Supply, Erection, Testing and Commissioning of Pumps for Contingency Pumping Scheme at Kudgi STPP

1.0The owner desires to obtain bids for Supply, Erection, testing and Commissioning of Pumps for Contingency Pumping Scheme at Kudgi Super Thermal Power Project having a capacity of 3x800MW under Stage-I and another 2x800MW under Stage-II.

2.0This technical specification covers Mechanical, Electrical, C&I and Civil works. The works shall have to be carried out both below and above ground level. The works shall be carried out within the specified areas. Broad scope of work is specified herein in subsequent clauses.

3.0The bidder is expected to get all doubts clarified in respect of interpretation of any portion of these documents before tendering, in writing with the Owner.

4.0The works to be performed under this specification includes the design, engineering, Supply, construction, providing all labour, materials, consumables, construction equipment, temporary works, temporary storage sheds, temporary site offices, construction plants, fuel supply, tools and plant, scaffolding, supplies, transportation, Erection, commissioning and all incidental items not shown or specified but reasonably implied or as necessary for successful completion of the works including contractor’s supervision and in strict accordance with the drawings and specifications including revisions and amendments there to, as may be required during the execution of Supply, Erection, Testing and Commissioning of Pumps for Contingency Pumping Scheme.

5.0All materials required for the completion of work stated or sufficiently implied in the BOQ shall be provided by the Bidder. The contractor shall establish/ set up at site an office and covered store buildings. The site office may be pre-engineered/ pre- fabricated constructions made of steel with single/ double skin, insulated or uninsulated roof and wall coverings (fabricated out of permanently color coated metal sheets). Alternatively, contractor can adopt a readymade ‘Porta cabin’ or similar constructions. The scope shall also include setting up by the Bidder a complete testing laboratory in the field to carry out all relevant tests required for the execution of the project. Alternatively, the successful bidder can also engage existing Engineering college or identified labs for the purpose of carrying out test specified or identified in the Field Quality Plan.

6.0The work shall be carried out according to the design/ drawings to be developed by the Bidder in accordance with tender drawings, technical specifications, schedule of items, other tender documents, and directions of the Engineer-in-charge.

7.0Building & structures, foundations, etc., necessary layout and details are to be developed by the Bidder keeping in view statutory & functional requirements of the plant & facilities and providing enough space & access for operation, use and maintenance. Item / items of work though specified in the schedule of item but for which detailed specifications are not given in the technical specifications, shall be

performed as per CPWD or State PWD and Technical Specification mentioned in tender Documents Specifications and best available industry practices.

8.0Layout and levels of all structures shall be made by the Bidder at his own cost from general grid of the plot and nearest GIS bench mark or other acceptable bench mark of government's department or as per directions of the Engineer. The bidder shall give all help in providing all instruments, materials and personnel to the engineer for checking the layout and correctness of layout & levels. No extra payment shall be paid to the bidder in what so ever manner on this account. The Bidder shall be solely responsible for the correctness of the layout and levels.

9.0Brief Scope of work mentioned below:

The scope of the work for the Design, Engineering, Manufacture, Supply, Construction, Erection, Testing & Commissioning works for Contingency Pumping Scheme for KUDGI Super Thermal Power Project Stage-I (3 X 800 MW) shall be on the basis of single point responsibility, completely covering the following activities and services in respect of all the equipment & works specified and covered under the specifications and read in conjunction with “Scope of Supply & services” elaborated here:

•Design & Engineering of all the equipment and system(s).

•Providing engineering drawings, data, Operation & Maintenance/ instruction manuals, as built drawings and other information for employer’s review and approval.

•Complete manufacturing including shop testing.

•Packing and transportation from the manufacturer’s works to the site including customs clearance & port clearance, port charges, (if any).

•Receipt, storage, preservation and conservation of equipment at the site.

•Fabrication, pre-assembly (if any), erection, testing, pre-commissioning and commissioning including guarantee tests at works and putting into satisfactory

operation all the equipment including successful completion of initial operation.

• Satisfactory completion of the contract.

All the erection materials, accessories, earthing system, tools & tackles shall be supplied by the contractor. All consumables like bolts & nuts, welding electrodes, sheets, packing components, commissioning spares as required to install the supplied pumps with motors and accessories shall be within the scope of the Contractor.

The bidder shall include the GA drawings of skid mounted pumps-motor and layout of the pumping system which is likely to be mounted on barge (along with dimensions and dead weights and dynamic loads of Pump-Motor, header pipe etc.,) in its bid for preliminary sizing of barge and approach-bridge.

The Bidder is advised to visit and examine the site properly where the facilities are to be installed and its surroundings and obtain for itself on its own responsibility all information including approach etc. that may be necessary for preparing the bid and

entering into a contract for supply, installation & commissioning of all the facilities under the scope of work.
