5.0 The date of opening of Price Proposal shall be intimated separately by NTPC after
completion of evaluation of Techno-Commercial Proposal.
6.0 Bid Security (EMD) and Tender Fee shall be submitted in a sealed envelope
separately offline by the stipulated bid submission closing date and time at the
address given below. Any bid without an acceptable Bid Security (EMD), Tender Fee
shall be treated as non-responsive by the employer and shall not be opened. All
credential filled up formats & supporting documents as asked by NTPC are to be
given online as attachments with the bid.
E-Payment: Tender Fee/ EMD may be paid through E-payment on GePNIC portal.
Upon successful E-payment on the portal or Online Payment, an e-receipt shall be
issued to the bidder by the system, a copy of which is to be submitted online by the
bidder in GePNIC portal. While paying through E-payment, bidder should mention
the NIT / Tender No (9900193987) as reference and the same should be mentioned
on self generated e-receipt. There is no need to submit E-receipt physically at SSC SR
Simhadri.
7.0 Any document submitted by the agency in hard copy other than the documents
mentioned at Para 6.0 above, will not be considered. In spite of this condition, if any
document is submitted by the agency in hard copy other than the documents
mentioned at Para 6.0 above before bid opening shall be ignored and the offer
submitted through the e-tendering shall be binding on the agency.
8.0 Micro and Small Enterprises (MSEs) registered with District Industries Centres or
Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir
Board or National Small Industries Corporation or Directorate of Handicrafts and
Handloom, Udyog Aadhaar Memorandum (UAM) or any other body specified by
Ministry of Micro, Small and Medium Enterprises as per MSMED Act 2006,for goods
produced and services rendered, shall be issued the bid documents free of cost and
shall be exempted from paying Earnest Money Deposit.
MSE Bidders who wish to submit valid MSE registration documents, other than
Udyam Registration Certificate, as a proof of being a MSE, shall submit a certificate
by a Practicing Chartered Accountant, for investment in plant &
machinery/equipment, audited turnover and classification of the bidder as MSME as
per MSME Notification S.O. 2119 (E) dated 26th June 2020, in the format appended
at Annexure‐II to ITB.
The above benefits to MSEs are meant for procurement of only goods produced and
services rendered by MSEs. However, traders are excluded from the purview of
Public Procurement Policy and not eligible for Benefits to MSEs. Also, benefits under
Public Procurement Policy for MSEs shall not be extended in Works Contract.
The bidder shall furnish Scanned copy of “Earnest Money Deposit”/ MSE certificate
as per MSMED Act 2006 (if applicable) in accordance with ITB Clause 4.0 along with
the Undertaking to be submitted by MSE Bidder as per the format enclosed with
the Tender Documents .
