1.0 NTPC invites on-line bids from eligible Bidders for aforesaid package, as per the scope of work briefly
mentioned hereinafter.
Brief Scope of Work & other Specific details: “LIAISONING, LOADING SUPERVISION, SAMPLING
WITNESSING & SAMPLE COURIER SERVICE WORKS- NTPC UNCHAHAR”.

4.0 Tender Fee and Bid Security (in case paid in modes other than On-line payment) shall be submitted
in a sealed envelope separately offline before the stipulated bid submission closing date and time at the
address given below. Any bid without an acceptable Tender Fee and Bid Security shall be treated
as non-responsive by the employer and shall not be opened. All credential filled up formats &
supporting documents as asked by NTPC are to be given online as attachments with the bid.
5.0 Any document submitted by the agency in hard copy other than EMD, Tender Fee, Power of Attorney,
and Bid Form before bid opening, will not be considered. In spite of this condition, if any document is
submitted by the agency in hard copy other than aforesaid document, before bid opening shall be
ignored and the offer submitted through the e-tendering shall be binding on the agency.
6.0 A complete set of Bidding Documents may be downloaded by any interested Bidder and cost of the
documents (non-refundable) as mentioned above may be paid by Online Payment. For logging on
to the e-tender Site, the bidder would require user id and and Password which can be created at our
etender and inform the same to concerned package co-ordinator. First time users not allotted any vendor
code are required to submit documents like PAN Card, Address proof and GST registration etc as
mentioned at s.no. 8.0 below, for issue of vendor code.
Note: No hard copy of Bidding Documents shall be issued
7.0 a) MSE vendors with valid MSE certificate / Udyam Registration Certificate are exempted from submitting
Tender Fees as per MSME Order 2012.
However, as per MSME Notification S.O. 2119 (E) dated 26th June 2020, Enterprises, registered with UAM/
DIC/NSIC/ any other body specified by Ministry of Micro, Small & Medium Enterprises (except Udyam
Registration Certificate ) shall be valid upto 31.03.2021.Hence, till 31st March 2021, the registered bidders
seeking exemption and who wish to submit valid MSE registration documents, other than Udyam Registration
Certificate, as a proof of being a MSE, shall submit a certificate by a Practicing Chartered Accountant, for
investment in plant & machinery/equipment, audited turnover and classification of the bidder as MSME in
the format annexed as Annexture-1.
The MSE certificate along with CA certificate are to be submitted offline (in case of off line bid) /
online. Aforesaid EMD Exemption certificate uploaded online shall also be considered.
b)
8.0 First time users not allotted any vendor code are required to submit following details.
a) For creation of vendor code:

iv) Cancel cheque & E.F.T (to be verified by bank)

9.0 Qualifying Requirements:

Technical Criteria
The Bidder should have executed similar work(s) for ‘thermal power
plant/ industrial establishment’ within the preceding seven (7) years prior to

the date of techno-commercial bid opening, meeting the following criteria:
(i)Single order having executed value of above work(s) not less than Rs.
53Lakh.
OR
(ii)Two orders having executed value of above work(s) not less than Rs. 33
Lakh each.
OR
(iii)Three orders having executed value of above work(s) not less than
Rs.27Lakh each.
Similar works means:
(a)Witnessing/supervision of sampling of coal
and/or
(b)Coal Sample Collection and Preparation of Sample at Mines end
and/or
(c)Coal sampling and analysis
and/or
(d)Liaisoning work with Coal Companies and Railways for loading
supervision
Notes for Clause 1.0 above:
Note: If the scope of the reference works includes ‘Coal Sample Courier Service’,
same shall also be considered for calculation of executed value of work for the
purpose of QR.
2.0
Financial Criteria
2.1
The average annual turnover of the Bidder, in the preceding three (3) financial
years as on the date of Techno-Commercial bid opening, should not be less than
Rs. 33 Lakh (Rs. Thirty Three Lakh only).
I
n case a bidder does not satisfy the financial criteria, stipulated above on
its own, its Holding Company would be required to meet the stipulated turnover
requirements above, provided that the net worth of such Holding Company as on
the la
st day of the preceding financial year is at least equal to or more than the
paid-
up share capital of the Holding Company. In such an event, the bidder
would be required to furnish along with its Techno-Commercial
of Undertaking from the Holding Company, supported by the Holding
Company’s Board Resolution as per the format enclosed in the bid documents,
pledging unconditional and irrevocable financial support for the execution of
the Contract by the Bidder in case of award.
In case the bidder is not able to furnish its audited financial statements on stand
alone entity basis, the unaudited unconsolidated financial statements of the bidder
can be considered acceptable provided the bidder further furnishes the following
documents for substantiation of its qualification.
(a) Copies of the unaudited unconsolidated financial statements of the bidder
along with copies of the audited consolidated financial statements of its Holding
Company.
(b) A Certificat
e from the CEO/CFO of the Holding Company, as per the
format enclosed in the bidding documents, stating that the unaudited
unconsolidated financial statements form part of the consolidated annual
financial statements of the Holding Company.
2.2
I
n case where audited results for the last financial year as on the date of
techno commercial bid opening are not available, the financial results certified by
a practising Chartered Accountant shall be considered acceptabl
e. In case,
Bidder is not able to submit the certificate from practising Chartered
Accountant certifying its financial parameters, the audited results for the
three consecutive financial years preceding the last financial year
shall be
considered for evaluating the financial parameters. Further, a Certificate would
be required from the CEO/CFO as per the format enclosed in the bidding
documents stating that the Financial results of the Company are under audit as on
the date of Techno-
commercial bid opening and the Certificate from the
practising Chartered Accountant certifying the financial parameters is not
available.
NOTES:
(i) Other income shall not be considered for arriving at annual turnover.
(ii) "Holding Company" and "Subsidiary" shall have
the meaning ascribed to
them as per Companies Act of India.
(iii)
For Turnover indicated in foreign currency, the exchange rate as on
seven (07) days prior to the date of techno-commercial bid opening
shall be used.
(iv) All financial figures mentioned above are exclusive of GST.
10.0 As a proof of meeting the qualifying requirements, the scanned copies of the following documents will be
required to be uploaded in the technical folder.
a) (i) Award letter / Work Order with bill of quantities (ii) proof of value of work executed as mentioned at
(b) below
b) Documentary evidence issued by the employer as proof of value of work executed clearly indicating
(i) the executed value of the work and (ii) period (giving start date and end date) during which the
work has been executed, in the form of job completion certificate / final deviation order / copies of
measurement book (R/A bills). An employer means Government / Large Industrial Organizations /
Public Sector Enterprises.
c) “Copies of Balance Sheet and Profit & Loss Accounts as audited by a practicing Chartered
Accountant or Certificate of Turnover issued by a Practicing Chartered Accountant clearly indicating
the Books / Records / documents on the basis of which the Certificate is issued”.
Original documents for verifications shall be produced as and when called for.
d) Partnership deed/ affidavit for proprietorship/ certificate of incorporation/ articles of association etc
with latest changes, if any.
e) Copy of Power of Attorney of Authorized Signatory (if applicable)
f) The bidder should have independent P.F. code number allotted by Regional Provident Fund
Commissioner. Copy of PF code allotted by RPFC must be submitted with technical bid.
g) Copy of Sales Tax registration, GSTIN registration & Permanent Account Number (PAN)
11.0 Participation in the tender does not automatically mean that the bidders are considered qualified. NTPC
shall evaluate the qualifying requirements of each bidder as per NIT after opening of technical bids and
the bids of the bidder who is not meeting the qualified requirement shall be treated as non-responsive.
Tender document is not transferable.
Notwithstanding anything stated above, the owner reserves the right to assess the bidders capability
and capacity to perform the contract, should the circumstances warrant such assessment in the overall
interest of NTPC Ltd, and decision of NTPC in this regard shall be final.
12.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered
qualified.
13.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package
without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any
claim arising out of such action.

SPECIAL TERMS & CONDITIONS:
1. The party/agency who is working in any subsidiaries of coal India Limited as third party for coal
sampling work cannot participate in bidding process.
2. The successful L1 bidder cannot work on behalf of coal India Limited or its subsidiaries as third party for
coal sampling work till completion of this contract.
NOTE: Bidders are required to submit deceleration certifying acceptance of special terms and conditions,
clause no 1 & 2 as above in their bid.
