3.0 BIDDERS CAN DOWNLOAD THE TENDER DOCUMENTS BEFORE BID SUBMISSION DATE. BID SECURITY
SHALL BE SUBMITTED (IN CASE OF EMD BG) IN A SEALED ENVELOPE SEPARATELY (OFFLINE) BY THE
STIPULATED BID SUBMISSION CLOSING DATE AND TIME AT THE ADDRESS GIVEN BELOW OR THROUGH
ONLINE MODE AS SPECIFIED AT Clause 4.0 of Vol-II Sec-I SPC. ANY BID WITHOUT AN ACCEPTABLE TENDER
FEES, BID SECURITY SHALL BE TREATED AS NON-RESPONSIVE BY THE EMPLOYER AND SHALL BE REJECTED.
4.0 TENDER FEE SHOULD BE PAID THROUGH ONLINE PAYMENT AT TENDERING PORTAL ONLY. NO OTHER
FORMAT ACCEPTABLE.
5.0 Brief Scope of Work:

6.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
7.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package
without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any
claim arising out of such action.
8.0 Qualifying Requirements for Bidders:
The Bidders who wish to participate in the bidding process shall satisfactorily establish that they fulfill the
Qualifying Requirements as stipulated hereunder:
8.1 TECHNICAL CRITERIA:
8.1.1 (A) The Bidder should be a manufacturer of offered Numerical Distance Protection Relays.
OR
The bidder must be an authorized dealer /distributer/channel partner of the manufacturer (as defined above)
and such bidder should be duly authorized by the manufacturer for this bid.
(B) Bidder must have ‘commissioned/supervised commissioning of at least two Numerical Distance Protection
Relays in last two years as on last date of the month preceding the month of publication of NIT.
8.1.2 The bidder and/or their manufacturer should have executed/completed similar orders during the last
seven (7) years, as on last date of the month preceding the month of publication of NIT, having minimum order
values as indicated below:
a) One order of value not less than Rs. 55.34 Lakh,
OR
b) Two orders, each of value not less than Rs.34.59 Lakh,
OR
c) Three orders, each of value not less than Rs.27.67 Lakh
Similar orders mean: Supply and Commissioning (or supervision of commissioning) of Numerical Relays.
Note Applicable to Clause 8.1.2:
i. Bidders shall submit certificate of Incorporation /Manufacturing License or any other documentary evidence
to establish that they are manufacturer as per clause 8.1.1 above.
ii. For this tender, either the Authorized agent or Manufacturer itself can bid but both cannot bid
simultaneously. If an authorized agent submits bid on behalf of the Manufacturer, the same authorized agent
shall not submit bid on behalf of another Manufacturer.
iii. The word “executed” means the bidder should have achieved the criteria specified the clause no 8.1.2 of QR,
even if the total order is not completed/closed. In case any order is under execution as on last date of the
month preceding the month of publication of NIT, the value of supply executed against such order till such date
will be considered provided the same is certified by the Owner/Project Authority.
8.2 FINANCIAL CRITERIA:
8.2.1 The average annual turnover of the bidder in the preceding three (3) completed Financial Years as on the
date of techno-commercial bid opening, shall not be less than Rs.69.17 Lakh (Indian Rupees Sixty Nine Lakh
Seventeen Thousand Only)
Note Applicable to Clause 8.2.1:
i. Other income shall not be considered for arriving at annual turnover.
ii. In case where audited results for the last financial year as on date of Techno commercial bid opening are not
available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In
case, bidder is not able to submit the certificate from practicing Chartered Accountant certifying its financial
parameters, the audited results of three consecutive financial years preceding the last financial year shall be
considered for evaluating the financial parameters.
iii. Further, a certificate would be required from the CEO/CFO as per the format enclosed in the bidding
documents stating that the financial results of the company are under audit as on the date of Techno
Commercial bid opening and the certificate from the practicing Chartered Accountant certifying the financial
parameters is not available.
