Qualifying Requirements for Bid validation:
The bidders who fall in the following given categories are qualified for the tender:

1.1 Bidder should be registered under Companies Act 2013/ Society Registration Act/ Indian trust Act/ Partnership
Act/Limited Liability Partnership Act / any such State Act and must have experience in implementation of projects
in the field of education/training /both education and training.
1.2 Bidder as referred in Clause 1.1 should be in existence for at least 03 years as on the date of Techno-Commercial Bid
Opening.
1.3 Bidder should have experience for working with Company/ PSU / State Govt./ Central Govt./Union Territory.
1.4 Bidder should have working experience in more than one State/ Union Territory.

2.1 Bidder should have executed Works in the field of education/ training or both in the last 07 years as on the date of
Techno-Commercial Bid Opening as explained in the table below.
NOTE- The work “executed” mentioned above means the bidder should have achieved the criteria specified above,
even if the work has been started earlier and/or is not completed/ closed.
In case of orders under execution, the value of work executed till the date of techno -commercial bid opening as
certified by the Client shall be considered.
3.0
3.1 The Average Annual turnover/ actual expenditure in case of NGO/ Non-profit Organization of the bidder in the
preceding 03 financial years as on the date of techno-commercial bid opening must be as explained in the table below:

Note:
1) Evaluation and award shall be done region wise. A Bidder can apply for more than one region and in that
case the values of work executed (one, two or three as in the table) shall be computed by adding the value
of work of the regions applied, to arrive at the Qualifying Requirement.
2) Average annual turnover shall be computed by adding the average annual turnover of individual regions as
per the number of regions for which the vendor quotes.
3) While computing the annual turnover, other income shall not be considered.
4) In case of NGO/Non-profit organization, only the expenditure on the object of trust shall be considered.
5) In case, where audited results for the last preceding financial year is not available, certification of financial
statements from Practicing Chartered Accountant shall be considered/ acceptable.
6) In case the bidder is not able to submit the certificate from practicing Chartered Accountant certifying its
financial parameters, the audited results of three consecutive financial years preceding the last financial
year shall be considered for evaluating the financial parameters. Further, a certificate would be required
from CEO/ CFO as per the format enclosed in the bidding documents stating that the financial results of the
company are under audit as on the date of techno-commercial bid opening and the certificate from the
practicing Chartered Accountant certifying the financial parameters are not available.

Evaluation and award shall be done region wise. A Bidder can apply for one or more than one region and in
that case the values of EMD will be added for the regions applied to arrive at the requisite EMD.
For example: If the bidder quotes for regions ER I and ER II, the Bidder needs to pay an EMD of 1,00,000
INR. The EMD can be submitted in form of Demand draft or bank Guarantee. (Exempted for MSME regd.
Vendors as per MSME act).
Note: provision for Online EMD submission shall be available only for those bidders, who wants to quote for
all the Regions (paying a total EMD of Rs 3,40,000).
Bidders who wish to quote for selected Region / Regions may opt for submitting the EMD in form of
Demand draft / bank guarantee directly in hard Copy to the Undersigned (please see detail in Special
Purchase Condition clause No 19).

SCOPE OF WORK
NTPC intends to conduct 4-weeks Residential Workshop in NTPC premises for girl students of 10-12
years of age from schools around NTPC stations under NTPC Regions –ER-I, ER-II, WR-I, WR-II, NR,
SR, DBF/Hydro Pan in India. The Agency based on their experience and capability, may be engaged for
one or more NTPC Regions (from the consolidated list covering identified Power stations includes the
said Region, where workshop is to be conducted) given, for conducting 04 weeks residential workshop
for girl children during forth coming summer vacation, in NTPC premises.
The Scope of Work is as follows:
1. Baseline Survey shall be carried out by Agency well before start of the Program/ Workshop to
know about the knowledge level of students and report of the same shall be submitted to NTPC
well before start of the workshop.
2. The Agency shall conduct the workshop which shall cover teaching academics basic computing,
language and life science , life skills, extra academic activities like yoga, self-defence, art &
crafts, music, drama, dance, public speaking in addition to challenges of the ensuing adolescent
phase and some exposure to Computers. .
3. On the first day of the Workshop, Agency shall conduct an assessment test (pre-workshop test) for
gauging the knowledge level of the participants in the academics and similarly an assessment test
(post-workshop test) shall be conducted by Agency on the last day of the workshop to gauge the
enhancement of the knowledge level of the girl participants.
4. Agency shall submit to NTPC (site/ Region/Corporate Centre) the Assessment of all the girl
children pre and post summer camp in the MS Excel format with comparison and enhancement in
the knowledge level.
5. The workshop curriculum shall cover –
 Basic Academics – Hindi/ local language, English, Maths, Environmental Science (EVS),
basic exposure to computers.
 Life Skills – Hygiene, Sanitation, Interpersonal Relationship, effective communication,
empathy, good touch/ bad touch, Cyber Safety, awareness of the gender diversity,
preparing them for their adolescent age, etc.
 Extra-Curricular Activity – Yoga, Self-defence, Dance, Drama, Music, Theatre, Art &
Craft, etc.
Note: (i) Specific details of curriculum for basic academic classes for the workshop shall be prepared and
adhered to by the Agency based on outcome of Baseline Survey Report. The same shall also be
shared with NTPC before start of the workshop.

(ii) Broad program schedule (date-wise/ class-wise) will be given by NTPC, which can be altered
as per site requirement and as mutually agreed upon.
(iii) NTPC may identify and provide volunteers from its E-VOICE (Employee Volunteer
Organisations)/ EWS (Employee Welfare Societies)/ Ladies Club/ etc. to support and
coordinate for conducting the workshop smoothly. But it will be the responsibility of the
Agency to mobilise faculties for discharge of the enshrined responsibilities as mentioned
above.
(iv) Agency shall conduct the Workshop in local language where workshop is to be conducted.
6. The Agency shall be responsible for the security and safety of the girl children during the
coaching period for which they have to arrange suitable support staff (female staff only) round the
clock such as wardens, ayahs, centre-manager, adequate no of female supervisors at the venue of
workshop & hostel/ camp residence of girl children.
7. The Agency shall impart training to NTPC Volunteers, if required, before start of the Workshop.
8. Agency shall indicate/ provide expected output, outcome and impact from the workshop along
with Baseline Survey Report.
9. Agency shall submit weekly feedback/ report to NTPC on progress of work starting
commencement of Baseline Survey.
10. The Agency shall identify during the workshop, talented girls, if any; and potential of the girl
children that could be considered for nurturing by NTPC at a later stage and details of the same
shall be reported in Final Report.
11. The Agency shall ensure quality and timely completion of work through their own monitoring
mechanism & effective supervision.
12. The Agency shall suitably document the workshop proceedings including through photography
and videography.
13. The Agency shall submit the Final Report for the concluded Workshop for each location
separately. The final report shall include Output, Outcome, Impact assessment with comparison
from expected Output, Outcome, Impact (submitted in the beginning with Baseline Survey
Report) and video film of 10 minutes duration covering proceeding and highlights, etc. of the 04
weeks workshop.
14. NTPC shall interact with school administration and identify girl children from the schools (Govt./
Govt. added) around NTPC stations. The girl student targeted for the workshop are in the age
group of 10-12 years generally studying/passing out class 5.
15. NTPC shall obtain written consent from parents and finalize the total no of participants for the
Workshop.
16. NTPC shall arrange for boarding & lodging for girl children/ faculties from Agency/ Wardens/
Ayahs/ Volunteers, etc. on free of charge basis.
17. NTPC shall arrange logistics/ local transport during Baseline Survey/ Workshop for Agency/ girl
students/ support staff, etc. on free of charge basis.

18. NTPC may also arrange ladies security staff on its own cost including at least some from CISF in
addition to deployment of security staff by Agency mentioned above for supervision.
19. NTPC shall prepare the camp-site, required computer lab, control room and other logistics for
conducting the workshop.
20. NTPC shall communicate to the Agency the SPOC (Single Point of Contact)/ Nodal Officer for
each Region and station. Similarly Agency shall also communicate the SPOC.
21. Cost on travel on the to and fro movement of the staff of the Agency and their faculties/support
staff from their base station of deployment up to the Project/station where the workshop is being
organised will be paid and therefore suitable built-in with contract value. Only local- travel,
stay/food at NTPC’S location of the workshop shall be borne by NTPC.

3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline/online by the
stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity
Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.
4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost
of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at New

logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by
submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not
allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith
duly filled in questionnare for issue of vendor code and SRM user id/password.

reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
