1.0 NTECL (NTPC TAMILNADU ENERY COMPANY LIMITED) invites online bids on Single
Stage Two Envelope Bidding for Procurement of vacuum pump assembly as per the scope of
work briefly mentioned hereinafter.

As per provisions of bidding documents, the bidders shall submit the bid online
(https://etenders.gov.in/eprocure/app), within the bid submission date and time as mentioned
above / in website. The submitted bids will be opened on the date and time mentioned in the
GePNIC Website.
4.0 Refer e-bid for last date for seeking clarifications from vendors regarding specifications / terms &
conditions etc. . Subsequent to that no deviation shall be acceptable.
5.0 NTECL reserves the right to reject any or all bids or cancel / withdraw the NIT for the subject
package without assigning any reason whatsoever and in such case no bidder / intending bidder
shall have any claim arising out of such action.
6.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered
qualified.
7.0 Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and
Village Industries Commission or Khadi and Village Industries Board or Coir Board or National
Small Industries Corporation or Directorate of Handicrafts and Handloom or Udyog Aadhaar
Memorandum or any other body specified by Ministry of Micro, Small and Medium Enterprises
as per MSMED Act 2006, for goods produced and services rendered, shall be issued the
bidding documents free of cost and shall be exempted from paying Earnest Money Deposit. Refer
ITB for details.
8.0 Submission of EMD / Tender Fee: Details are mentioned below.

Offline Submission
Bid Security (EMD), Tender Fee & Authority / Power of Attorney
to sign the bid shall be submitted in a sealed envelope separately
offline by the stipulated bid submission closing date and time at the
address given below.
On the time and date of Bid opening, offline envelope containing
EMD, Tender Fee & Authority / Power of Attorney to sign the bid
shall be opened first. After confirmation of valid EMD & Tender
Fee, Technical Bid will be opened.
Note: In case of Bidders opting for Bank Guarantee as Bid Security
but unable to send the Original Bank Guarantee in physical form at
the tender opening location, following shall be applicable:
(i) The issuing bank shall intimate through their own official e-mail
id to concerned C&M department with a copy to Bidder regarding
issuance / extension of BG along with following documents:-
(a) The scanned copy of the BG.
(b) SFMS message acknowledgement copy sent to NTECL banker
stating the date of sending.
(c) An undertaking through official e-mail ID of Bank as per format
enclosed at Annexure-A.
SFMS message must be sent to the Employer’s bank whose details
are mentioned in Bidding documents.
Bidders shall be required to upload the scanned copy of the BG on
GePNIC / e-tendering portal.

9.0 Bidder shall be required to upload scanned copy of the Authority/ Power of Attorney to sign
the bid along with bid on the GePNIC / e-tender portal.
10.0 Any bid without an acceptable Bid Security (EMD) & Tender Fee shall be treated as non-
responsive by the employer and shall not be opened.
11.0 Due date for opening of Price Bid for technically qualified bidders will be informed later.
Communication in this regard shall be sent to all technically qualified bidders meeting the
qualifying requirements & technical specifications via- e-mail / letters.
12.0 All credentials, filled up formats & supporting documents as asked by NTECL are to be given
online as attachments with the bid. Intending bidders who fulfill the above-stipulated Qualifying
Requirements are advised to visit the site to familiarize themselves with the nature and quantum of
work and site conditions.
13.0 QUALIFYING REQUIREMENTS:
The bidder should be a manufacturer (OR) authorised Dealer / Distributor of the
manufacturer of vacuum pump AND / OR vacuum pump spares for Ash Handling
System.
Dealer / Distributor should be specially authorised by the manufacturer for participating
in the bid.
The bidder in the preceding seven years prior to the date of techno-commercial bid
opening should have supplied vacuum pumps AND / OR vacuum pump spares, with
i) Single (01) order, of executed value not less than Rs. 65.76 Lakhs
or
ii) Two (02) orders, each of executed value not less than Rs. 41.10 Lakhs
or
iii) Three (03) orders, each of executed value not less than Rs. 32.88 Lakhs
The average annual turnover of the bidder in the preceding three (03) financial years as
on the date of techno-commercial bid opening, shall not be less than Rs. 82.20 Lakhs
(Rupees Eighty Two Lakhs and Twenty Thousand).
Notes:
(i) Other income shall not be considered for arriving at annual turnover.
(ii) In case where audited results for the last financial year as on the date of techno-
commercial bid opening are not available, the financial results certified by a practicing
Chartered Accountant shall be considered acceptable. In case, the bidder is not able to
submit certificate from practicing Chartered Accountant certifying its financial
parameters, the audited results of three consecutive financial years preceding the last
financial year shall be considered for evaluating the financial parameters. Further, a
Certificate would be required from the CEO / CFO as per the format enclosed in the
bidding documents stating that the financial results of the Company are under audit as on
the date of Techno-commercial bid opening and the certificate from the practicing
Chartered Account certifying the financial parameters is not available.
The bidder should have GSTIN number issued by concerned authorities.
14.0 The credentials of the bidder shall only be considered. In case, the bidder is a manufacturer, the
credential of the manufacturer shall be considered & if the bidder is an authorised dealer /
distributor, the credentials of dealer shall be considered.
15.0 The qualification status shall be examined by NTECL during the process of evaluation and the
decision of NTECL in this regard shall be final.
16.0 For fulfilling the Qualifying Requirements, intending bidder shall be required to submit the
following documents along with their bid ( duly attested by authorized signatory of the tenderer )
:
a) Income Tax Assessment order / Up to date copy of Profit & Loss Account and Balance Sheet
of last three financial years ending 31

March 2020 duly audited by Chartered Accountant.
b) Copies of Work Orders / Award Letters / Purchase orders covering awarded value, detailed
scope of supply/ terms and conditions / bill of quantities along with proof of execution /
completion certificate as per above Qualifying Requirement. The bidder shall also provide the
reference list of the organizations with contact address, email and phone nos. etc.
c) Copy of registration with Central Govt./State Govt./Public Sector Undertaking if any
applicable.
d) Copy of Registered Address as per GST, State, Provisional GST ID, GST ARN No, GST No,
PAN card and TIN No Details.
17.0 NIL DEVIATION: No deviation, whatsoever, is permitted by EMPLOYER to any provision
of Bidding Documents. The Bidders are advised that while making their Bids and quoting
prices, all conditions are appropriately taken into consideration. Bidders shall certify their
compliance to the complete Bidding Documents as per Certificate at Annexure-05 of
Annexures by accepting the following General Technical Evaluation (GTE) of the Tender:
“Do you certify full compliance to all provisions of Bid Doc?”
In case the Products and/or Services offered do not meet the Technical requirements, the bid
shall be rejected as Technically non-responsive.
Bidders may note that in case the Bidder refuses to withdraw additional
conditions/deviations/variations/exception, implicit or explicit, found anywhere in the
techno-commercial bid, the bid shall be rejected as Technically non-responsive.
Bidders may also note that any deviation / variation in any form in the Price Bid shall result
in forfeiture of EMD.
18.0 Notwithstanding anything stated above, NTECL reserves the right to assess bidder’s capability
and capacity to perform the contract, should the circumstances warrant such assessment in the
overall interest of NTECL and decision of NTECL in this regard shall be final.
