1.0 NTPC invites Online Bids on Open Tender, Two Envelope bidding basis (Envelope-I:

Techno-Commercial Bid & Envelope-II: Price Bid) from eligible bidders for “Supply,

Installation & commissioning of 2 Nos of 220V ,450AH & 3 nos of 24V, 450AH Ni- Cd

Battery Banks at NTPC Dadri Gas Power Project”, India, as per the Scope of Work

mentioned hereinafter.

2.0 BRIEF SCOPE OF WORK

The brief scope of work under this package includes “Supply, Installation &

commissioning of 2 Nos of 220V ,450AH & 3 nos of 24V, 450AH Ni- Cd Battery Banks

at NTPC Dadri Gas Power Project” as detailed in the Scope of work, Terms and

Conditions and BOQ given in the Technical Specification and other sections of Bidding

Documents

3.0 Employer intends to finance the subject package through internal resources.

4.0 Detailed specification, scope of work and terms & conditions are given in the bidding

documents, which are available on-line (www.eprocurentpc.nic.in) as per the following

5.0 Tender Fee and EMD/Bid Security shall be submitted in a sealed envelope separately,

offline by the stipulated bid submission closing date and time at the address given below.

ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE TENDER FEE; EMD/BID

SECURITY; & INTEGRITY PACT IN A SEPARATE SEALED ENVELOPE SHALL BE

REJECTED BY THE EMPLOYER AS BEING NON-RESPONSIVE AND RETURNED TO

THE BIDDER WITHOUT BEING OPENED.

6.0 Qualification Requirements for Bidders

A. Work Criteria (Similar work):

1 The bidder should either be Original Equipment Manufacturer or authorized Dealer/

Supplier of battery banks in India.

2 The Bidder should have successfully executed the works of Supply, Installation and

Commissioning of Ni-Cd Battery Bank system of 24V or above in an industrial

establishment during the preceding seven (07) years reckoned from the date of

Techno-commercial bid opening.

B. Financial Criteria:

1 The average annual financial turnover of the bidder during the last three (03)

financial years as on the date of Techno-commercial bid opening should not be less

than Rs. 66.27 lakhs (Sixty-six lakhs and twenty-seven thousand only)

2 The bidder should have successfully executed any one of the following

“Similar work” during the preceding seven years as on the date of Techno-

commercial bid opening:

 Single (1) order of contract value not less than Rs. 53.02 Lakhs

 Two (2) orders, each of contract value not less than Rs. 33.14 Lakhs

 Three (3) orders, each of contact value not less than Rs. 26.51 Lakhs

3 The word “executed” mentioned above means the bidder should have

achieved the above-mentioned financial criteria (B.2), even if the total

contract is started earlier and / or is not completed/closed.

4 In case where audited results for the last financial year as on the date of

Techno-commercial bid opening are not available, the financial results

certified by a practicing Chartered Accountant shall be considered

acceptable. In case bidder is not able to submit the certificate from practicing

Chartered accountant, certifying its financial parameters, the audited results

of the three consecutive financial years preceding the last financial year shall

be considered for evaluating the financial parameters. Further, a certificate

would be required from the CEO/CFO as per the format enclosed in the

bidding documents stating that the financial results of the company are under

audit as on the date of Techno-commercial bid opening and the certificates

from the practicing Chartered Accountant certifying the financial parameters

are not available.

5 In case the bidder is not able to furnish it’s audited financial statements on

standalone entity basis, the unaudited unconsolidated financial statements of

the bidder can be considered acceptable provided the bidder further

furnishes the following documents for substantiation of its qualification:

a. Copies of the unaudited unconsolidated financial statements of the

bidder along with copies of the audited consolidated financial

statements of its Holding Company.

b. A Certificate from the CEO/CFO of the Holding Company, as per the

format enclosed in the bidding documents, stating that the unaudited

unconsolidated financial statements form part of the consolidated

annual financial statements of the Holding Company.

6 Other income shall not be considered for arriving at annual turnover.

7 Techno Commercial Bid Opening date shall be first scheduled Techno

Commercial Bid Opening Date.

8 The bidder should have a separate valid GST registration number and PAN

Number.

9 Notwithstanding anything stated above, the Employer reserves the right to

assess the capabilities and capacity of the Bidder/ his collaborators/

associates/ subsidiaries/group companies to perform the contract should the

circumstances warrant such assessment in the overall interest of the

Employer.

7.0 A Complete Set of Bidding Documents are available on NTPC e-tender site at

http://eprocurentpc.nic.in. Bidders are required to have GePNIC User ID and Password for

downloading Tender Documents, by registering themselves on GePNIC Site

(http://eprocurentpc.nic.in). Tender Documents may be downloaded by any interested

bidder free of cost.

For access in GePNIC site, a valid Class III digital signature of the authorized person

of the agency is a pre-requisite.

First time users not allotted any vendor code are required to approach NTPC at least three

working days prior to last date of bid submission and submit following details:

a) For creation of vendor code:

I. Company/ Firm registration copy, GST registration copy, PAN detail copy

II. Valid email ID, Contact No.

III. Address Proof

IV. Cancelled cheque & EFT form (to be verified by bank)

b) For registration in GePNIC (Govt. e-Procurement National Informatics Centre) portal

II. Click on online bidder enrolment & fill up your details

III. Send the copy of registration acknowledgement to dealing officer of case.

8.0 Preference to Make In India and granting of purchase preference to local suppliers

NTPC shall allow purchase preference, as indicated in the bidding documents, to bids from

local suppliers as defined in the bidding documents. The bidders may apprise themselves

of the relevant provisions of bidding documents in this regard before submission of their

bids

For availing the Preference under Make in India (granting of purchase preference to

local suppliers) the minimum local content shall be 78%.

In case a bidder does not submit the aforesaid declaration or no value is indicated by the

bidder or statement/any declaration like ‘later’, ‘to be furnished later’, ‘NA’ etc. are indicated

by the bidder against value/percentage of local content, then the bidder shall not be

considered as a local supplier and “shall not be eligible for any purchase preference.

9.0 No Queries from Bidders, whatsoever, shall be entertained by the Employer beyond

the last date of receipt of Queries/ Pre-Bid Conference (if applicable) as specified

above.
