producedandservicesrenderedareexemptedfrompayingtenderfee.



ThebiddersarerequestedtosendTenderFeeandEMDwellinadvancetoNTPCLimited,WRͲIIShared

ServicesCenter,NTPCSipat

officeandshallbereceivedbeforethescheduledbidsubmissionenddate.

Bidders seeking exemption from EMD/ Tender fee should “

upload valid exemption certificate in

GePNIC online portal in Tender Fee/ EMD folder

“or“submitvalidexemptioncertificateinhardcopy

insealedenvelopedulymarkedasEMD/Tenderfeeexemptionwithtenderreferencenumber,titleand

date ofbid opening” and it should reach the addressee (Employer)before the last date and time for

submissionofbidasspe cifiedinNIT/

tender,failingwhichthebidshallbeliableforrejection.

The date of opening of Price Proposal shall be intimated separately by NTPC Limited after

completion of evaluation of Techno-Commercial Proposal.

4.0AllthebidsmustbeaccompaniedbyTenderFeeandBidSecurity(EMD).Anybidnotaccompanied

byanacceptableTenderFeeandBidSecurity(EMD)inaseparatesealedenvelopeshallberejected

byNTPCLimitedas

beingnonͲresponsiveandwillnotbeconsideredforopening.





5.0QualifyingRequirements:Ͳ

Thebidderswhowishtoparticipateinthebiddingshallsatisfactorilyestablishthattheyfulfilthe

followingQualifyingRequirements.

5.1TechnicalCriteria:



5.1.1

The bidder should have executed contract for supply of Machine crushed 65 mm hard

stone graded ballast as per RDSO/ Indian Railway drawing & Specifications, as per the

following within the preceding seven (7) years reckoned as on the date of Techno-commercial

bid opening:



a)Executedvaluenotlessthan Rs.64LakhsinaSingleContract.

OR

b)ExecutedvaluenotlessthanRs.40LakhsinTwoContractseach.

OR

c)ExecutedvaluenotlessthanRs.32LakhsinThreeContractseach.



Note:ͲTheword“executed”means

thebiddershouldhaveachievedthecriterionspecifiedinthe

QualifyingRequirements,evenifthetotalcontractisnotcompleted/closed.Incasecontract(s)



isunderexecutionasonthedateoftechnoͲcommercialbidopening,thevalueofworkexecuted

tillsuchdatewillbeconsideredprovidedthesameiscertifiedbytheemployer.



5.2Financialcriteria:

5.2.1TheaverageannualturnoveroftheBidder,intheprecedingthree(3)financialyears

asonthedate

ofTechnoͲCommercialbidopening,shallnotbelessthanRs.80Lakhs(RupeesEightyLakhsonly).

5.2.2Incasethebidderisnotabletofurnishitsauditedfinancialstatementsonstandaloneentitybasis,

theunaudited unconsolidated financialstatements of the biddercan be considered

acceptable

provided the bidder furnishes the following further documents on substantiation of its

qualification:

x Copiesoftheunauditedunconsolidatedfinancialstatementsofthebidderalongwithcopies

oftheauditedconsolidatedfinancialstatementsoftheHoldingCompany.

x AcertificatefromtheCEO/CFOoftheHoldingCompanyaspertheformat

enclosedinthebid

documentsstating thatthe unaudited unconsolidatedfinancial statements formpart ofthe

consolidatedannualreportofthecompany

5.2.3IncasewhereauditedresultsforthelastfinancialyearasonthedateofTechnoCommercialBid

Openingarenotavailable,thefinancialresultscertifiedby

apracticingCharteredAccountantshall

be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing

CharteredAccount antcertifyingitsfinancialparameters,theauditedresultsofthreeconsecutive

financial years preceding the last  financial year shall be considered for evaluating the financial

parameters.Further,acertificatewould

berequiredfromtheCEO/CFOaspertheformatenclosed

inthebiddingdocumentsstatingthatthefinancialresultsoftheCompanyareunderauditason

the date of TechnoͲCommercial Bid Opening and the Certificate from the practicing Chartered

Accountantcertifyingthefinancialparametersisnotavailable

6.0 The biddershallhavetosubmitthefollowingdocuments insupportof meetingthe QRalong

7.0 N

otwithstanding anything stated above, the Employer reserves the right to undertake a physical

assessment of capacity and capabilities including financial capacity and capability of the Bidder/ his

collaborator(s)/associate(s)/ subsidiary(ies)/group company(ies) toperformthe contract, shouldthe

circumstanceswarrantsuchassessmentintheoverallinterestoftheEmployer.

The ph

ysical assessment shall include but not be limited to the assessment of the office/ facilities/

banker’s/referenceworksbyEmployer.Anegativedeterminationofsuchassessmentofcapacityand

capabilitiesmayresultintherejectionoftheBid.

8.0 NTPC reserves the rightto reject any or all bids

or cance

l/ withdraw IFB for the subject package

withoutassigninganyreasonwhatsoeverandinsuchcasenobidder/intendingbiddershallhaveany

claimarisingoutofsuchaction.

bidderwouldrequireuserIDandpasswordwhichcanbecreatedatoureͲtenderwebsiteandsamehas

11.0 NTPCshallallowpu rchase preference,asindicatedinthebiddingdocuments,tobidsfrom local

suppliers as defined  in the bidding documents. The bidders may apprise themselves of the relevent

submissionoftheirbids. 


