INVITATION FOR BIDS (IFB)
A. NPGC Limited (Wholly Owned subsidiary of NTPC Ltd), Nabinagar Super Thermal Power
Station, Aurangabad- 824303 invites bids from eligible bidders for the following package:
Construction of concrete paving along with workers' sheds at different locations of CHP & MGR to
facilitate smooth & safe operation of CHP & MGR”
B. QUALIFYING REQUIREMENTS:Applicable (As Enclosed Below).
C. BRIEF SCOPE OF WORK: As specified in RFQ document.
D. Applicability of MSME, Local Purchase content, and Reverse auction clauses are indicated at SCC
document. As per SCC, The bidders may apprise themselves of the relevant provisions of bidding
documents in this regard before submission of their bids.
E. A Complete set of bidding Document may be downloaded by any interested Bidder directly
through NTPC eProcurement Portal, https://eprocurentpc.nic.in.
F. Tender documents are non-transferable. No bidder other than the original bidder in whose name
the tender documents are sold / downloaded can submit the offer.
G. Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
H. Bidder shall ensure that EMD details (Original Bank Guarantee / Original Demand Draft / Original
Banker's Cheque, as applicable) shall reach us on or before the Bid Submission End Date & Time.
Bid Security / EMD is to be paid in the form of Bankers Cheque / Demand Draft drawn in favour
of “Nabinagar Power Generating Co. Ltd.” Payable at Majhiawan/Barun/Aurangabad,
DISTRICT: Aurangabad, Bihar”.
Or
An irrevocable Bank Guarantee of any Nationalized or Scheduled Bank* in favour of Nabinagar
Power Generating Co. Ltd., as per NPGC pro-forma shall also be accepted as Bid Security /
EMD. Pro-forma of the Bank Guarantee given in bid documents section VII.EMD / Bid Security of
inadequate-value / unacceptable format shall not be entertained and such bids shall not be opened.

Bid Security”shall be submitted in sealed envelopes separately offline by the stipulated bid
submission closing date and time at the address given below. Any bid without an acceptable Bid
Security shall be treated as non-responsive by the employer and shall not be opened. All
credentials/ filled up formats & supporting documents as asked by NPGC are to be submitted as
attachments with the bid.
Note-
1.1 In case of Bidders opting for Bank Guarantee as Bid Security but unable to send the Original Bank
Guarantee in physical form at the tender opening location, following shall be applicable:
(i) The issuing bank shall intimate through their own official e-mail id to concerned C&M department (Refer
IFB) with a copy to Bidder regarding issuance / extension of BG along with following documents:-
(a) The scanned copy of the BG.
(b) SFMS message acknowledgement copy sent to NPGC/NTPC banker stating the date of sending.
(c) An undertaking through official e-mail id of bank as per format enclosed at Annexure-A
SFMS message must be sent to the Employer’s bank whose details are mentioned in Below.

SFMS confirmation shall be obtained by concerned NPGC executive (as per System Circular no. 734)
from Employer’s bank with regard to issuance of Bank Guarantee before award.
(ii) Bidders shall be required to upload the scanned copy of the BG on GepNIC / e-tendering portal.
1.2 In case of Bidders opting for Demand Draft / Banker’s Cheque as Bid Security / Cost of Bidding
documents (Tender Fee), following shall be applicable:
(i) Bidders who are unable to submit online EMD Bid Security / Cost of Bidding documents through GepNIC
portal may opt for Online Transfer of Bid Security / Cost of Bidding documents through NEFT/RTGS
to NTPC’s Bank whose details are provided in the Bidding Document.

the Bidding Document:

I. NPGC Ltd reserves the right to reject any or all bids or cancel / withdraw the Invitation For
Bids (IFB) without assigning any reason whatsoever and in such case no bidder / intending
bidder shall have any claim arising out of such action.

Qualifying Requirement of Bidders:
In addition to satisfactory fulfilment of the Qualifying Requirements stipulated in Section
ITB (Instruction to Bidders) of the Bid Documents, the following shall also apply:
1.
Technical Criteria for participating in the bidding process:
(i)
The bidder should have executed
contract(s) for construction of RCC

Building/Structure/roads/Bridges/Culverts for the following contract values in the
preceding 7 (seven) years reckoned as on the Bid Opening :
a) Single order of value not less than Rs
123.00 lakhs
or
b) Two orders each of value not less than

c) Three orders each of value not less than

Notes:
The word “executed” above means that the bidder should have achieved the criteria
mentioned in the Qualifying Requirement within the period specified even if the total
contract has been started earlier and/or is not completed/closed.
2.Financial Criteria for participating in the bidding process:
The average annual turnover of the bidder in the preceding 3 (three) financial years as on
the date of bid opening shall not be less than Rs. 154.00 lakhs.
Following may also be noted towards meeting the financial criteria:-
I. Other income shall not be considered for arriving at the annual turnover.
II. In case where audited result of the last financial year as on date of Techno-commercial
bid opening is not available, the financial results duly certified by a practicing Chartered
Accountant shall be considered acceptable. In case the bidder is not able to submit the
certificate from a practicing Chartered Accountant certifying its financial parameters, the
audited results of three consecutive financial years preceding the last financial year shall
be considered for evaluating the financial parameters.
III. Original documents shall be produced for verification as and when called for.
3.Notes:
The following credentials are to be submitted by the bidders along with bid documents in
support of meeting the Qualifying Requirement as stipulated for the package.
a)
Legible copies of documents (Award Letter/BOQ/Agreement) for “similar” work(s)
and Completion Certificate / copy of owner certified Measurement Book(s)/
Bills/Receipts towards proof of work executed, clearly indicating total value of work
executed and the period of execution in respect of the award.
b) Audited balance Sheet and Profit & Loss Account for the last three financial years.
c) Partnership Deed/Affidavit for Proprietorship/Certificate of Incorporation.
