FOR
“PROCUREMENT OF FEED GATE COMPLETE ASSEMBLY FOR BAH AT NTPC
VINDHYACHAL AND RIHAND”
1.0 NTPC invites on-line bids from the eligible bidders for “PROCUREMENT OF FEED
GATE COMPLETE ASSEMBLY FOR BAH AT NTPC VINDHYACHAL AND RIHAND”
through e-tendering (Single Stage, Two Envelope) without reverse auctioning as per the
scope of supply briefly mentioned at para 4.0 below:

Note: Bidders are advised to download the Bid Documents well in advance, as no clarification
shall be permitted after clarification end date.
2.1 BID SECURITY
Bid Security (Requisite EMD & Tender fee):
Mode of submission of Bid Security: OFFLINE/ONLINE
OFFLINE mode of submission of Bid Security is only in case of EMD Through BG (Bank
Guarantee).
For ONLINE mode Vendors need to submit tender-fee & bid security by NEFT
/RTGS/Net-Banking only through GePNIC online portal.
Copy of Bid security (EMD and Tender FEEs) submitted through OFFLINE/ONLINE mode and
Integrity Pact (if applicable) shall be submitted in a sealed envelope by the stipulated bid
submission closing date and time.
Tenders not accompanied with valid bid security (Tender Fees and EMD) and Integrity Pact (if
applicable) on or before Bid Opening Date and time shall be treated as non-responsive by the
employer may be liable for rejection and may not be opened.
For details about BID SECURITY please refer clause sl no 4 and 5 of SPC (Special Purchase
Conditions).
MSE BIDDERS
MSE (Micro and Small Enterprises): Vendors registered with MSE may be benefited for
waiver of BID Security and considered for Purchase preference.
MSE bidders shall submit BID SECURITY EXEMPTION CERTIFICATE/MSE CERTIFICATE/
“UDYAM REGISTRATION CERTIFICATE” as a proof of MSE bidder.
MSE Bidders shall also enclose declaration/ undertaking as per format Annexure 14,
ANNEXURE-14(A) / Annexure 15 (as applicable) of Volume-I of Section-IV “Standard
Formats and Checklists” for getting MSE benefit as per MSE LAW.

2.2 MINMUM LOCAL CONTENT
The minimum local content shall be as per Annexure-I to SPC (Special Purchase
Conditions).
Declaration regarding local content shall be as per the Employer’s format (Annexure 12C
of attached Standard_Formats_and_CheckLists), for granting of purchase preference.
In case a bidder does not submit the aforesaid declaration or no value is indicated by the
bidder or statement/any declaration like ‘later’, ‘to be furnished later’, ‘NA’ etc. are indicated
by the bidder against value/percentage of local content, then the bidder shall not be
considered as a local supplier and shall not be eligible for any purchase preference. No
further claim in this regard shall be entertained by the Employer.
2.3 DELIVERY PERIOD/ COMPLETION PERIOD: Preferably 6(SIX) Months after receipt of
the PO.
3.0 QUALIFYING REQUIREMENTS:
3.1 Technical Criteria:
1. The bidder should be a Manufacturer/ Authorized dealer of the Manufacturer of Feed
Gate Assembly for Bottom Ash Hopper.
2. The bidder should have executed the work(s) of supply of Bottom Ash Hopper
spares including feed gate assembly, in preceding 7(Seven) years prior to the date of
Techno-commercial bid opening meeting the following criteria:
a) Single order of value not less than Rs 48.44 Lakhs.
OR
b) Two orders of value not less than Rs 30.28 Lakhs each.
OR
c) Three orders of value not less than Rs 24.22 Lakhs each.
Note: All values are exclusive of GST/TAXES.
Notes for Clause 3.1 above:
The word “Executed/Supplied” means the Bidder should have achieved the criteria specified
in the qualifying requirements at Clause 3.1, even if the contract has been started earlier
and/or is not completed/ closed.
3.2 Financial Criteria:
The average annual turnover of the Bidder, in the preceding three (3) financial years as on
the date of Techno-Commercial bid opening, should not be less than Rs 60.55 Lakhs
(Rupees Sixty Lakh and Fifty-Five Thousand Only).
Notes for Clause 3.2 above:
i) In case where audited results for the last financial year as on the date of techno
commercial bid opening are not available, the financial results certified by a practicing
Chartered Accountant shall be considered acceptable. In case, Bidder is not able to
submit the certificate from practicing Chartered Accountant certifying its financial
parameters, the audited results for the three consecutive financial years preceding
the last financial year shall be considered for evaluating the financial parameters. A
certificate would be required from the CEO/CFO as per the format enclosed in the
bidding documents starting financial results of the company are under audit as on the
date of techno commercial bid opening and the certificate from a practicing-chartered
accountant certifying the financial parameters is not available.
ii) Other income shall not be considered for arriving at annual turnover.
4.0 Brief scope of Supply:
“PROCUREMENT OF FEED GATE COMPLETE ASSEMBLY FOR BAH AT NTPC
VINDHYACHAL AND RIHAND”.
“Bidders are requested to refer detailed technical specification of the item (s). In case of any
Contradiction between short text of item(s) and complete technical specification of the
item(s), only complete technical specification of that item should be considered for the
submission of offer and same shall be considered for evaluation purpose at our end."
5.0 Clarification on bidding documents:
Bidders can seek clarifications through GePNIC up-to the time specified as mentioned in the
bidding document.
The queries will be answered by NTPC and posted in the GePNIC Portal. The bidders can
view all queries and all answers once they are posted in the GePNIC Portal.
Note: Bidders are advised to download the Bid Documents well in advance as NO
CLARIFICATION SHALL BE PERMITTED AFTER CLARIFICATION END DATE.
6.0 Tender documents are non-transferable. Only the bidder, in whose name the tender
documents are downloaded, is allowed to submit offer. No bidder other than the original
bidder in whose name the tender documents are sold / downloaded can submit the offer.
7.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is
considered qualified.
8.0 NTPC reserves the right to reject any or all bids or cancel / withdraw the Invitation for
bids without assigning any reason whatsoever and in such case no bidder / intending bidder
shall have any claim arising out of such action.
