3.0 Original Bid Security in hard copy, as stipulated above shall be submitted prior to stipulated bid submission closing date and
time at the address given herein below. Any Bid without an acceptable Bid Security in a separate sealed envelope shall be rejected by
the Employer as being non-responsive and returned to the bidders without being opened.
4.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the invitation for bids/IFB without assigning any reason
whatsoever and in such case no bidder/intending bidder shall have claim arising out of such action.
5.0 Bid documents can be accessed through NTPC SRM Site https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart. For
logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by
submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not
allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly
filled in questionnarire for issue of vendor code and SRM user id/password.
6.0 Brief Scope of Work
# General review of tender documents from Legal perspective.
# Providing legal advice on Company Laws, Electricity Laws, Environmental Laws and other prospective local laws for an LNG
based power project developer and operator.
# General review of Project Specific Agreements or clauses on which such agreements shall be based.
# Providing advice on taxation related issues, BIPA, DTAA, currency conversions, FEMA etc. for setting up an LNG based power
project in Antigua and Barbuda.
# Advise on Legal and taxation aspects of transfer of Project to The Antigua Public Utilities Authority (APUA) on the 12th
anniversary of the Project#s Commercial Operation Date.
# Assistance of local attorney in Antigua and Barbuda for completing legal formalities of bidding.
The detailed scope of work is given in the Bidding Documents which are available at our SRM site as per the schedule given above.
