1. NTPC invites on-line bids from eligible Bidders for aforesaid package, as per the scope of work

briefly mentioned hereinafter:

Category” type “categorized as "Services" and not for “Form of Contract/Tender Category”

categorized as “Works Contracts”.

Applicable relevant MSME Certificate should be submitted offline/online before schedule bid

submission end date & time.

Note:

1. 'Class-I local suppliers’ only are eligible to participate in this tender, as defined in the bidding documents/

Public Procurement (Preference to Make in India), Order 2017 and its subsequent amendments/ revisions

issued by DPIIT. The bidders may apprise themselves of the relevant provisions of bidding documents in this

regard before submission of their bids."

Any ‘Bidder from a country which shares a land border with India’, as specified in the Bidding

Documents, will be eligible to bid in this tender only if bidder is registered with the Competent Authority as

mentioned in the Bidding Documents. However, the said requirement of registration will not apply to bidders

from those countries (even if sharing a land border with India) to which the Government of India has

extended lines of credit or in which the Government of India is engaged in development projects.

NOTE:

Bidders are requested to give acceptance of being Class-I Local Supplier (Minimum Local Content

>50%) by accepting the GTE & declaration in Bid Form.

Also supplier has not been debarred / banned by any other procuring entity for violation of

‘Public Procurement (Preference to Make In India), Order 2017’ (PPP-MII Order) dated

15.06.2017 and its subsequent revisions / amendments issued by Department for Promotion of

Industry and Internal trade (DPIIT) .”

No further claim in this regard shall be entertained by the Employer.

In case false declaration in respect of Local content, same shall be treated as false declaration and will

be dealt in line with the Fraud Prevention Policy of NTPC.

The bidders may apprise themselves of the relevant provisions of bidding documents in this regard

before submission of their bids.

# No Queries from Bidders, whatsoever, shall be entertained by the Employer beyond the last date of

receipt of Queries/ Pre-Bid Conference (if applicable) as specified above.

3. A complete set of Bidding Documents may be downloaded by any interested Bidder from our NIC

Portal (https://eprocurentpc.nic.in/nicgep/app).

4. Bidder has to ensure the following documents to be submitted offline and the same should reach in

sealed envelopes before the bid submission deadline prescribed by the Employer, pursuant to ITB

Clause 18, failing which bid is liable for rejection

a) Tender Fee: Applicable

b) Earnest Money Deposit : Applicable

c) Integrity Pact: Not Applicable

Any bid not accompanied by an acceptable Earnest Money Deposit , Tender fees and/or

Integrity pact (If applicable) shall be rejected by the Employer as being non-responsive and

shall be rejected without being opened.

5. Clarification on bidding documents:

A prospective Bidder requiring any clarification of the Bidding Document shall put the query under

Clarification tab of the on-line bid at least three days prior to the clarification end date. EMPLOYER

will respond to any request for clarification or modification of the bidding documents that it receives

within the time line specified.

Bidders can view these clarifications.

6. Qualifying requirement:

1.0 Technical Criteria:-

1.1) The bidder should have executed 'Similar work(s)' in the preceding Seven (07) years prior to the date

of techno-commercial bid opening.'

Similar work(s)' is defined as-

Maintenance of Electrical Equipment/ Installations comprising any three of the following, in a Single

Order, (in which sr no 1, HT and LT rotating electrical machines is compulsory) with voltage class 6.6

KV or above , for a period of Two (02) years or higher , in preceding Seven (07) years prior to the date of

techno commercial bid opening:

1. HT and LT rotating electrical machines

2. HT and LT Switchgears

3. HT transformers

4. Power supply / Lighting system

OR

Erection and Commissioning of Electrical Equipment/ Installations comprising any three of the

following, with voltage class 6.6 KV or above in two (02) Electrical Power Generating unit

having capacity 200 MW or above, in preceding Seven (07) years prior to the date of techno commercial

bid opening:

1. HT and LT rotating electrical machines

2. HT and LT Switchgears

3. HT transformers

4. Power supply / Lighting system

1.2) The bidder should have successfully executed the similar works, in the preceding seven (07)

years, prior to the date of techno-commercial bid opening, meeting the following criteria:

(i) Single order of value not less than Rs 196.65 Lakhs.

OR

(ii) Two orders of value not less than Rs 122.91 Lakhs each.

OR

(iii) Three orders of value not less than Rs 98.33 Lakhs each.

Note: All values are exclusive of GST/other Taxes.

(i) The word “executed” means the Bidder should have achieved the criteria specified in the qualifying

requirements at Clause 1.0, even if the contract has been started earlier and/or is not completed/ closed

and shall be considered as below.

Case-I: The work is started earlier prior to the period stipulated in Clause-1.0, but completed within the

stipulated period as mentioned in clause 1.0. In such cases, entire executed value of the relevant work

vide that work order shall be considered for evaluation.

Case-II: The work is started and completed within the stipulated period as mentioned in clause 1.0

Case-III: The work is started within the stipulated period as mentioned in clause 1.0 but not completed

as on the last date of stipulated period. In such cases, “In Progress” executed value of the relevant work

vide that work order as on the last date of stipulated period, shall be considered for evaluation

2.0 Financial Criteria:-

The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of

Techno-Commercial bid opening, should not be less than Rs 245.82 Lakhs (Rupees Two Crore Forty Five

Lakhs and Eighty Two Thousand only).

Notes for Clause 2.0 above:

(i) In case where audited results for the last financial year as on the date of techno

commercial bid opening are not available, the financial results certified by a practicing

Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit

the certificate from practicing Chartered Accountant certifying its financial parameters, the

audited results for the three consecutive financial years preceding the last financial year

shall be considered for evaluating the financial parameters, a Certificate would be required

from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial

results of the company are under audit as on the date of techno-commercial bid opening and the

certificate from a practicing chartered accountant certifying the financial parameters is not

available.

(ii) Other income shall not be considered for arriving at annual turnover.

7. Issuance of Bidding Documents to any Bidder shall not construe that such Bidder is considered qualified.

8. Transfer of Bidding Documents purchased by one intending Bidder to another is not permissible.

While submitting the ON-LINE BID

Acceptance of Following conditions are specified in the GTE:

a) Compliance to All Provisions of Bidding Documents (NIL Deviation Certificate)

b) Confirmation that you are a LOCAL SUPPLIER, and the LOCAL CONTENT included in the

PACKAGE FOR COMPLETE SCOPE OF WORK meets the MINIMUM LOCAL CONTENT

requirements of the tender.

c) Acceptance of NTPC Safety Rules

d) Acceptance of NTPC Fraud Prevention Policy

e) Acceptance of NTPC Withholding and Banning of Business Dealing

Policy

Bidders may note that in case they do not accept the GTE conditions, their bids shall be not

evaluated and shall be rejected.

Any other condition, if mentioned in GTE, requiring any confirmation/information are to

ticked/filled up suitably.
