While submitting the bid for the subject work , please upload the details of Tender Fee and
EMD if submitted offline along with your offer. In case of E-Payment , upon successful
E-payment on the portal for Tender fee and EMD, a e-receipt shall be issued to the bidder
by the system, a copy of which is to be submitted by the bidder with the bid as document
towards e-payment of EMD.
Tender Fee is non-refundable & No claim in this respect will be entertained.
Tender Fee can be submitted in the form of DD/BC in favour of "NTPC Ltd" , paybale at
SIPAT SBI (Branch : 4304) and the details of which may please be uploaded on GEPNIC
Portal (Offline Mode).
Tender Fee can be submitted online also through E-payment by credit card/Debit
card/Net Banking on the NTPC e-tender GEPNIC Portal.
First time users not allotted any vendor code are requested to approach NTPC at least ten
working days prior to Document download close date and submit the Following :

5.0 QUALIFYING REQUIREMENTS FOR BIDDERS :
The bidders who wish to participate in the bidding shall satisfactorily establish that they fulfill the
following Qualifying Requirements.:
5.1 TECHNICAL CRITERIA :

5.1.1
A. The bidder should have erected and commissioned Dry/Wet Ash
Handling System of Coal based plant of 1000MW or above in India
in last 7 years reckoned as on the date of techno-commercial bid
opening.
OR
B. The bidder should have executed the works of Operation and
Maintenance/ or Maintenance of Dry/Wet Ash Handling System of
Coal based plant of 1000MW or above in India for a period of one
year or more in a single contract in the preceding seven (07) years
reckoned as on the date of techno-commercial bid opening.
5.1.2 The bidder should have executed the similar work in India during the preceding seven (7)
years reckoned as on the date of techno commercial bid opening having:
• Executed value not less than Rs. 214 Lakhs in a Single Contract.
OR
• Executed value not less than Rs. 134 Lakhs in Two Contracts each.
OR
• Executed value not less than Rs. 107 Lakhs in Three Contracts each.
Similar works is explained at point no. 5.1.1.
Note The word "executed" means the bidder should have achieved the criterion specified in the
QR, even if the total contract is not completed/closed. In case of contract(s) under
execution as on date of techno commercial bid opening, the value of work executed till such
date will be considered provided the same is certified by the employer.
5.2 Financial Criteria :
5.2.1 The average annual turnover of the Bidder, in the preceding three (3) financial years as on
the date of Techno-commercial bid opening, shall not be less than
Rs. 268 Lakhs
(Rupees Two Hundred and Sixty Eight Lakhs only).
5.2.2 Net worth of bidder shall not be less than 100% of the bidder’s paid up share capital as on
the last day of the preceding financial year. In case the Bidder meets the requirement of Net
worth based on the strength of its Subsidiary(ies) and/or Holding company and/or
Subsidiaries of its Holding Companies wherever applicable, the Net worth of the Bidder and
its Subsidiary(ies) and/or Holding company and/or Subsidiary(ies) of the Holding
Company, in combined manner should not be less than 100% of their total paid up share
capital.However individually, their Net worth should not be less than 75% of their
respective paid up share capitals.
Net worth in combined manner shall be calculated as follows:
Net worth (combined)=(x1+x2+x3)/(y1+y2+y3)x100 where x1, x2, x3 are individual net
worth which shall not be less than 75% of the respective paid up share capitals and y1, y2,
y3 are individual paid up share capitals.
5.2.3 In case where audited results for the last financial year as on the date of Techno
Commercial Bid Opening are not available, the financial results certified by a practicing
Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit
the Certificate from practicing Chartered Accountant certifying its financial parameters, the
audited results of three consecutive financial years preceding the last financial year shall
be considered for evaluating the financial parameters. Further, a certificate would be
required

from the CEO/CFO as per the format enclosed in the bidding documents stating that the
financial results of the Company are under audit as on the date of Techno-Commercial Bid
Opening and the Certificate from the practicing Chartered Accountant certifying the
financial parameters is not available.
5.2.4 In case the bidder is not able to furnish its audited financial statements on standalone
entity basis, the unaudited unconsolidated financial statements of the bidder can be
considered acceptable provided the bidder furnishes the following further documents on
substantiation of its qualification.
Copies of the unaudited unconsolidated financial statements of the bidder along
with copies of the audited consolidated financial statements of the Holding
Company.
A certificate from the CEO/CFO of the Holding Company as per the format enclosed
in the bid documents stating that the unaudited unconsolidated financial
statements formpart of the consolidated annual report of the company.
5.2.5 In case a bidder does not satisfy the financial criteria, stipulated at Cl. 5.2.1 and/ or
Cl.5.2.2 above on its own, the holding company would be required to meet the stipulated
turnover requirements at Cl.5.2.1 above, provided that the net worth of such holding
company as on the last day of the preceding financial year is atleast equal to or more than
the paid-up share capital of the holding company. In such an event, the bidder would be
required to furnish along with its bid, a Letter of Undertaking from the holding company,
supported by Board Resolution, as per the format enclosed in the bid documents, pledging
unconditional and irrevocable financial support for the execution of the Contract by the
bidder in case of award.
Notes i. Net worth means the sum total of the paid up share capital and free reserves. Free
reserve means all reserves credited out of the profits and share premium account but does
not include reserves credited out of the revaluation of the assets, write back of depreciation
provision and amalgamation. Further any debit balance of Profit and Loss account and
miscellaneous expenses to the extent not adjusted or written off, if any,shall be reduced
from reserves and surplus.
ii. Other income shall not be considered for arriving at annual turnover.
iii. “Holding Company” and “Subsidiary Company” shall have the meaning ascribed to
them as per Companies Act of India.
6.0 Techno-Commercial Bid (i.e Technical Bid & Price Bid ) Submission - COVER-
I/COVER-II/COVER-III & IV OF GEPNIC:
This is an E-tender case and bidders shall submit bid (i.e Technical Bid & Price Bid) in ONLINE
ONLY. Bids sent in physical form thru any other means /media is not at all acceptable and it
may be liable for rejection.

IN COVER-1 OF GEPNIC PORTAL :
i.
TENDER FEE of INR 3,375/-(inclusive of GST@18%) in the form of DD/BC is to be
submitted in sealed envelope in Physical Form/ Offline within the scheduled period. Any
techno-commercial bid not accompanied by an acceptable Tender Fee in a separate sealed
envelope shall be rejected by NTPC Ltd, SSC-WR-II-Sipat as being non-responsive and will not
be considered for Opening.
ii.
EMD of INR 10,00,000/- in the form of DD/BC/BG is to be submitted in sealed envelope in
Physical Form/ Offline within the scheduled period. Any techno-commercial bid not
accompanied by an acceptable EMD in separate sealed envelope shall be rejected by NTPC Ltd,
SSC-WR-II-Sipat as being non-responsive and will not be considered for Opening. (* Format for
BG, Please refer to Section-VII , Forms & Procedure).
The Bid Security shall remain valid for a period of Forty five (45) days beyond the original Bid
validity period or beyond any extension in the Period of Bid validity subsequently requested i.e.

for a period of 225 days in case of bid validity for 180 days from the date of opening of the
tender and for a period of 135 days in case of bid validity for 90 days from the date of opening
of Techno-commercial offer.
In case Bid Security is submitted by way of DD / Bankers Cheque same should be payable at
Sipat.
While issuing the physical BGs, the Bidder’s Bank shall also send electronic message through
secure SFMS (in case of BGs issued from within India) or SWIFT (in case of BGs issued from
outside India) to Employer’s Beneficiary Bank whose details are provided herein below :

NIL DEVIATION CERTIFICATE : During the submission of Techno-Commercial Bid & Price
Bid, Bidders are required to accept ‘All Common Contract Attribute as GTE’ while submitting
the bid online on GePNIC website as acceptance of the compliance to the complete terms,
conditions and Technical Specifications of Bidding Documents and Amendment(s)/
Clarifications(s) (if any).
If a Bidder has ticked the following attribute as YES under the GTE TAB in GEPNIC Portal
:

Then it will be deemed that the bidder has submitted and accepted ‘Nil Deviation
Certificate’ along with the quotation.
Without the aforesaid certification bidders will not be allowed to submit their offer.
The certification shall also be considered as Bidder's confirmation that any deviation to
the Provisions of bidding document found anywhere in their Bid Proposal, implicit or
explicit, shall stand unconditionally withdrawn, without any cost implication whatsoever
to the Employer, failing which the bid security shall be forfeited.
Hence , Bidders are requested to accept the aforesaid compliance online in GEPNIC portal
under GTE tab which can be considered as Bidder's Confirmation and Acceptance against
NIL DEVIATION FOR THE SUBJECT PACKAGE.

Note
: Bidders having eligible NSI/SSI/MSE certificate may be exempted from paying
EMD & TENDER FEE with appropriate documentary proof. Bidders can submit EMD &
Tender Fee exemption certificates like NSI/SSI/MSE/DIC/EM Part-I&II online in
GEPNIC portal under the specified cover respectively duly signed and sealed.
In case the bidder wants to submit the EMD and Tender Fee exemption certificate in
physical form , the same is to be submitted by the bidders along with the bid in a
separately sealed envelope which shall be opened prior to opening of the techno-
commercial Bid . The sealed envelopes must be super scribed with NIT No.
9900201075 , Date of Opening of Technical Bid , Sender's Name & Address.
EMD & TENDER FEE can be submitted online also through E-payment on the
NTPC e-tender GEPNIC Portal.
Situation under which Bids are liable for Rejection :
The Online Bids of the Bidders are liable for rejection if bidder's fail to upload/submit the
following before the bid submission end date :
1.DD/BC/BG of INR 10,00,000/- against EMD ( To be submitted online/offline)
2.DD/BC of INR 3,375/- against TENDER FEE ( To be submitted online/offline)

NIL DEVIATION CERTIFICATE : To be accepted online by clicking YES under GTE Tab in GEPNIC
Portal.
Any Bid not accompanied by the requisite Earnest Money Deposit , TENDER FEE , in
accordance with the aforesaid provisions shall be rejected by the employer as being
Non-responsive and shall be rejected without being opened as per ITB clause no. 14.4.
7.0 Technical Bid / Price Bid of the Bidders who have not submitted requisite amount of EMD , Tender
Fee (in form of DD/BC/BG – online/offline) shall not be considered.
8.0 NTPC Ltd shall not be liable for loss/non-receipt/late receipt of EMD in postal transit. No claim
in this respect will be entertained. However, NTPC reserves the right to accept or reject late/delayed EMD
No interest will be payable by the Owner on the said amount covered under EMD/other security
documents.
9.0 Offline Offer will not be accepted to NTPC for the subject tender. No claim in this respect will be
entertained.
10.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject
package without assigning any reason whatsoever and in such case no bidder/intending
bidder shall have any claim arising out of such action.
11.0 NO Hard Copy of Bidding Documents shall be Issued & also Transfer of Bidding Documents
purchased by one intending bidder to another is not permissible.
