Instruction for e-bidding:

1. The bidder must have Digital Signature Certificate (Class-III).

2. The bidders who already have valid SRM User ID:

a) Login the SRM Portal and click on RFx and Auction button.

b) RfX will be available to view for all the bidders which are already having valid SRM User

ID’s.

c) Interested bidders have to register first against the Bid invitation by clicking on “Register”

button placed into RfX header segment.

d) Tender document fee should be submitted on line/offline (Demand Draft / Pay Order /

Banker's Cheque only except exemption document and EMD also may be submitted

online/offline.

e) Once Registration step & Tender fee submission is done by bidder and the tender fee

received by the NSPCL and updated into the system then Bidder could be able to “Create

Response” and submit the bids against the Bid invitation into the system.

3. New Bidders which are not having SAP/ERP Vendor Code and or SRM User ID:

a) In case a new bidder wants to participate for a particular Bid invitation in SRM portal, the

bidder first of all has to submit the filled Registration Form & NEFT Form along with required

supporting documents e.g. as specified in forms, till 03.11.2020 to C&M department, NSPCL

Bhilai in hard copy or scanned copy through e-mail at: ushakumari@nspcl.co.in,

rashmikumari@nspcl.co.in

b) C&M department will initiate the process for vendor ID creation in SAP & send the bidders

SRM Credentials (User ID along with initial Password)

c) After creation of SRM Credentials the step 2 (above) shall be followed by the bidder.

EMD through Demand Draft in favour of a crossed demand draft / pay order / banker's

cheque in favour of NTPC SAIL POWER COMPANY LIMITED payable at Bhilai and

EMD documents to be sent to AGM(SSC-C&M), NSPCL/Bhilai –Expansion Site, Near Purena

Village, Bhilai (East) PO Distt.-Durg, C.G. 490021 Tel. : 0788-2282446, 2347063 or in person

at office. All Corrigendum/Modifications/Updates for the above NITs shall only be

published on the aforesaid web sites.

QUALIFYING REQUIREMENTS

Package Name : Supply of Economiser Coil.

1.0 Financial criteria:

1.1 Turnover: The Average Annual Turnover of the bidder, in the preceding 03 (Three) Financial

Years, as on Date of Techno commercial Bid opening, shall not be less than Rs. 48.00 Lakhs

(Rupees Fourty Eight lakhs Rs. only)

2.0 TECHNICAL CRITERIA :

2.1 The Bidder must be an IBR approved agency. Documentary evidence to this effect has to be

submitted along-with the Bidding documents.

2.2 The Bidder must have experience in Supply or manufacturing of Economiser / Super heaters

/ Water walls / Screen coils or Bank or Panel, as a Main Package Contractor or as a Sub-

vendor, for High Pressure Utility Boilers of 60 MW or above rating, at any Central / State

Govt. / PSU / reputed Industrial organization / utility.

The Bidder or its Principal should be Boiler manufacturer and should have Manufactured,

Supplied and Commissioned at-least One Boiler of Minimum Steam Capacity of 260

Ton/Hour

2.3 The Bidder should have in-house Bending & Heat treatment facility for fabrication of

Economiser coils / Bank / Panels. Documents for certification of the above, to be furnished

by the agency.

2.4 The Bidder should have supplied / manufactured Boiler / its Parts namely Coils / Panels /

Banks, during preceding 07 (Seven) years from the date of Techno commercial Bid opening,

having executed value not less than, as under –

(a) Single Order of value of Rs. 38.40 Lakhs

(b) Two Work Orders of value of Rs. 24.00 Lakhs each.

NOTE

1. The Word “Executed” means that the Bidder should have achieved the progress specified in

the QR para 2.4 even if total contract/ work order is not completed/ closed. The same shall

be supported by documentary evidence issued by the owner/ employer such as Completion

Certificate/ Joint protocol / Running / Final Bills etc.

2. For Financial selection Criteria, QR para 1.0, Bidder must submit copy of Audited Balance

Sheet and Profit & Loss Account for the specified period. In case, where audited results for

the Last Financial year as on the Last date of Submission of Application, are not available, the

financial results certified by a practicing Chartered Accountant shall be considered

acceptable. In case, Bidder is not able to submit the Certificate from the practicing Chartered

Accountant certifying its financial parameters, the audited results of three consecutive

financial years preceding the last financial year, shall be considered for evaluating the

financial parameters.

3. Other Income shall not be considered for calculation of Annual Turnover.

4. Values as per Cl 2.4 shall be considered inclusive of taxes and duties.

NIT Conditions

2. NSPCL reserves the right to reject any or all bids or cancel / withdraw the

Invitation for bids without assigning any reason whatsoever and in such case no

bidder / intending bidder shall have any claim arising out of such action.

3. Issuance of Bidding Documents to any bidder shall not construe that bidder is

considered qualified.

4. Agencies are advised to visit the site to familiarize themselves with the nature of

work and the site conditions.

5. Small-scale industries registered with NSIC/MSME shall be exempted for payment

of EMD & Tender Fee.

(Subject to submission of copy of registration giving details, such as validity,

monetary limit, etc.)

6. NSPCL shall allow purchase preference, as indicated in the bidding documents, to

bids from local suppliers as defined in the bidding documents. The bidders may

apprise themselves of the relevant provisions of bidding documents in this regard

before submission of their bids.

7. Notwithstanding anything stated above, the Employer reserves the right to

undertake a physical assessment of the capacity and capabilities including

financial capacity and capability of the Bidder / his Collaborator(s) /Associate(s)

/ Subsidiary(ies) / Group Company(ies) to perform the Contract, should the

circumstances warrant such assessment in the overall interest of the Employer.

The physical assessment shall include but not be limited to the assessment of the

office/facilities/banker’s/reference works by the Employer. A negative

determination of such assessment of capacity and capabilities may result in the

rejection of the Bid.

The above right to undertake the physical assessment shall be applicable for the

qualifying requirements stipulated above.

8. If the last date of receiving application and date of bid opening coincide with a

holiday, the date will be shifted to the next working day.
