Salient Technical Features for HT Switchgears Package for Tanda TPP Stage-II (2X660MW)

“Salient Technical Features of the equipment/systems/services covered in IFB No. 40031113 dated 19.12.2014 are mentioned below. These Salient Technical Features are mentioned only to facilitate the prospective bidders to prima-facie understand the requirements under the tender and shall not in any way limit or alter the scope of work and technical features/specification of equipment/ systems/ services covered in the Bidding Documents. Detailed provisions in regard of scope of work and technical features/specification of equipment/systems/services, contained in the Bidding Document shall be final and binding.”

Brief Scope of Work

The brief scope of work shall include design, manufacture, shop testing, supply, transportation & complete insurance, handling and storage at site, complete installation, testing and commissioning of HT switchgear (11KV & 3.3KV) boards, Switchgear SCADA System & Fast Bus Transfer System as per specifications and scope defined in the bidding document No. CS-9562-204-2 for HT Switchgears package for Tanda Thermal Power Project, Stage-II (2x660 MW).

Salient Technical Features

The short-time fault withstand rating for of the 11kV & 3.3kV switchgears shall be 40kA (RMS) for one second and the dynamic withstand rating shall be 100kA (peak).

The switchgear boards shall have a single front, single tier, fully compartmentalized, metal enclosed construction complying with clause No. 3.102 of IEC 62271-200, comprising of a row of free standing floor mounted panels. Each circuit shall have a separate vertical panel with distinct compartments for circuit breaker / contactor truck, cable termination, main busbars and auxiliary control devices. The Service Class Continuity of Switchgears shall be LSC 2B-PM (as per IEC 622771-200). The Circuit Breakers / Contactors / Bus VTs shall be mounted on withdrawable trucks which shall roll out horizontally from service position to isolated position. The Switchgear shall have an Internal Arc Classification of IAC FLR 40kA 1 sec.

The Circuit Breakers / Contactors shall be of Vacuum type.

The Switchgear SCADA system shall be an integrated system for protection, control (except motor feeders), measurement and monitoring of all MV & LV circuit breakers / vacuum contactors in the Auxiliary Power Supply network. The system shall have communicable numerical relays complying with IEC-61850 on all feeders which shall be networked on Ethernet to form the Switchgear SCADA. The system shall have a distributed architecture with multiple Data Concentrators and HMI Stations interconnected through the Station LAN. The Switchgear SCADA shall be so designed as to provide fast, safe and reliable control of the Auxiliary Power Supply system along with online monitoring and data acquisition.

Fast Bus Transfer Systems for 11kV Unit Switchgears shall be provided with Fast, In-phase & Slow changeover facilities. For 3.3kV the systems shall have In-phase & Slow changeover facilities.

To achieve the above, the Bidder’s scope of work shall include complete design, engineering, supply, installation, testing and commissioning of Communicable Numerical Relays, Data Concentrators, LAN Network along with Ethernet Switches, HMI stations (with Engineering work stations and printers), Fiber Optical cables, GPS and Laptops, any other equipment required to the intended specification. The scope shall also include the AMC of the above system for three years from the date of takeover by the Employer. Integration of Numerical relays in LT Switchgears being procured by the Employer under other packages and interfacing with Employer's DDCMIS on OPC shall also be in the bidder's scope. All the relays & associated equipment shall be capable of communicating over IEC-61850 communication protocol.
