3.0 BIDDERS CAN DOWNLOAD THE TENDER DOCUMENTS BEFORE BID SUBMISSION DATE. BID SECURITY
SHALL BE SUBMITTED IN A SEALED ENVELOPE SEPARATELY (OFFLINE) BY THE STIPULATED BID SUBMISSION
CLOSING DATE AND TIME AT THE ADDRESS GIVEN BELOW OR THROUGH ONLINE MODE AS SPECIFIED AT
Clause 4.0 of Vol-II Sec-I SPC. ANY BID WITHOUT AN ACCEPTABLE TENDER FEES, BID SECURITY SHALL BE
TREATED AS NON-RESPONSIVE BY THE EMPLOYER AND SHALL BE REJECTED.
4.0 TENDER FEE SHOULD BE PAID THROUGH ONLINE PAYMENT AT TENDERING PORTAL ONLY. NO OTHER
FORMAT ACCEPTABLE.
5.0 Brief Scope of Work:
The scope of the specification covers supply, erection and commissioning of online DGA KIT for 200MVA, Single
phase, 21/400KV Generator Transformer.
6.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
7.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package
without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any
claim arising out of such action.
8.0 Qualifying Requirements for Bidders:
The Bidders who wish to participate in the bidding process shall satisfactorily establish that they fulfill the
Qualifying Requirements as stipulated hereunder:
8.1 TECHNICAL CRITERIA:
8.1.1 The bidder should be a manufacturer OR ‘channel partner/authorized agent’ of the manufacturer of
permanent installation type Online DGA Monitoring system having following features: DGA should have online
analyzer and monitoring system for Moisture and at least 06 types of gases.
8.1.2 The bidder and/or their manufacturer should have executed/completed similar order(s) during the last
seven (7) years, as on last date of the month preceding the month of publication of NIT:
similar order(s) means:
1) Supply, Installation and ‘commissioning/supervised commissioning’ of at least 05 nos of permanent
installation type Online DGA Monitoring system as above installed on Transformer/Reactor in Power
station/ ‘Switchyard (of 132KV or above)’ (where a 3phase Transformer is installed as separate single
phase Transformer (R,Y &B) each DGA analyzers installed on single phase Transformer will be
considered for counting)
2) The supplied Online DGA as above should have satisfactory performance of minimum two years from
the date of commissioning in an Indian establishment. (For credential towards performance as above,
the Online DGA might be supplied either by the Manufacturer themselves or by their channel
partner/authorized agent)
Note Applicable to Clause 8.1.2:
i. Bidder as a manufacturer shall submit certificate of Incorporation /Manufacturing License or any other
documentary evidence to establish that they are manufacturer as per clause 8.1.1 above. The Bidder as a
Authorized agent of the Manufacturer, shall also submit ‘certificate of Incorporation /Manufacturing License or
any other documentary evidence' from the manufacturer to establish that their principal is the manufacturer as
per clause 8.1.1 above
ii. For this tender, either the Authorized agent or Manufacturer itself can bid but both cannot bid
simultaneously. If an authorized agent submits bid on behalf of the Manufacturer, the same authorized agent
shall not submit bid on behalf of another Manufacturer.
iii. The word “executed” means the bidder should have achieved the criteria specified the clause no 8.1.2 of
QR, even if the total order is not completed/closed. In case any order is under execution as on last date of the
month preceding the month of publication of NIT, the value of supply executed against such order till such will
be considered provided the same is certified by the Owner/Project Authority.
8.2 FINANCIAL CRITERIA:
8.2.1 The average annual turnover of the bidder in the preceding three (3) completed Financial Years as on the
date of techno-commercial bid opening, shall not be less than Rs. 114.91 Lakh (Indian Rupees One Crore
Fourteen Lakh Ninety One Thousand Only)
Note Applicable to Clause 8.2.1:
i. Other income shall not be considered for arriving at annual turnover.
ii. In case where audited results for the last financial year as on date of Techno commercial bid opening are not
available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In
case, bidder is not able to submit the certificate from practicing Chartered Accountant certifying its financial
parameters, the audited results of three consecutive financial years preceding the last financial year shall be
considered for evaluating the financial parameters. Further, a certificate would be required from the CEO/CFO
as per the format enclosed in the bidding documents stating that the financial results of the company are under
audit as on the date of Techno Commercial bid opening and the certificate from the practicing Chartered
Accountant certifying the financial parameters is not available.
