3.0 Qualification Requirements for Bidders:
In addition to the requirements stipulated in Section ITB (Instructions to
Bidders), the Bidder shall also meet the Qualifying Requirements stipulated
hereunder:

1. Agency should have Maintenance experience of 500MW or above steam turbine
and Auxiliaries like CEP, MDBFP, TDBFP,Vacuum Pump, Heat exchangers and
high pressure valves.
2.Agency should have successfully executed Annual maintenance contract in
Turbine & auxiliaries of 500MW or above during last three years.
1.0 TECHNICAL CRITERIA:
The bidder must have executed any of the following works in the past seven (07)
years reckoned from the date of techno- commercial bid opening:
1.1 Route 1:
“Annual Maintenance Contract of Steam Turbine alongwith its auxiliaries, for unit
size of 500MW or higher in a thermal power plant”
OR
1.2 Route 2:
”Contract for Capital Overhaul of Steam Turbine alongwith its auxiliaries, for unit
size of 500MW or higher in a thermal power plant”
OR
1.3 Route 3:
“Erection & commissioning works of Steam turbine and its auxiliaries, for unit size
of 500MW or higher in a thermal power plant”
FINANCIAL CRITERIA:
Average annual financial turnover of the Bidder during the preceding three (03)
financial years prior to techno-commercial bid opening shall not be less Rs. 269
Lakh (INR Two Hundred Sixty-nine Lakhs only).
In case a bidder does not satisfy the financial criteria, stipulated above on its own,
its Holding Company would be required to meet the stipulated turnover
requirements as above, provided that the Net Worth of such Holding Company as
on the last day of the preceding financial year is at least equal to or more than the
paid-up share capital of the Holding Company. In such an event, the Bidder would
be requested to furnish along with its Techno-Commercial bid, a Letter of
Undertaking from the Holding Company, supported by the Holding Company’s
Board Resolution,as per the format enclosed in the Bid Documents, pledging

unconditional & irrevocable financial support for the execution of the Contract by
the Bidder in case of award.
In case the bidder is not able to furnish its audited financial statements on stand-
alone entity basis, the unaudited unconsolidated financial statements of the bidder
can be considered acceptable provided the bidder further furnishes the following
documents for substantiation of its qualification:
(i)Copies of the unaudited unconsolidated financial statements of the bidder along
with copies of the audited consolidated financial statements of the Holding
Company.
(ii)A certificate from the CEO/CFO of the Holding Company, as per the format
enclosed in the bidding documents, stating that the unaudited unconsolidated
financial statements form part of the consolidated financial statements of the
Holding Company.
In cases where audited results for the last financial year as on the date of
Techno-commercial bid opening are not available, the financial results certified
by a practicing Chartered Accountant shall be considered acceptable. In case,
Bidder is not able to submit the certificate from practicing Chartered Accountant
certifying its financial parameters, the audited results for the three (03) consecutive
financial years preceding the last financial year shall be considered for evaluating
the financial parameters.
Further, a certificate would be required from CEO/CFO as per the format
enclosed in the bidding document stating that the financial results of the company
are under audit as on the date of Techno-commercial bid opening and the
certificate from the practicing Chartered Accountant certifying financial parameters
is not available.
Net worth of the Bidder should not be less than 100% (hundred percent) of
its paid up share capital as on the last day of the preceding Financial year on the
due date of Techno-commercial bid opening.
In case the Bidder does not meet the Net worth criteria on its own, it can meet the
requirements of Net worth based on the strength of its Subsidiary(ies) and/or
Holding Company and/or Subsidiaries of the Holding Companies wherever
applicable. In such a case, however the Net worth of the Bidder and its
Subsidiary(ies) and/or Holding Company and/or Subsidiaries of the Holding
Companies, in combined manner should not be less than 100% of their total paid
up share capital. However individually, their Net worth should not be less than 75%
of their respective paid up share capitals.
Net worth in combined manner shall be calculated as follows:
Net worth (combined)= [ (X1+ X2 +X3) / (Y1 +Y2+Y3)] X 100 Where X1, X2, X3
are individual Net worth which should not be less than 75% of the respective paid
up share capitals and Y1, Y2, Y3 are individual paid up share capitals.
Notes:
(i) Net worth means the sum total of the paid up share capital and free
reserves. Free reserve means all reserves credited out of the profits and share
premium account, but does not include reserves credited out of the revaluation
of the assets, write back of depreciation provision and amalgamation. Further
any debit balance of Profit and Loss account and miscellaneous expenses to
the extent not adjusted or written off, if any, shall be reduced from reserves and
surplus.
(ii) Other income shall not be considered for arriving at annual turnover
figures.
(iii) “Holding Company” and “Subsidiary Company” shall have the meaning
ascribed to them as per Companies Act of India.
(iv) For Annual Turnover indicated in foreign currency, the exchange rate as
on seven (07) days prior to the date of techno-commercial bid opening shall be
used.
(v) The word “executed” means; bidder should have achieved the criteria
specified in above QR even if the total contract is not completed / closed.
4.0 SUBMISSION OF BIDS:
4.1 All bids must be accompanied by Bid Security for an amount as specified above in the form as
stipulated in the Bidding Documents.
The bidder who has downloaded the Bidding Documents from the GePNIC Site and is
submitting the Tender ,must submit the cost of bidding documents in the form of a Crossed
Demand Draft / Pay Order/ Banker's Cheque (non- refundable) of the cost of the documents
as mentioned above in favor of NTPC Ltd., payable at SBI, NTPC Barh Campus or directly by
Credit Card/ Net Banking through the e-payment gateway at our GePNIC Site.
Documents to be submitted offline: ‘Tender Fee’ (non-refundable) and ‘EMD/Bid Security’ ’ shall
be submitted in sealed envelopes separately before the stipulated bid submission closing date and
time at the address SSC, ERHQ-I, Barh, NTPC Ltd, PO. NTPC Barh, Dist- Patna, Bihar - 803215.
Any bid without an acceptable ‘Tender Fee’ and ‘EMD/Bid Security’, shall be treated as non-
responsive by NTPC and shall not be opened.
Bidders who has submitted Tender Fee and EMD/Bid security through online mode should
attach the scanned copy of receipt/proof of payment at the relevant place(Fee details) while
submitting the Tender in GePNIC portal.
4.2 Exemptions for EMD value /Tender fees:
4.2.1Exemptions:
(i) Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi
and Village Industries Commission or Khadi and Village Industries Board or Coir Board or
National Small Industries Corporation or Directorate of Handicrafts or Udyog Aadhar
registered vendor and Handloom or any other body specified by Ministry of Micro, Small
and Medium Enterprises as per MSMED Act 2006,for goods produced and services
rendered, shall be issued the bid documents free of cost and shall be exempted from
paying Earnest Money Deposit.
(ii) IIMs/IITs/NITs/IISc./CBRI/CPRI/GSI/CWPRS/CWC and other Govt. Institutes/agencies
(excluding PSUs) are also exempted from submission of EMD.
Bidders seeking exemption for EMD & Tender Fee should submit a Photocopy of valid
registration certificate preferably attested by Notary / Gazetted Officer/ Magistrate 1st
class, giving details such as validity, stores etc.
In case of any doubt on eligibility of such exemption/concession, bidder may get clarification
from NTPC official before submission of their bid.
4.2.2 For availing MSE benefits for purchase preference, bidder shall confirm that they are
manufacturer of all the item(s) specified in the bidding documents, which are a pre requisite for
extending MSE benefits of purchase preference. In case, Bidder is not a manufacturer of all
such items which are a pre-requisite for extending MSE benefits of purchase preference, but is a
manufacturer of atleast one of the item(s) of the package, then benefits of EMD and Tender fee
exemption only shall be extended in such cases and its bid shall be evaluated / treated
as Non-MSE bid. In support of above claim regarding manufacturing of each of the specified
Item(s), Bidder will furnish necessary details of Stores/ Category of items etc. as mentioned in
the MSE registration certificate along with the above Undertaking. In case, such details are not
available in the Registration Certificate furnished by the Bidder for any of the above item(s),
other relevant details / documentary evidence will be furnished along with the Undertaking
in support of the claim that such item(s) are manufactured by the Bidder. Format for declaration /
undertaking by bidder at Annexure-A2
Benefits to MSEs are applicable only for (1) Goods produced and (2) Services provided by
MSEs. MSE benefits shall not be applicable to Trader/Dealer of Goods. Further, MSE benefits
shall also not be applicable for Works Contracts.
MSE bidders seeking Exemption from EMD / Tender Fee must online submit the following:
(a) Valid MSE Certificate / Document
(b) Declaration / Undertaking by bidder at Annexure-A2.
(c) Details of Stores/ Category of items etc. as mentioned in the MSE registration certificate or
other relevant documents manufactured by the bidder.
In case of MSEs availing ‘EMD and tender fee’ exemption based on relevant certificates of
MSEs and undertaking as elaborated above submitted by them, it will be deemed that MSE
benefits (for EMD and tender fee) have been extended provisionally. The evaluation of bid as
MSE shall be done only after detailed scrutiny/evaluation of documents submitted by MSEs for
availing ‘EMD and tender fee’ benefit. If the documents submitted for availing MSE benefits
found in Non Compliance, the bid submitted by the concerned bidder shall be rejected and shall
not be evaluated further.
Note:
The scan copy of on-line payment receipts/ MSE Benefit Certificate(if applicable) and MSE
Undertaking /Declaration(if applicable) shall be attached at the designated place in GePNIC
Portal.
4.4 The Bid Security of all the unsuccessful Bidders will be returned after award of the Job.
4.5 TECHNO COMMERCIAL BID:
Techno Commercial bid is to be submitted in the e-procurement portal of NTPC
(GePNIC).
It is suggested that the bidder may fill the techno commercial bid well in advance to
avoid last minute problems/rush in the system. Techno Commercial bid is to be filled
online after carefully examining the documents/ conditions and the schedule of work. All
the prices are to be filled in at the relevant fields in attached BOQ Excel sheet. Bidder
shall also upload all the required documents as required including scanned copy of i)
Tender fee, ii) Bid Security, iii)Power of Attorney, v) NIL deviation certificate , vi) Local
Content Declaration in relevant folder online.
5.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation for
Bids (IFB) for the subject package without assigning any reason; whatsoever, and in
such case no bidder/intending bidder shall have any claim arising out of such action.
6.0 Issuance of bid documents to any Bidder shall not construe that such bidder is
considered to be qualified.
7.0 Transfer of Bidding Documents purchased by one intending bidder to another is not
permissible.
8.0 A complete set of Bidding Documents may be downloaded by any interested bidder
directly through NTPC e-procurement portal, https://eprocurentpc.nic.in.
Note: No hard copy of Bidding Documents shall be issued.
9.0. Procedure of bid opening: For submission of bids, the time and scheduled Bid
Submission Date shall be treated as cut-off line, and accordingly, the bids shall be
frozen. The online bidding system will not allow bid submission after the respective
specified expiry date and time. Make sure the bid submission is completed well in
advance of the time. The tender Committee or their authorised representatives shall
open the Technical bid and evaluation shall be done. If the scheduled Bid Opening
Date happens to be a closed holiday, the next working day shall be treated as Bid
Opening Date.
10.0. Technical Bid shall be evaluated for conformity to NTPC's requirements. Wherever
clarifications are required, same shall be taken through exchange of correspondence.

12.0 Important Note:
In case GST registered Bidder has quoted GST rate as ‘0’ (Zero) / Nil/left blank in
online GePNIC BOQ sheet , the final quoted price against each BOQ shall be
considered to be inclusive of GST as applicable, and in case of placement of PO,
contract price shall be worked out by deducting GST amount from quoted amount.
