Instruction for e-bidding:
1. The bidder must have Digital Signature Certificate (Class-III).
2. The bidders who already have valid SRM User ID:
a) Login the SRM Portal and click on RFX and Auction button.
b) RfX will be available to view for all the bidders which are already having valid SRM User
ID’s.
c) Interested bidders have to register first against the Bid invitation by clicking on “Register”
button placed into RfX header segment.
d) Tender document fee should be submitted on line/offline (Demand Draft / Pay Order /
Banker's Cheque only except exemption document and EMD also may be submitted
online/offline.
e) Once Registration step & Tender fee submission is done by bidder and the tender fee
received by the NSPCL and updated into the system then Bidder could be able to “Create
Response” and submit the bids against the Bid invitation into the system.
3. New Bidders which are not having SAP/ERP Vendor Code and or SRM User ID:
a) In case a new bidder wants to participate for a particular Bid invitation in SRM portal, the
bidder first of all has to submit the filled Registration Form & NEFT Form along with
required supporting documents e.g. as specified in forms, till 22.12.2020 to C&M
department, NSPCL Bhilai in hard copy or scanned copy through e-mail at:

b) C&M department will initiate the process for vendor ID creation in SAP & send the
bidders SRM Credentials (User ID along with initial Password)
c) After creation of SRM Credentials the step 2 (above) shall be followed by the bidder.
EMD through Demand Draft in favour of a crossed demand draft / pay order / banker's
cheque in favour of NTPC SAIL POWER COMPANY LIMITED payable at Bhilai and
EMD documents to be sent to AGM(SSC-C&M), NSPCL/Bhilai Expansion Site, Near
Purena Village, Bhilai (East) PO Distt.-Durg, C.G. 490021 Tel. : 0788-2282446, 2347063 or
in person at office. All Corrigendum/Modifications/Updates for the above NITs shall only
be published on the aforesaid web sites.

QUALIFYING REQUIREMENTS
Package Name : 220V DC PACKAGE FOR PP-II, NSPCL BHILAI .
The bidder who wishes to participate in the bidding shall meet the Qualifying Requirements
stipulated hereunder.
1.0 Technical Requirement:
1.1 The bidder should be a manufacturer or authorized dealer/supplier of 220V DC lead
acid battery bank and should have executed order of “supply and commissioning of
220V DC Lead Acid Battery bank within the preceding seven (7) years as on the
date of first scheduled date of techno commercial bid opening . The bidder must have
after sales service support network in India of the DC system which is intended to be
supplied. Documentary evidence to this effect must be submitted with the offer.
2.0 Financial Requirement:
2.1 The bidder should have experience of completing similar orders successfully during
last 07 years as on the first scheduled date of techno commercial bid opening having
minimum Purchase Order values in any of the following manner:
i. Single order having executed value of above work(s) not less than Rs 54.99 Lakh.
OR
ii. Two orders having executed value of above work(s) not less than Rs 34.37 Lakh each.
OR
iii. Three order having executed value of above work(s) not less than Rs 27.49 Lakh
each.
2.2 The average annual turnover of the Bidder should not be less than Rs. 68.74 lakhs
(Rupees Sixty Eight Lakh Seventy Four Thousand only inclusive of taxes) during
the preceding three (03) financial years as on the first schedule date of techno
commercial bid submission.
NOTES:
I. The phrase Similar Order means:
The bidder should have supplied and commissioned 220V DC Lead Acid Battery
bank successfully as on the first scheduled date of techno commercial bid opening.
II. Completed work means: The executed /completed portion of BOQ, even if the work
has not been competed in totality (subject to furnishing proof of executed value of
the work in the form copies of RA Bills, Relevant PO copy and client’s completion
certificate/RA bill/Final Deviation Statement).
III. Values as per clause 2.1 shall be considered inclusive of taxes & duties.
IV. Other income shall not be considered for arriving at annual turnover.
V. In case where audited results for the last financial year as on the first scheduled date
of Techno commercial bid opening are not available, the financial results certified by
a practicing Chartered Accountant shall be considered acceptable. In case, bidder is
not able to submit the certificate from a practicing Chartered Accountant certifying
its financial parameters, the audited results of three consecutive financial years
preceding the last financial year shall be considered for evaluating the financial
parameters. Further, a certificate would be required from the
CEO/CFO/Proprietor/Partners as per the format enclosed in the bidding document
stating the financial result of the company are under audit as on the date of techno
commercial bid opening and the certificate from the practicing Chartered
Accountant certifying the financial parameters is not available.
NIT Conditions

SRM portal website: http//srmportal.nspclsrijan.co.in:50200/irj/portal.
2. NSPCL reserves the right to reject any or all bids or cancel / withdraw the
Invitation for bids without assigning any reason whatsoever and in such case no
bidder / intending bidder shall have any claim arising out of such action.
3. Issuance of Bidding Documents to any bidder shall not construe that bidder is
considered qualified.
4. Agencies are advised to visit the site to familiarize themselves with the nature of
work and the site conditions.
5. Small-scale industries registered with NSIC/MSME shall be exempted for
payment of EMD & Tender Fee.
(Subject to submission of copy of registration giving details, such as validity,
monetary limit, etc.)
6. NSPCL shall allow purchase preference, as indicated in the bidding documents, to
bids from local suppliers as defined in the bidding documents. The bidders may
apprise themselves of the relevant provisions of bidding documents in this
regard before submission of their bids.
7. Notwithstanding anything stated above, the Employer reserves the right to
undertake a physical assessment of the capacity and capabilities including
financial capacity and capability of the Bidder / his Collaborator(s) /Associate(s)
/ Subsidiary(ies) / Group Company(ies) to perform the Contract, should the
circumstances warrant such assessment in the overall interest of the Employer.
The physical assessment shall include but not be limited to the assessment of the
office/facilities/banker’s/reference works by the Employer. A negative
determination of such assessment of capacity and capabilities may result in the
rejection of the Bid.
The above right to undertake the physical assessment shall be applicable for the
qualifying requirements stipulated above.
8. If the last date of receiving application and date of bid opening coincide with a
holiday, the date will be shifted to the next working day.
