EXPRESSION OF INTEREST FOR DEPLOYMENT OF VEHICLES
Expression of Interest (hereinafter EOI) is invited for following work:-
Name of Work : EOI for empanelment / enlistment for Deployment/ Hiring of vehicle
for HOP DLCMP, AC diesel engine Innova (TOYOTA) with commercial registration for 12
hour basis per day for NTPC LTD, DULANGA COAL MINING PROJECT.
Present Requirement : 1 no.
Contract duration : 02 year with a provision of 6 months extension, however vehicle with
2020 registration shall be deployed initially for 2 Years, the same may be extended on satisfactory
performance and it shall be continued for further period of 2 + 1 Years.
Last Date for receipt of EOI : 20 days from the date of publish Time on or before : 16:00 hrs.
EMD in the form of DD : Rs 5000/- for PAPs of Dulanga Coal Mining Project.
Rs 22,000/- (DD) for non-PAP applicants.

Any individual prospective applicants from nearby proximity of Dulanga Coal Mining Projects at
Sundargarh District/ Jharsuguda District are hereby requested to submit their Expression of Interest
(EOI) for deployment of new vehicle in the enclosed prescribed format (Annex-I) within given time
period. It may please be noted that only one vehicle will be hired from one individual applicant.
Further, it is expected that the applicants have gone through the detailed terms and conditions of the
proposed contract. If required, any applicant may contact C&M Dept. / TS Dept., Dulanga Coal
Mining Project, Sundargarh or the undersigned for detailed terms and conditions for the works.
Brief Terms and Conditions are as below:
• Vehicle variant: Closed hard top
• Model: AC diesel engine Innova (TOYOTA) with bucket seat
• Year of Registration: within two years from the date of notification.
• Vehicle should possess COMMERCIAL REGISTRATION and must be registered in
Odisha State.
• Contract Duration: 24 Months on 12 Hr/ day basis.
• Hiring charge per month: Rs 37,400/- excl GST.
• The agency shall also be reimbursed fuel @10km per litre and lubricant @ 1000 km per
litre as per the prevalent market rates of Sundargarh /Jharsuguda.
• Toll and Parking charges shall be reimbursed on production of receipts.
• Out Station Night halt charges (other than Darlipalli / Sundargarh / Jharsuguda) @ 100 Rs
per night.
• Extra duty charges @ Rs 50 per hour.
• All other terms and condition of contract shall be as per detailed terms and conditions for the

above work (Annex-II) and as per NTPC GCC of Service Package.
EOI along with requisite vehicle document with valid vehicle documents like RC, Commercial
registration proof, valid insurance copy, fitness certificate, valid pollution certificate, valid DL etc.,
shall be submitted at Site Office, Dulanga Coal Mining Project, Sundargarh office.
All submitted documents will be verified by NTPC in line with qualifying requirements as
mentioned below.
QUALIFYING REQUIREMENT FOR DEPLOYMENT OF VEHICLES
1. Year of manufacture of the vehicle should be within two years from the date of notification
2. The vehicle should be closed hard top AC Diesel Engine Innova (TOYOTA) with bucket
seat and with commercial registration
.
3. The vehicle must have all statutory valid documents like Registration, Commercial
registration proof, Taxi Permit, Fitness Certificate, Comprehensive Insurance policy, valid
Pollution certificate, valid Driving License and a copy of all such documents should be
submitted along with EOI.
4. EOI applicant should be an individual party, the vehicle must be registered in his/her name.
No companies / enterprises / firm / any, is allowed to participate for subject EOI.
5. The applicant who does not own a vehicle as above but intends to purchase new vehicle and
deploy within 30 days of issue of Letter of Intent may also submit their application with an
undertaking to purchase new vehicle along with the application.
6. The vehicle shall normally ply in Sundargarh / Jharsuguda district. However, it may be taken
to any place inside or outside Odisha if the need be at times.
7. The Applicant should submit copy of Aadhar Card & PAN card or acknowledgment of
application for Aadhar & PAN card. However, the copy of Aadhar & PAN card must be
submitted before placement of award letter.
8. The applicant should have valid GST number. However, service providers who are exempted
from GST registration may also submit their bid along with declaration as per proforma at
Annex-II, that they are exempted from GST registration.
9. Priorities will be given to PAP / land oustees of Dulanga Coal Mining Projects. Relevant
document regarding the same may be enclosed along with application.
10. Evaluation / Empanelment Procedures:
a. PAP applicants:
1. The first preference will be given to PAPs who are having the "hard top AC Diesel Engine
Innova (TOYOTA) with bucket seat". Vehicle owner having latest date of registration shall
be given first priority.
2. Priority to who is not already having any contract in NTPC- Dulanga Coal Mining Project.
3. The applicants who are already having running contract, their name shall be considered for
award of any contract against subject empanelment only after expiry of the existing running
contract.
4. Empanelment for the PAP applicants (who are not having vehicle) will be subject to lottery
system and list will be prepared. The PAPs shall be asked to deploy the vehicle within 30
days from the date of issue of Brief Award Letter / LOA subject to acceptance of the

applicants for the same.
5. In case of failure to deploy the vehicle, the next PAP shall be given opportunity.
b. Non PAP applicants:
1. Non PAP applicant shall be considered on exhaust of Dulanga Coal Mining PAP
applications only.
2. Priorities will be given based on the latest vehicle registration.
c. In case the number of respondent is more than present requirement against the published EOI, then
EMD of the other applicants shall be returned back on conclusion of subject case.
d. However a priority list shall be prepared based on above selection criteria indicated in the EOI,
any future requirement of Dulanga Project shall be catered from the priority list and priority list
shall be valid for one year.
e. In case, any of vehicle owner from the empanelment list called for deployment in future, shall be
required to deposit initial EMD of Rs 5000/- for PAP applicants and Rs 22,000/- for non-PAP
applicants within 7 days of communication.
Failing which their rights for deployment of vehicle shall get seized and NTPC shall contact the
other enlisted vendors for deployment of vehicle.
11. In case any individual on submission of EOI applications fails to deploy the vehicle and fails to
do so within the specified time period, his/her EMD shall be forfeited and will not be considered for
further requirement for any other vehicle for a period of 01 year from the date of issue of LOI /PO.
12. EMD shall be converted into initial SD for the cases of successful bidders.
In case of unforeseen situation or dispute, the decision of NTPC management will be final. NTPC
management reserves the right to accept or reject any EOI without giving any explanation.
