PLANT AT NTPC AURAIYA
(Domestic Competitive Bidding)

NTPC invites on-line bids on Single Stage Two Envelope Bidding basis (Envelope-I: Techno-
commercial Bid & Envelope-II: Price Bid) from eligible Bidders for Supply of 2 nos 30 kWp
and 5 nos 10 kWp each Roof top PV Solar plant at NTPC Auraiya as per Scope of Work
mentioned hereinafter.
1.0 Brief Scope of Work
Design, Manufacture, Factory Testing, Inspection, Supply, Inland Transportation,
Transit Insurance, Local delivery, On-site inspection handing over, Documentation &
Warranty
The detailed scope and description of work covered under this package has been
specified in relevant clauses of Scope of Work and Technical Specification.
2.0 Detailed Specification, Scope of Work and terms and Conditions are given in the
bidding document, which are available for examination and sale at the address given
below and as per the following Schedule.

3.0 All bids must be accompanied by Tender Fees (Cost of Bidding documents) and EMD .
Tender Fee and EMD shall be submitted online. MSME registered vendor for Tender
Fee & EMD Exemptions shall submit their certificate / documentary evidence complete in
all respect as per clause 4.0 and 22.0 of SPC.
4.0
Qualifying Requirements for Bidders:
4.1.0
Technical Criteria
4.1.1
The Bidder should have executed similar
work(s) within the
preceding seven (7) years prior to the date of techno-
commercial
bid opening, meeting the following criteria:
(i)
Single order having executed value of above work(s) not less
than Rs. 43 Lakh.
OR
(ii) Two orders having executed value of above work(s) not less than
Rs. 27 Lakh each.
OR
(iii)
Three orders having executed value of above work(s) not less
than Rs. 21 Lakh each.
Similar works means:
a)
The Bidder should have designed, supplied, “erected/
supervised erection” and “commissioned/ supervised
commissioning” of Solar Photo Voltaic (SPV) based grid
connected power plant (s) of cumulative installed capacity of
“90 kWp or higher”, out of which at least one plant should
have been of “30 kWp or higher capacity”. The reference
plant of “30 kWp or higher capacity” should have been in
successful operation for at least six (6) months prior to
the date of techno commercial bid opening.
OR
b) The Bidder should be a developer of Solar Photo Voltaic
(SPV) based g
rid connected power plant(s) of cumulative
installed capacity of 90 kWp or higher, out of which at
least one plant should have been of 30 kWp or higher
capacity. The reference plant of 30 kWp or higher
capacity should have
been in successful operation for at
least six (6) months prior to the date of techno
commercial bid opening.
Note :
1.
The reference SPV based grid connected power plant
should be at a single location developed by Bidder for
itself
or any other client.
4.2.0 Financial Criteria
4.2.1
The average annual turnover of the Bidder, in the preceding
three (3) financial years as on the date of Techno-Commercial
bid opening, should not be less than Rs. 54 Lakh (Rs. Fifty Four
Lakh only).
In case a bidder does not satisfy the financial criteria,
stipulated above on its own, its Holding Company would be
required to meet the stipulated turnover requirements above,
provided that the net worth of such Holding Company as on
the last day of the preceding financial year is at least equal to or
more than the paid-
up share capital of the Holding Company. In
such an event, the bidder would be required to furnish along
with its Techno-
Commercial bid, a Letter of Undertaking from
the Holding Company, supported by the Holding Company’s Board
Resolution as per the format enclosed in the bid documents,
pledging unconditional and irrevocable financial support for the
execution of the Contract by the Bidder in case of award.

3. Projects executed by Bidder’s group company, Holding
Company or Subsidiary Company shall also be considered as
Bidder’
s experience for meeting the QR, provided Bidder is
an Indian company registered in India.
4.
The Bidder shall also be considered qualified, in case the
award for executing the reference works has been received
by the Bidder
either directly from owner of plant or any
other intermediary organization. A certificate from such
owner of plant or any other intermediary organisation shall
be required to be furnished by the Bidder along with its
Techno-
Commercial bid in support of the Bidder's claim of
meeting the qualification requirement above. Further,
certificate from owner of the plant shall also be furnished by
the Bidder along with the Techno-Commercial bid for the
successful operation as specified above.
5. Developer means an entity
who has either executed or got
executed the work/ project as owner.
6.
In case of developer as Bidder in clause b, the
documentary evidence (certified by Chartered Accountant) for
value of executed reference work must be submitted by the
Bidder.

unconsolidated financial statements of the bidder can be
considered acceptable provided the bidder further furnishes the
following documents for substantiation of its qualification.
(a) Copies of the unaudited unconsolidated financial
statements of the bidder along with copies of the audited
consolidated financial statements of its Holding Company.
(b) A Certificate from the CEO/CFO of the Holding Company,
as per the format enclosed in the bidding documents, stating
that the unaudited unconsolidated financial statements
form part of the consolidated annual financial statements
of the Holding Company.
4.2.2
In case where audited results for the last financial year as on
the date of techno commercial bid opening are not available, the
financial results certified by a practising Chartered Accountant
shall be considered acceptable.
In case, Bidder is not able to
submit the certificate from practising Chartered Accountant
certifying its financial parameters, the audited results for the
three consecutive financial years preceding the last financial year
shall
be considered for evaluating the financial parameters.
Further, a Certificate would be required from the CEO/CFO as
per the format enclosed in the bidding documents stating that
the Financial results of the Company are under
audit as on
the date of Techno-
commercial bid opening and the Certificate
from the practising Chartered Accountant certifying the financial
parameters is not available.
NOTES:
(i)
Other income shall not be considered for arriving at annual
turnover.
(ii)
"Holding Company" and "Subsidiary" shall have the
meaning ascribed to them as per Companies Act of
India
(iii)
For Turnover indicated in foreign currency, the exchange
rate as on seven (07) days prior to the date of techno-
commercial bid opening shall be used.
(iv)
All financial figures mentioned above are exclusive of GST.
5.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the
subject package without assigning any reason whatsoever and in such case no
bidder/intending bidder shall have any claim arising out of such action.
6.0 The bidding document is available online. A complete set of Bidding Documents may
be downloaded by any interested Bidder from the NTPC tender website
https://eprocurentpc.nic.in. The Bidder would be required to register on the website.
First time users are required to register themselves on NTPC tender website after
filling up the required details
.

which can be obtained after bidder enrollment on

Note: No Hard Copy of bidding documents shall be issued.
7.0 Issuance of bid documents to any bidder shall not construe that such bidder is
considered to be qualified. Bids shall be submitted online and opened at the address
given below in the presence of Bidder’s representatives who choose to attend the bid
opening. Bidder shall furnish Bid Security, Integrity Pact, tender fee and Power of
attorney separately offline as detailed in Bidding Documents by the Stipulated bid
submission closing date and time at the address given below.
8.0 This is supply tender. Benefits of MSEs as per SPC clause No. 22 will be applicable
to vendors.
