REQUEST FOR QUALIFICATION (RFQ) FOR LONG TERM PROCUREMENT OF IMPORTED COAL ON CIF BASIS FOR PUDIMADAKA SUPER THERMAL POWER PROJECT (4000 MW)

Salient Technical Features of the subject requirement covered in the IFB NO: 40031855 are mentioned below. These Salient Technical features are mentioned only to facilitate the prospective bidders to prima-facie understand the requirements under the invitation for RFQ and shall not in any way limit or alter the scope of work and technical features/specification of supply of Imported Coal covered in the RFQ Documents. Detailed provisions in regard of scope of work and technical features/specification of subject requirement contained in the RFQ Documents shall be final and binding.

About the Pudimadaka Super Thermal Power Project: 4000 MW (5 X 800 MW) power project based on steam coal of origin other than India is under consideration by NTPC Limited for setting up at Nakapalli, Andhra Pradesh India. The power plant shall be near the Indian coast of Bay of Bengal. Annual coal requirement of power plant is estimated to be around 14 MMTPA. Exact annual coal requirement shall be worked out during RFP/ Supply Agreement based on the coal quality selected. The plant is likely to come into operation during FY 2018-19.

Brief Scope of Work: Coal shall be supplied by the Seller on CIF basis from the coal mines declared as a part of qualifying requirements through suitable vessels such as Panamax, Capesize etc. matching with the unloading facility at Discharge Point. The vessels sent by Supplier shall be unloaded / discharged at the discharge point by NTPC. Discharge point would be a dedicated berthing and unloading facility to be developed by NTPC. Details of Discharge point would be furnished subsequently. Arrangement of ships and logistics arrangement for supply of coal upto discharge point in India shall be in the scope of the Successful Bidder. All liaisons, coordination with coal mine(s) (in case Bidder is not a mine owner), coordination at load port and activities of stevedoring, handling, loading etc at the load port, shall be the responsibility of the Successful Bidder. Marine Insurance from mine / Loading Port to discharge point shall be taken by Successful Bidder and NTPC Ltd. shall be named as co-insured in the Marine Insurance Policy. Custom Duty shall be paid by NTPC. However Seller is to ensure that all rebates/concessions/ allowances introduced by Government of India, if any, from time to time are availed of and passed on to NTPC.Seller to ensure regular supply of coal throughout the year as per requirement of power plant, which may be further decided in the RFP bidding documents.

Delivery: On “CIF” basis.

Delivery Period: Period supply shall be 15 years which shall be extendable by 5 years at the option of NTPC and further by 5 years with mutual consent.

Specification of Coal: The imported coal to be supplied could be of any origin except India. Technical parameters of coal shall be finalized in RFP document. However, indicative range of technical parameters for coal shall be as under:

Bidders are to submit ultimate, proximate and ash analysis of imported coal they are intending to supply as per above along with their RFQ proposal as per the format specified in the RFQ documents.
