3.0 BIDDERS CAN DOWNLOAD THE TENDER DOCUMENTS BEFORE BID SUBMISSION DATE. BID SECURITY
SHALL BE SUBMITTED (IN CASE OF EMD BG) IN A SEALED ENVELOPE SEPARATELY (OFFLINE) BY THE
STIPULATED BID SUBMISSION CLOSING DATE AND TIME AT THE ADDRESS GIVEN BELOW OR THROUGH
ONLINE MODE AS SPECIFIED AT Clause 4.0 of Vol-II Sec-I SPC. ANY BID WITHOUT AN ACCEPTABLE TENDER
FEES, BID SECURITY SHALL BE TREATED AS NON-RESPONSIVE BY THE EMPLOYER AND SHALL BE REJECTED.
4.0 TENDER FEE SHOULD BE PAID THROUGH ONLINE PAYMENT AT TENDERING PORTAL ONLY. NO OTHER
FORMAT ACCEPTABLE.
5.0 Brief Scope of Work:
SUPPLY OF BOILER TUBE (STAINLESS STEEL) FOR BOILER MAINTENANCE TSTPS KANIHA
6.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
7.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package
without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any
claim arising out of such action.
8.0 Qualifying Requirements for Bidders:
The Bidders who wish to participate in the bidding process shall satisfactorily establish that they fulfil the
Qualifying Requirements as stipulated hereunder:
8.1 TECHNICAL CRITERIA:
8.1.1 The bidder should be a manufacturer of Boilers (Steam Generator) and should have supplied Boiler
(Steam Generator) to any 02 (Two) different Thermal power Plants each of Unit Capacity of 200 MW or higher
capacity and which should have been in satisfactory and commercial operation for at least two years.
OR
The bidder should be an approved tube manufacturer of Central Boiler Board, India for manufacturing of Cold
Drawn Seamless Tubes of Stainless-Steel material and should have supplied the same to any Thermal Power
plant having unit capacity of 200 MW or higher, or to any Boiler manufacturer, manufacturing and supplying
boilers for a power plant of 200 MW or higher unit capacity.
8.1.2 The bidder should have executed as per clause 8.1.1 during the last seven (7) years, as on last date of
the month preceding the month of publication of NIT , having minimum order values as indicated below:
a) Single order of value not less than Rs. 66.90 Lakh,
OR
b) Two orders, each of value not less than Rs.41.82 Lakh,
OR
c) Three orders, each of value not less than Rs.33.45 Lakhs
Note Applicable to Clause 8.1:
(i) The word “Executed" mentioned above means that the bidder should have achieved the criteria
specified above, even if the total contract is started earlier and/or is not completed/closed.
(ii) In case any order is under execution as on last date of the month preceding the month of
publication of NIT, the value of supply executed against such order till such date will be considered
provided the same is certified by the Owner/Project Authority.
(iii) Bidders shall submit documentary evidence to establish themselves as per clause 8.1.1 above.
8.2 FINANCIAL CRITERIA:
8.2.1 The average annual turnover of the bidder in the preceding three (3) Financial Years as on the date of
techno-commercial bid opening shall not be less than Rs.83.63 Lakh (Indian Rupees Eighty Three Lakh Sixty
Three Thousand Only).
Note Applicable to Clause 8.2.1:
i. Other income shall not be considered for arriving at annual turnover.
ii. In case where audited results for the last financial year as on date of Techno commercial bid opening
are not available, the financial results certified by a practicing Chartered Accountant shall be considered
acceptable. In case, bidder is not able to submit the certificate from practicing Chartered Accountant certifying
its financial parameters, the audited results of three consecutive financial years preceding the last financial
year shall be considered for evaluating the financial parameters. Further, a certificate would be required from
the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the
company are under audit as on the date of Techno Commercial bid opening and the certificate from the
practicing Chartered Accountant certifying the financial parameters is not available.
