NOTICE INVITING TENDER

FOR

“PROCUREMENT OF OPEN CHANNEL FLOWMETER FOR STAGE - I, II & III”

AT NTPC RIHAND.”

1.0 NTPC invites on-line bids from the eligible bidders for “PROCUREMENT OF OPEN

CHANNEL FLOWMETER FOR STAGE - I, II & III” AT NTPC RIHAND.” through e-

tendering (Single Stage, Two Envelope) without reverse auctioning as per the scope of

supply briefly mentioned at para 4.0 below:

Note: Bidders are advised to download the Bid Documents well in advance, as no clarification

shall be permitted after clarification end date.

2.1 BID SECURITY

Bid Security (Requisite EMD & Tender fee):

Mode of submission of Bid Security: OFFLINE/ONLINE

OFFLINE mode of submission of Bid Security is only in case of EMD Through BG (Bank

Guarantee).

For ONLINE mode Vendors need to submit tender-fee & bid security by NEFT

/RTGS/Net-Banking only through GePNIC online portal.

Copy of Bid security (EMD and Tender FEEs) submitted through OFFLINE/ONLINE mode and

Integrity Pact (if applicable) shall be submitted in a sealed envelope by the stipulated bid

submission closing date and time.

Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as

non-responsive by the employer and may not be opened.

For details about BID SECURITY please refer clause sl no 4 and 5 of SPC (Special Purchase

Conditions).

MSE BIDDERS

MSE (Micro and Small Enterprises): Vendors registered with MSE shall be benefited for

waiver of BID Security and Purchase preference. (For details please refer Clause 26 of SPC:

Benefits to MSEs).

2.2 MINMUM LOCAL CONTENT

The minimum local content shall be as per Annexure-I to SPC (Special Purchase

Conditions).

Declaration regarding local content shall be as per the Employer’s format (Annexure 12C

of attached Standard_Formats_and_CheckLists), for granting of purchase preference.

In case a bidder does not submit the aforesaid declaration or no value is indicated by the

bidder or statement/any declaration like ‘later’, ‘to be furnished later’, ‘NA’ etc. are indicated

by the bidder against value/percentage of local content, then the bidder shall not be

considered as a local supplier and shall not be eligible for any purchase preference. No

further claim in this regard shall be entertained by the Employer.

2.3 DELIVERY PERIOD/ COMPLETION PERIOD: Preferably 150 Days.

3.0 QUALIFYING REQUIREMENTS:

3.1 Technical Criteria:

3.1.1 The bidder should be a Manufacturer/ Authorized Dealer of Manufacturer of ‘Flow

Meters', and should have supplied minimum 2 nos (Two nos. ) of Non-Contact Type

Flow Meters to measure Flow in Open Channels, in preceding 7 years prior to Techno

Commercial Bid Opening , in one or more orders.

3.1.2 The bidder should have supplied 'similar' equipment’s during last 7 years prior to

Techno Commercial Bid opening, meeting any one of the following criteria:

a) Single order of value not less than Rs 91.52 Lakh.

b) Two orders of value not less than Rs 57.20 Lakh each.

c) Three orders of value not less than Rs 45.76 Lakh each.

Note: a) Above values are exclusive of GST/TAXES.

b) Similar equipment means Flow Meters/ Level Measuring System/ Flow Transmitters/

Pressure Transmitters/ Level Gauges.

3.2 Financial Criteria:

The average annual turnover of the Bidder, in the preceding three (3) financial years as on

the date of Techno-Commercial bid opening, should not be less than Rs 114 Lakhs (Rupees

One Crore Fourteen Lakh Only).

Notes for above:

i) The word “Supplied” means the Bidder should have achieved the criteria specified in

the above QR within the preceding seven (7) year period even if the contract is not

completed/ closed.

ii) Other income shall not be considered for arriving at annual turnover.

iii) In case where audited results for the last financial year as on the date of techno

commercial bid opening are not available, the financial results certified by a practicing

Chartered Accountant shall be considered acceptable. In case, Bidder is not able to

submit the certificate from practicing Chartered Accountant certifying its financial

parameters, the audited results for the three consecutive financial years preceding

the last financial year shall be considered for evaluating the financial parameters. A

certificate would be required from the CEO/CFO as per the format enclosed in the

bidding documents starting financial results of the company are under audit as on the

date of techno commercial bid opening and the certificate from a practicing-chartered

accountant certifying the financial parameters is not available.

4.0 Brief scope of Supply:

“PROCUREMENT OF OPEN CHANNEL FLOWMETER FOR STAGE - I, II & III” AT

NTPC RIHAND.”

“Bidders are requested to refer detailed technical specification of the item (s). In case of any

Contradiction between short text of item(s) and complete technical specification of the

item(s), only complete technical specification of that item should be considered for the

submission of offer and same shall be considered for evaluation purpose at our end."

5.0 Clarification on bidding documents:

Bidder can seek clarifications through e-mail or in hard copy up to the time specified as

mentioned in the bidding document.

The queries will be answered by NTPC and posted in the GePNIC Portal. The bidders can

view all queries and all answers once they are posted in the GePNIC Portal.

Note: Bidders are advised to download the Bid Documents well in advance as NO

CLARIFICATION SHALL BE PERMITTED AFTER CLARIFICATION END DATE.

6.0 Tender documents are non-transferable. Only the bidder, in whose name the tender

documents are downloaded, is allowed to submit offer. No bidder other than the original

bidder in whose name the tender documents are sold / downloaded can submit the offer.

7.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is

considered qualified.

8.0 NTPC reserves the right to reject any or all bids or cancel / withdraw the Invitation for

bids without assigning any reason whatsoever and in such case no bidder / intending bidder

shall have any claim arising out of such action.
