(Price Bid). The BOQ (Excel Sheet) template must not be modified/ replaced by the bidder
and the same should be uploaded after filling the relevant columns.
Note: The basic rate is per month hiring charges for one vehicle. This per month hiring
charges shall include vehicle hiring charges, driver wages, hazardous allowance and
other expenses as mentioned in the terms and conditions of the tender documents but
excluding fuel charges.

Following shall be submitted in a sealed envelope separately offline by the stipulated Bid
Submission End Date and Time at the address given below:
1.Bid Security (Original Demand Draft / Original Banker's Cheque) .
Note- Bidders also have an option to pay Bid Security/EMD directly in the online tendering
portal while submitting the bid. In such case, offline document is not required for Bid
Security/EMD.

Tender Fee & EMD
EMD Amount (₹) 50,000/- (Rupees fifty thousand Only) per each vehicle.
Tender Fee Amount (₹)900/- (Rupees Nine Hundred Only) Per Each package.
Note: If the EMD Submitted by the Bidder is Less than EMD Amount Required for the No
of Vehicles The Bidder quoted, then No of Vehicles considered shall be only as per EMD
amount submitted.
Micro and Small Enterprises (MSEs) registered with District Industries Centers or Khadi
and Village Industries Commission or Khadi and Village Industries Board or Coir Board or
National Small Industries Corporation or Directorate of Handicrafts and Handloom or any
other body specified by Ministry of Micro, Small and Medium Enterprises as per MSMED
Act 2012, for goods produced and services rendered, shall be issued the bid documents
free of cost and shall be exempted from paying Earnest Money Deposit.
To avail MSE benefits for Tender Fee,EMD exemption and purchase preference,
bidders are required to submit any one of the following:
1. Udyam Registration Certificate OR
2. Certification of MSE from any other body as specified above.
Note: Bidder shall prefer Direct Online Payment facility availablein the NTPC
eProcurement Portal for submission of EMD and Tender Fee.

Any bid not accompanied by an acceptable Earnest Money Deposit in accordance with the

TOWARDS EMD
In case of Bidders opting for Bank Guarantee as Bid Security but unable to
send the Original Bank Guarantee in physical form at the tender opening
location following shall be applicable:
(i) The issuing bank shall intimate through their own official e-mail ID to C&M department
with a copy to Bidder regarding issuance/extension of BG along with following

a) The scanned copy of the BG.
b) SFMS message acknowledgement copy sent to NTPC banker/ stating the date of
sending.

SFMS message must be sent to the Employer’s(NTPC Simhadri) bank whose details are
mentioned in bidding documents.
ii) Bidders shall be required to upload the scanned copy of the BG on GepNIC
/e-tendering portal.

Evaluation of bids
&Purchase Preference
Evaluation shall be on Lump sum Basis.
NTPC shall allow purchase preference, as indicated in the bidding documents(ITB).For
order preference, MSE guidelines mentioned in ITB Clause 31.0 read in conjunction with
ITB Clause 32.0 “Preference to Make in India and granting of purchase preference to local
suppliers” mentioned in Annexure-I to ITB, shall be applicable as mentioned in Special
Conditions of Contracts (SCC)
The bidders may apprise themselves of the relevant provisions of bidding documents in
this regard before submission of their bids.

ANNEXURE-1
Qualifying Requirements
1.0
Technical Criteria:
1.1
The bidder should have experience of providing car or jeep on hire basis to Govt./Public Sector/Pvt.
Sector companies/ Institutions during last five (05) years, reckoned as on the date of techno-commercial bid
opening.
1.2 The bidder should have executed orders for cumulative executed value not less than the values mentioned
below, depending on the type and the numbers of vehicle the bidder is quoting, in any continuous 12 months
period during the last seven (07) years, reckoned as on date of techno-commercial bid opening.
(a) Hiring of Jeep for 24 hours basis- Rs 7,43,000 X the number of vehicles for which the bidder is quoting.
1.3 The bidder should either own OR should have booked OR should produce consent letter from the owner that
they are ready to provide the vehicle(s) on hire. Model of vehicle should be as per tender condition.
1.4.The bidder should submit documentary proof for the above QR criteria.
Note for 1.0 : As per the tender conditions one bidder can bid for maximum five (05) number of vehicles
totalling all the categories.

1.Special Conditions:
1.An agency can quote in all the packages for any number of vehicles. But the maximum number
of vehicles that will be awarded to an agency is 5 nos taking together all the packages. i.e
package 5,6,7 and 8. To ensure this, the bids received against package 5 and 6 will be opened
first and will be awarded to the L1 bidder/ bidders. Then package 7 will be opened.
2.The bids of package 8 will be opened only after awarding of the package 5,6 and 7. If the L1 bidder in
package 8 has already been awarded vehicles in packages 5,6 and 7, then the number of vehicles eligible
for award to him in package 8 = ( 5- the number of vehicles awarded in package 5,6 and 7).
For example If L1 Bidder in package 8 has been awarded total number of three (03) vehicles in Package
5,6, and 7 and he has quoted for four (04) vehicles in package 08, then he will be considered for award
for only 02 vehicles (i.e 5-3 = 2) vehicles in package 8.
2.Procedure for awarding vehicles in each package:
(a) After awarding the vehicles to the L1 bidder as per the above condition, the following procedure
will be followed for the award of the balance number of vehicles, if any, in each package.
Opportunity will be given to the other bidders in that package to match the L1 price. For this the
L2 bidder will be given the first opportunity to match the L1 price, followed by L3, L4 etc in that
order. The maximum number of vehicles that will be awarded will be as per the conditions brought
out in earlier paras.

(b) As per QR, The bidder should either own OR should have booked OR should produce consent
letter from the owner that they are ready to provide the vehicle(s) on hire. Model of vehicle
should be as per tender condition. The bids will be opened in the sequence mentioned in the
special conditions. After technical bid opening the documents of vehicles submitted by the
bidder shall be evaluated. If award have been placed against the offered vehicles in already
finalized packages, then that vehicle shall not be considered for further evaluation.
For example if the bidder is having two vehicles, say A and B. He has offered vehicle A in package 5
and offered A and B in package 7 and 8. If award has been placed for vehicle A in package 5, then
vehicle A will not be considered for award in package 7 and 8. If the bidder becomes L1 in package
7, then he will be considered for award of only one vehicle, i.e vehicle B. Further Vehicles A and B
shall not be considered for evaluation in package 8.
