Salient Features

“Salient Features of the services covered in IFB CS-9590-701A-2 dated 17/12/2014 e tender no: 40031355 are mentioned below. These Salient Features are mentioned only to facilitate the prospective bidders to prima-facie understand the requirements under the tender and shall not in any way limit or alter the scope of work and features / ToR / requirement of systems / services covered in the Bidding Documents. Detailed provisions in regard of scope of work and features / ToR / requirement of systems / services, contained in the Bidding Documents shall be final and binding.”

Brief Scope of Service

A. Pre-award Activities:-

· Preparation of Master Network (MNW) for the project involving major systems using Primavera / Microsoft Project with agreed implementation schedule

· Review of FR Prepared by NTPC

· Support for finalization of EIA Report and other Site Specific studies and assisting in finalisation of the same.

· Site Specific studies like Bathymetric study for Finalisation of CW system arrangement and associated civil works.

· Pre-Award Engineering: Technical specifications, tendering activities including assisting in preparation of Cost Estimates.

· Finalisation of basic design concept for the plant which includes all systems and sub-systems in Main plant block of BTG and associated civil, Electrical and C&I design criteria.

· Finalisation of basic design concept of all associated systems for BOP such as Water system (PT, DM & Desalination, CW system, CT if applicable), Fuel (imported Coal & oil), CHP and AHP systems along with their Civil, Electrical and C&I design philosophy.

· Technical Bid evaluation (such evaluation shall inter-alia factor in aspects like plant efficiency, etc. as per the direction of the NTPC) Screening of bid, furnishing bid clarifications during meetings and Pre-award Discussions, Amendments in specifications, if necessary.

· Assistance in Award Recommendation.

· Plant Layout including Perspective view.

· Posting of personnel (of different discipline as per the requirement) but limited to 3 Nos. at EOC, Noida for co-ordination with NTPC Limited and finalizing details and other inputs.

B. Post Award Activities (Review engineering and expediting):-

· Post award Detail Engineering / Review Engineering of various contract package(s) including review of basic design concept prepared by contractor(s). Review, manage, approve the preliminary and detailed engineering drawing & other technical documentation including commissioning procedures and O&M manuals etc., prepared / submitted by the contractor(s) for various packages. Conductance of interface engineering between different equipment / packages and overall plant integration.

· Provide assistance for obtaining permits / statutory clearances etc. as required for various facilities in plant like IBR etc.

· QA / FQA activities and Finalisation of Quality Plans (QP) and FQP.

· Review of Plant layout on 3D Platform

· Assistance in plant start-up activities, finalization of commissioning procedures and Operation & Maintenance (O&M) Manual and witnessing and evaluation of Performance Guarantee tests

· Trouble shooting for site referred problems /issues and assistance in PG test Scheme & assessment.

· Assistance in Facility takeover from the Contractor(s).

· Assist owner in settling bills / extra claims / Liquidated Damages of contractor(s); Invoices raised by contractor(s) to be checked and certified for payment by Resident Manager to be posted by consultant at Site.

· Assist the owner in any dispute resolution with contractor(s);

· Assist the owner in contract(s) closing;

· Vetting of as-built drawings prepared by contractor(s);

· Preparation of Project Completion Report and transfer of licensed version of various application software used for the scope of services specified above and the requisite user's training on the software.

C. Other Aspects:- Lay emphasis on the following major aspects

· Main plant operating Parameters based on Proven Technology & sufficient operating experience.

· The FGD system arrangement (sea water based or else).

· Cooling system model using sea water, including sea water drawal arrangement from sea and discharge back to sea.

· Desalination plant / arrangement for permeate water & sweet water requirement of the plant.

· Layout arrangement for Main Plant area covering TG, Boiler and their auxiliaries as well as layout arrangement for off-site area including WTP, CHP (for imported coal and its handling mechanism including transportation), AHP, switchyard etc.

· Special corrosion Protection measures for coastal environment, for protection of equipment, civil structure, pipelines, buildings, electrical I&C and mechanical installation etc.

· Type and capacity of conveying and crushing system including ship unloading facilities.

· Type of Ash Handling system considering sea water including Dry Bottom Ash system and utilization of ash.
