1.0 NTPC invites online Bids on ‘Single Stage Two Envelope bidding basis (Envelope-I:
Techno- Commercial Bid & Envelope-II: Price Bid) from eligible Bidders for
aforesaid Package ,as per the Brief Scope of Work mentioned hereinafter.

BRIEF SCOPE OF WORK
GRID TIED (INTERACTIVE) ROOFTOP SOLAR PV SYSTEM AT SHISHU MANDIR SCHOOL
BUILDING AND COMMUNITY CENTRE(UMANG BHAWAN) BUILDING, NTPC VINDHYACHAL,
as detailed in the Technical Specification and as per provision of this Bidding
Document
3.0 NTPC intends to finance subject Package through: Internal Resources.
4.0

5.0
Bidder has to ensure the following documents to be submitted online/offline and the
same should reach in sealed envelopes before the bid submission deadline prescribed
by the Employer, pursuant to ITB Clause 15, failing which bid is liable for rejection
a)
Tender Fee: as applicable
b)
Earnest Money Deposit : as applicable
c)
Integrity Pact : Not Applicable;
Any bid not accompanied by an acceptable Earnest Money Deposit, Tender fee
and Integrity pact(applicable), shall be rejected by the Employer as being non-
responsive and shall be rejected without being opened.
6.0 QUALIFYING REQUIREMENTS FOR BIDDERS
Technical Criteria
a)
The Bidder should have designed, supplied, “erected/ supervised erection” and
“commissioned/ supervised commissioning” of Solar Photo Voltaic (SPV) based grid
connected power plant (s) of cumulative installed capacity of “300 kWp or higher”, out
of which at least one plant should have been of “100 kWp or higher capacity”. The
reference plant of “100 kWp or higher capacity” should have been in successful
operation for at least six (6) months prior to the date of techno commercial bid opening.
OR
b)
The Bidder should be a developer of Solar Photo Voltaic (SPV) based grid connected
power plant(s) of cumulative installed capacity of 300 kWp or higher, out of which at
least one plant should have been of 100 kWp or higher capacity. The reference plant of
100 kWp or higher capacity should have been in successful operation for at least six (6)
months prior to the date of techno commercial bid opening.
c)
The bidder should have executed works mentioned in Clause-1.1a or 1.1b during last
seven (7) years, prior to the date of techno-commercial bid opening, meeting the
following criteria:
(i)
Single order of value not less than Rs 128.36 Lakh
OR
(ii)
Two orders of value not less than Rs 80.23 Lakh each.
OR
(iii)
Three orders of value not less than Rs. 64.18 Lakh each.

Notes to clause 6.1.0:
a.
The reference SPV based grid connected power plant of 100kWp or higher capacity should be at
a single location developed by Bidder for itself or any other client.
b.
SPV based Roof-top, which are grid connected, shall also be considered eligible for QR
purposes.
c.
Bidder shall submit certificate of successful completion and operation from the Owner.
d.
Projects executed by Bidder’s group company, Holding Company or Subsidiary Company shall
also be considered as Bidder’s experience for meeting the QR, provided Bidder is an Indian
company registered in India.
e.
In case the award for the reference works has been received by the Bidder either directly from
owner of plant or any other intermediary organization, a certificate from such owner of plant or
the intermediary organization shall be required to be furnished by the Bidder along with its
Application for Enlistment in support of its claim of meeting requirement stipulated above.
Certificate from owner of the plant shall also be furnished by the Bidder for successful operation
of the reference plant.
f.
Developer means an entity who has either executed or got executed the work/ project as owner.
g.
In case of developer as Bidder in clause 1.1b, the documentary evidence (certified by Chartered
Accountant) for value of executed reference work must be submitted by the Bidder
i)
The word “executed” means the Bidder should have achieved the criteria specified in the
qualifying requirements at Clause 1.1c, even if the contract has been started earlier and/or is not
completed/ closed and shall be considered as below.
Case-I : The work is started earlier (prior to the period stipulated in Clause-1.1c, but completed
within the stipulated period as mentioned in clause 1.1c. In such cases, entire executed value of
the relevant work vide that work order shall be considered for evaluation.
Case-II : The work is started and completed within the stipulated period as mentioned in clause
1.1c.
Case-III : The work is started within the stipulated period as mentioned in clause 1.1c but not
completed as on the last date of stipulated period. In such cases, “In Progress” executed value of
the relevant work vide that work order as on the last date of stipulated period, shall be considered
for evaluation.
ii)
Remarks: Any of the above cases shall be supported by documentary evidence issued by the
"Owner".
"Owner" means the entity which has the original requirement of the subject work and has
initiated and awarded the work to the contractor (bidder) for executing the reference work
against which the credentials have been submitted and the "Owner" defined as above is not a
contractor to any other entity for the reference work.
In case, the bidder has worked as approved sub-Contractor/sub-vendor, he has to provide
documentary evidence issued by the "Owner".

2.0 Financial Criteria
The average annual turnover of the Bidder, in the preceding three (3) financial years as on the
date of Techno-Commercial bid opening, should not be less than Rs. 160.45 Lakh (Rupees one
crore sixty lakh and forty five thousand Only).
Notes for clause 2.0
i)
In case where audited results for the last financial year as on the date of techno commercial bid
opening are not available, the financial results certified by a practicing Chartered Accountant shall
be considered acceptable. In case, Bidder is not able to submit the certificate from practicing
Chartered Accountant certifying its financial parameters, the audited results for the three
consecutive financial years preceding the last financial year shall be considered for evaluating the
financial parameters.
ii)
Other income shall not be considered for arriving at annual turnover.
7.0 Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities
and capacity of the Bidder /his collaborators/associates/subsidiaries/group companies to perform
the contract, should the circumstances warrant such assessment in the overall interest of the
Employer.
8.0 Employer reserves the right to reject any or all bids or cancel / withdraw the Invitation for Bids
without assigning any reason whatsoever and in such case no bidder / intending bidder shall have
any claim arising out of such action
9.0 A complete set of Bidding Documents may be downloaded by any interested Bidder from our NIC
Portal (https://eprocurentpc.nic.in/nicgep/app).
Note: No hard copy of Bidding Documents shall be issued.
10.0 Issuance of bid documents to any Bidder shall not construe that such bidder is considered to be
qualified. Bids shall be submitted online and opened at the address given below in the presence of
Bidder’s representatives who choose to attend the bid opening. Bidder shall furnish Bid Security,
Integrity Pact, Deed of Joint Undertaking (if applicable) and Power of Attorney separately offline
as detailed in Bidding Documents by the stipulated bid submission closing date and time at the
address given below.
11.0 Clarification on bidding documents:
A prospective Bidder requiring any clarification of the Bidding Document shall put the query
under Clarification tab of the on-line bid at least three days prior to the clarification end date.
EMPLOYER will respond to any request for clarification or modification of the bidding
documents that it receives within the time line specified.
EMPLOYER will post the Clarifications under Clarification/Corrigendum tab at e-tender website.
Bidders can view these clarifications.
NOTE:
No Queries from Bidders, whatsoever, shall be entertained by the Employer beyond
the last date of receipt of Queries/ Pre-Bid Conference (if applicable) specified above.”

12.0 Transfer of Bidding Documents purchased by one intending Bidder to another is not permissible.
13.0
Class-I local suppliers’ only are eligible to participate in this tender, as defined in the bidding
documents/ Public Procurement (Preference to Make in India), Order 2017 and its
subsequent amendments/ revisions issued by DPIIT. The bidders may apprise themselves
of the relevant provisions of bidding documents in this regard before submission of their
bids.
NOTE:
Bidders are requested to give acceptance of being Class-I Local Supplier (Minimum Local
Content >50%) by accepting the GTE & declaration in Bid Form.
By accepting the MLC provision of GTE it will be considered that:-
“Bidder is 'Class-I local supplier’ and is meeting the MLC requirement stipulated in
Annexure-II to BDS.
Also supplier has not been debarred / banned by any other procuring entity for violation of
‘Public Procurement (Preference to Make In India), Order 2017’ (PPP-MII Order) dated
15.06.2017 and its subsequent revisions / amendments issued by Department for Promotion
of Industry and Internal trade (DPIIT)’’.
No further claim in this regard shall be entertained by the Employer.
In case false declaration in respect of Local content, same shall be treated as false declaration and
will be dealt in line with the Fraud Prevention Policy of NTPC.
The bidders may apprise themselves of the relevant provisions of bidding documents in this regard
before submission of their bids.
14.0 MSE benefits will be extended only to such Bidders who are manufacturer of the item(s) which
is / are a pre requisite for extending MSE benefits. Pre-requisite for extending MSE benefits of
purchase preference is
“bidder to be a manufacturer of
solar PV module and PCU /
inverter”
. Purchase preference will be given for entire package provided the bidder is
manufacturer of such item(s) which is necessary pre requisite as specified above.
15.0 For the purpose of meeting Qualifying requirement, Section-III, BDS (Bid data sheet) Clause 6
may also be seen.
16.0
Any ‘Bidder from a country which shares a land border with India’, as specified in the
Bidding Documents, will be eligible to bid in this tender only if bidder is registered with
the Competent Authority as mentioned in the Bidding Documents.
However, the said requirement of registration will not apply to bidders from those
countries (even if sharing a land border with India) to which the Government of India has
extended lines of credit or in which the Government of India is engaged in development
projects.

Acceptance of Following conditions are specified in the GTE:
a)
Compliance to All Provisions of Bidding Documents (NIL Deviation Certificate)
b)
Confirmation that you are a LOCAL SUPPLIER, and the LOCAL CONTENT
included in the PACKAGE FOR COMPLETE SCOPE OF WORK meets the
MINIMUM LOCAL CONTENT requirements of the tender.
c)
Full compliance on clause as per tender documents on “Restrictions on procurement
from a Bidder of a country which shares a land border with India”.
d)
Acceptance of NTPC Safety Rules
e)
Acceptance of NTPC Fraud Prevention Policy
f)
Acceptance of NTPC Withholding and Banning of Business Dealing Policy
Bidders may note that in case they do not accept the GTE conditions, their bids shall
be not evaluated and shall be rejected.
Any other condition, if mentioned in GTE, requiring any confirmation/information are to
ticked/filled up suitably.
