer has to Supply & install Solar High Mast Lighting System (Green tower), is as per given Technical Specification.

2.Supply including transportation, loading, unloading, Installation, Testing & commissioning of the Solar High Mast Lighting System (Green tower) at following 13 locations and the distance is in KMs from NTPC Solapur Site.

3.Civil work and foundation work of the Tower with foundation concrete & grillage to be done by supplier as per the site condition.

4.The system Batteries, Luminaire & other electronic items shall be warranted for 12 months and the Solar modules carry a 60 months warranty for manufacturing defects. The modules are warranted to perform not below 90% of the minimum power output during a 12 year period and 80% upto 25 years.

5.Supply of any other activity, accessories not explicitly mentioned here but required for completion of the work and proper functioning of the lighting system, is to be done by the supplier.

6.The supplier has to repair / replace all the nonfunctional items at free of cost as per the instructions of the EIC in the warranty period.

7.The party has to visit twice in the warranty period and P.M (Preventive maintenance) checks of the system to be done as per the instructions of the EIC (Engineer In charge).

8.As per EIC instructions required details to be painted on the display board.

9.The agency/supplier has to demonstrate the Performance as per the specifications.

Note: The agency has to arrange all the materials and manpower required including cement, and other items required for the entire work. NTPC shall not issue any material for the work. All the materials should be strictly as per BOQ and relevant specifications.

Electricity supply required for the construction and Water for the construction / other requirements shall be arranged by agency at its own cost.

B.Other Technical Features

1.PV Module: required PV array output suitable to LED lamps

I.Modules supplied should have MnRE (Ministry of new and renewable Energy) specifications or equivalent National or International / Standards.

II.The terminal box on the module should have a provision for opening it for replacing the cable, if required.

III.The PV module must use a RF Identification tag (RFID), which must contain the following information

i.Name of the manufacturer of PV Module

ii.Model or Type Number

iii.Serial Number

iv.Month and year of the manufacture

v.I-V curve for the module

vi.Peak Wattage of the module at 16.4 volts

vii.Im, Vm and FF for the module

viii.Unique Serial No and Model No. of the module

2.Module mounting Structure

I.The modules support structure shall be mild steel, hot dipped galvanized (120 micron) iron for holding the PV modules.

II.Each panel frame structure shall be so fabricated as to be grouted on ground or roof on its legs. It should withstand severe cyclone / storm with the speed of 150 Km/Hr.

III.Each panel frame structure shall have provision to adjust its angle of inclination to the horizontal between 10 to 40 degrees with a step of 10 degree, so that the inclination can be adjusted at the specified tilt angle whenever required.

IV. All nuts and bolts should be made of very good quality and should be corrosion resistant.

V.The structure should be designed to allow easy replacement of any module.

VI. The array structure shall be so designed that it will occupy minimum space without sacrificing the output from the SPV panels.

3.BATTERY

I. Tubular positive plate flooded electrolyte or Gel / VRLA Type.

II.The battery backup should meet minimum 24 operating hours at full load per permissible discharge.

III.Batteries should be provided in a closed box.

IV. Battery should conform to the latest BIS/ International standards.

4.LIGHT SOURCE

I. The light source will be a white LED type.

II. The luminaire be a high efficiency 6 (Six) Numbers of 70 Watts

III.The luminaire with transparent acrylic cover, shall be fitted with gasket and accessories for weather and insect proof operation.

IV. W-LEDs should not emit ultraviolet light.

V.The light output from the white LED light source should be constant throughout the duty cycle.

VI. The lamps should be housed in an assembly suitable for outdoor use.

VII. The temperature of heat sink should not increase more than 20 °C above ambient temperature during the dusk to dawn operation

5.LIGHT OUT PUT

Minimum 15 Lux when measured at the ground level within periphery of 6 meter diameter from a height of 15 meter luminaire. The illumination should be uniform without dark bands or abrupt variations, and soothing to the eye. Higher light output will be preferred.

6.MOUNTING OF LIGHT & TOWER

I. Minimum 15 meter tower Mounted with suitable RCC foundation.

II.Tower should have built in ladder.

III.The tower should be Hexagonal telescopic type made of Galvanized Iron (GI)/MS material. The tower shall be heavy duty and suitable for rural applications.

IV. The Tower should withstand severe cyclone / storm with the speed of 150 Km/Hr.

7.AUTONOMY

2 days or Minimum 24 operating hours per permissible discharge

8.ELECTRONICS

I. Adequate protection is to be incorporated I.e u/v, o/v, s/c protection.

II.Auto on Off Timer

9.MECHANICAL COMPONENTS

I.A corrosion resistant metallic frame structure should be fixed to hold the SPV module

II.The frame structure should have provision to adjust its angle of inclination to the horizontal between 0 and 45 degrees, so that the module can be oriented at the specified tilt angle.

III.The height of the tower should be 15 meters above the ground level, after grouting and final installation.

IV. The tower should have the provision to hold the luminaire.

V.The lamp housing should be water proof and should be painted with a corrosion resistant paint.

VI. A vented, acid proof and corrosion resistant metallic box with a locking arrangement for outdoor use should be provided for housing the batteries. The box should be mounted above one and half foot from ground level. The box legs should have sufficient length for grouting facility if required.

VII. 3' x 2' display board of 2 mm thick metal plate should be fixed to the tower as per the instructions of the EIC (Engineer In-charge)

10.OPERATION AND MAINTENANCE MANUAL

An Operation, Instruction and Maintenance manual, in English and Hindi/local language should be provided with the solar lighting system. The following minimum details must be provided in the manual.

I. Basic principles of Photovoltaic.

II.A small write-up (with a block diagram) on Solar Lighting System – its components, PV module, battery, electronics and luminaire and expected performance.

III.Type, Model number, Voltage & capacity of the battery, used in the system.

IV. The make, model number, country of origin and technical characteristics (including IESNA LM-80 report) of W-LEDs used in the lighting system.

V.About Charging and Significance of indicators.

VI. Clear instructions about erection of tower and mounting of PV module (s) and lamp housing assembly on the tower.

VII. Clear instructions on regular maintenance and trouble shooting of the Solar Lighting System.

VIII. DO's and DONT's.

IX. Name and address of the contact person for repair and maintenance, in case of non- functionality of the solar lighting system.
