1. NTPC Tamilnadu Energy Company Limited (NTECL), a JV of NTPC &
TANGEDCO invites online bids on single stage two envelope basis from eligible
bidders for aforesaid package who fulfill the Qualifying Requirements.
2. Any ‘Bidder from a country which shares a land border with India’, as specified in
the Bidding Documents, will be eligible to bid in this tender only if bidder is
registered with the Competent Authority as mentioned in the Bidding Documents.
However, the said requirement of registration will not apply to bidders from those
countries (even if sharing a land border with India) to which the Government of
India has extended lines of credit or in which the Government of India is engaged
in development projects.

Brief Scope of Work :
(i) The Scope of work involves SUPPLY AND INSTALLATION
SUPERVISION OF BLADE VIBRATION MONITORING SYSTEM
(BVMS) FOR LP TURBINE LAST STAGE FREE STANDING
BLADES as per the Bidding Documents.
(ii) Bidders are requested to refer detailed technical specification in our tender
documents.
4. A Complete set of bidding Document may be downloaded by any interested bidder
directly through our e-procurement portal https://etenders.gov.in.
5. Tender documents are non-transferable. Only the bidder, in whose name the tender
documents are downloaded, is allowed to submit offer. No bidder other than the
original bidder in whose name the tender documents are sold / downloaded can
submit the offer.
6. Issuance of Bidding Documents to any bidder shall not construe that bidder is
considered qualified.
7. NTECL intends to finance the subject tender through Own Resources.
8. NTECL reserves the right to reject any or all bids or cancel/withdraw the Invitation
for Bids without assigning any reason whatsoever and in such case no bidder /
intending bidder shall have any claim arising out of such action.
9. Offline Documents: Bid to be submitted in line with provision of Tender documents.

10. QUALIFYING REQUIREMENT FOR BIDDERS
The Qualifying Requirement for the Bidder for this tender shall be as under:
A.
The Bidder should meet the qualifying requirements of any one of the
qualifying routes stipulated under clause 1.1 or 1.2.
1.1 The Bidder should have designed, engineered, supplied, installed,
commissioned at least one (1) number each On-line Blade Vibration integrated
system* at two different installations for health monitoring/Crack Detection of
free standing blades of Low Pressure Turbine of Steam Turbine Generator set
of 200 MW or above capacity. This integrated system* should have been in
successful operation at each installation for at least 7000 operating hours prior
to the date of techno-commercial bid opening. The integrated system* should
have been responsive to operating conditions/abnormality in blades.
The Bidder should offer and supply the integrated system* of same Make and
type (Sensor) as above.
1.2(i) The Bidder should be Original Equipment Manufacturer/Original
Equipment Supplier of Steam Turbine of 200 MW or above capacity and
should have supplied, installed and commissioned at least one (1) number
of On-line Blade Vibration integrated system* for health monitoring/Crack
Detection of free standing blades of Low Pressure Turbine of Steam Turbine
Generator set of 200 MW or above capacity. This integrated system* should
have been in successful operation for at least 7000 operating hours prior to the
date of techno-commercial bid opening. The integrated system* should have
been responsive to operating conditions/ abnormality in blades.
The Bidder should offer and supply the integrated system* of same Make and
type (Sensor) as above.
OR
1.2(ii) The Bidder should be Original Equipment Manufacturer/Original
Equipment Supplier of Steam and Gas Turbine each of 200 MW or above
capacity and should have supplied, installed and commissioned at least one (1)
number of On-line Blade Vibration integrated system* for health
monitoring/Crack Detection of free standing blades of Compressor/Turbine of
Gas Turbine Generator set** of 200 MW or above capacity. This integrated
system* should have been in successful operation for at least 7000 operating
hours prior to the date of techno-commercial bid opening. The integrated
system* should have been responsive to operating conditions/abnormality in
blades.
Additionally, the bidder should also have installed and commissioned at least
one (1) number of On-line Blade Vibration integrated system* for health
monitoring/Crack Detection of free standing blades of Low Pressure Turbine of
Steam Turbine Generator set of 200 MW or above capacity. The integrated

system* should have been responsive to operating conditions/ abnormality in
blades.
The Bidder should offer and supply the integrated system* of same Make and
type (Sensor) as above.
* Integrated system means complete system combining both hardware and
software and sensors mounted inside turbine casing, directly seeing the blades
in non-contact manner.
** In case of combined cycle gas stations, Gas Turbine Generator set capacity
means capacity exclusively of Gas Turbine Generator set.
B.
The average annual turnover of the bidder in the preceding three (03)
financial years as on the date of techno-commercial bid opening, shall not be
less than ₹ 323.16 lakhs (Rupees three hundred twenty three lakhs and sixteen
thousand) or equivalent amount in foreign currency ( for conversion of
foreign currency to INR(₹) prevailing exchange rates as on the date of each
annual financial results shall be considered) .
Notes:
i) Other income shall not be considered for arriving at annual turnover.
In case where audited results for the last financial year as on the date of techno-
commercial bid opening are not available, the financial results certified by a
practicing Chartered Accountants shall be considered acceptable. In case, the
bidder is not able to submit the certificate from Practicing Chartered
Accountants certifying its financial parameters, the audited results of three
consecutive financial years preceding the last financial year shall be considered
for evaluating the financial parameters. Further, a Certificate would be
required from the CEO/CFO as per the format enclosed in the bidding
documents stating that the financial results of the Company are under audit as
on the date of Techno-commercial bid opening and the Certificate from the
practicing Chartered Accountants certifying the financial parameters is not
available.
C.
Domestic bidders should have GSTIN number issued by concerned authorities.
