3. Qualifying Requirements:
Completion Period: 12 Months
1.0 Technical Criteria
Route-1
1.1 The bidder should be a Manufacturer of 'Turbine Condenser For Power Plants and should have
Supplied at least 1 No. Turbine Condenser for Unit Capacity at least 100 MW', which should have
been in successful operation for at least one (1) year, prior to the date of techno-commercial bid
opening.
Route-2
2.1 Bidder should be a Manufacturer of ‘Cu- Nickel Tubes/Pipes’ and should have
Manufactured and Supplied Cu- Nickel Tube /Pipe, of Size OD 30 MM, thickness 1mm' or more,
to any industry, prior to the date of techno-commercial bid opening.
AND
2.2 The bidder should have Manufactured and Supplied ‘Cu-Nickel Tube/Pipes’ to any
industry, prior to the date of techno commercial bid opening, meeting the following criteria:
i. Single order of value not less than Rs 532.22 Lakh.
OR
ii. Two orders of value not less than Rs 332.64 Lakh each.
OR
iii. Three orders of value not less than Rs 266.11 Lakh each
Note: All values are exclusive of GST/other taxes.
Notes for Clause 1.0 above:
The bidder has to meet the Technical Criteria at 1.0, either through Route-1 or through “Route-
2, clause 2.1 and clause 2.2” for evaluation of qualifying requirement.
The word “Executed/Suppliedmeans the Bidder should have achieved the criteria specified in
the qualifying requirements at Clause 1.0, even if the contract has been started earlier and/or is
not completed/ closed.

2.0 Financial
Criteria
The average annual turnover of the Bidder, in the preceding three (3) financial years as on the
date of Techno-Commercial bid opening, should not be less than Rs 665 Lakhs. (Rupees Six Crore
Sixty Five Lakh only).
Notes for Clause2.0 above:
(i) In case where audited results for the last financial year as on the date of techno commercial
bid opening are not available, the financial results certified by a practicing Chartered Accountant
shall be considered acceptable. In case, Bidder is not able to submit the certificate from practicing
Chartered Accountant certifying its financial parameters, the audited results for the three
consecutive financial years preceding the last financial year shall be considered for evaluating the
financial parameters, a Certificate would be required from the CEO/CFO as per the format
enclosed in the bidding documents starting financial results of the company are under audit as
on the date of techno-commercial bid opening and the certificate from a practicing chartered
accountant certifying the financial parameters is not available.
(ii) Other income shall not be considered for arriving at annual turnover.

6. Bidders are advised to download the Bid Documents well in advance, as no clarification shall
be permitted after clarification end date.
7. Clarification on bidding documents: Any queries/clarification may be asked by bidder in
GePNIC/e-tendering portal only (through ‘seek clarification’ tab) and no email queries/
clarifications will be entertained. The queries will be answered by NTPC and posted in the
GePNIC/e-tendering Portal. The bidders can view all queries and all answers once they are posted
in the above portal.

8.
Tender documents are non-transferable. Only the bidder, in whose name the tender documents are
downloaded, is allowed to submit offer. No bidder other than the original bidder in whose name the
tender documents are sold/downloaded can submit the offer.
9. Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
10. Participation in the tender does not automatically mean that the bidders are considered qualified.
NTPC shall evaluate the documents, submitted against qualifying requirements, of each bidder as per NIT
after opening of technical bids. The price bids of the bidder, who is not meeting the qualifying
requirements, shall not be considered for opening/further processing.
11. NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation for bids without
assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising
out of such action.
12. NTPC will not be responsible for any loss/late receipt/non-receipt of applications for tender
documents/EMD documents/bids due to any postal delay or delay, in any form, in transit.
13. The Bidder would be required to be registered at our e-tendering portal. First time users are required
to register themselves on NTPC e-tendering portal after filling up the required details. First time users, not
allotted any vendor code by NTPC, should send a copy of the registration details (as done at our e-
tendering portal) for creation of NTPC vendor code to the e-mail address as specified in this NIT under
“Package Coordinators” with following documents at least three working days prior to Bid document sale
end date:
i. Request on the letterhead of the Company/firm
ii. Scan Copy of GST Registration
iii. Scan Copy of PAN no.
iv. Email ID and Contact No.
v. Name and Designation of the Contact person
vi. Cancelled Cheque & E.F.T. form duly verified by bank

(i) Format of E.F.T. (Electronic Fund Transfer) is attached along with bidding documents (in Standard
Formats & Check Lists etc.)
(ii) Original Cancelled Cheque & E.F.T. form duly verified by bank are also to be sent offline (by post/by
