1. Patratu Vidyut Utpadan Nigam Limited (hereinafter called “PVUNL” or “PVUN Limited” or
“Employer” invites on-line bids on Single Stage Two Envelope Bidding basis (Envelope-I:
Techno-commercial Bid & Envelope-II: Price Bid) from Eligible Bidders for
aforementioned package as per Scope of Work mentioned here in after.:
2. Brief Scope of Work & Other SpecificDetails:
The scope of work, in brief, includes the following:
To deploy a Mobile Health Clinic on Build, Own and operate basis.
To provide quality services as envisaged in operational aspect of the MHCs.
To deploy qualified Medical / Paramedical and other staffs for operating the MHC and providing
the specified services.
To provide health care services (Like Preventative, curative, diagnostic and counselling, free
medicines) in the target villages of PVUN Ltd. Patratu.
To support the District and the Local Administration in the management of any outbreak or
epidemic or disaster in the area of operation.
To run behaviour change communication (BCC) and Information, Education and Communication
(IEC) campaigns.
To handle all equipment of MHC in accordance to the user manuals and ensure the safety and
security of the MHC and equipment.
To maintain the MHC in a clean and safe condition.
To keep the MHC and its equipment covered under comprehensive maintenance contract for the
entire contract period.
To implement reporting, monitoring and evaluation.
The detailed scope of work is given in the Bidding Documents. The entire work is to be
performed as per bill of quantities (DSR items and Non DSR items), tender drawings,
technical specifications, other tender documents, detailed working drawings issued by
the owner and as per direction of Engineer inCharge.

4. Tender Fees (Cost of Bidding Documents), Bid Security (EMD) and Integrity Pact (if
applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid
submission closing date and time at the address given below in accordance with the
provisions set forth in the bidding documents, failing which, online bid shall be treated as
non-responsive and shall not beopened.
5. Qualifying Requirements forBidders:

6. PVUNL reserves the right to reject any or all bids or cancel/withdraw the NIT for the
subject package without assigning any reason whatsoever and in such case no
bidder/intending bidder shall have any claim arising out of such action.
7. The bidding document is available online. A complete set of Bidding Documents may be
downloaded by any interested Bidder from the NTPC tender website
https://eprocurentpc.nic.in.
8. Issuance of bid documents to any bidder shall not construe that such bidder is
considered to bequalified.

Qualifying Requirements for bidding document No. 9900197436:
The bidder who wish to participate in the bidding shall satisfactorily establish that they fulfil the following qualifying
requirements.
1. Technical Criteria
1.1.1 (a) The bidder should have experience of executing similar type of works within the
preceding seven (07) years prior
to the date of Techno commercial bid opening with either of the following:
1.
One work of value not less than Rs. 1.34 Cr. On a single contract
OR
2.
Two works of value not less than Rs. 84 Lakhs each
OR
3.
Three works of value not less than Rs.67 Lakhs each
Notes for clause 1.1.1 (a) above The word "executing" means that the bidder should have achieved the specified criteria
with any of the following conditions:
(A)
The work /Order is started earlier to the stipulated period but completed within
the stipulated period. In such
cases, entire executed quantity/ value of the
relevant work vide that work order shall be considered for evaluation.
(B)
The work/order is started and completed within the stipulated period in such
cases, entire executed quantity/value
of the relevant work vide that work order
shall be considered for evaluation.
(C)
The work / order is started within the stipulated period but not completed as on
the last date of stipulated period. In
such cases, "In Progress" executed quantity /

2.0 Similar type works", mentioned in clause 1.1.1 (a), shall mean deployment of Mobile Health Clinic Vehicle with
Doctor having minimum MBBS degree, Qualified Paramedical staffs on hiring basis along with mobile facility,
pathological lab etc.
3.0 Financial Criteria
T
he average annual turnover of the bidder in the preceding three (03) financial
years as on the last date of the month preceding
the month in which Notice
Inviting Tender is published shall not be less than Rs 41.91 Lakhs (Rs Forty-one
lakhs & Ninety-one
thousand only).
In case a Bidder does not satisfy the annual turnover criteria, stipulated above on its own, its Holding Company
would be required to meet the stipulated turnover requirements as above , provided that the Net Worth of such
Holding Company as on the last day of the preceding financial year is at least equal to or more than the paid-up
share capital of the Holding Company. In such an event, the Bidder would be required to furnish along with its
Techno-Commercial bid, a Letter of Undertaking from the Holding Company, supported by the Holding Company's
Board Reso l ut ion, as per the format enclosed in the Techno Commercial bid doc uments , pledging
unconditional and irrevocable financial support for the execution of the Contract by the Bidder in case of award

Techno-commercial Bid opening, shall not be less than 100% of the bidders paid up share
capital. In case the Bidder meets the requirement of Net Worth based on the strength of its
Subsidiary (ies) and/or Holding Company and/or Subsidiary (ies) of the Holding company
wherever applicable, the Net Worth of the bidder and its Subsidiary (ies) and/or Holding company
and/or Subsidiary (ies) of the Holding company, in combined manner should not be less than
100% of their total paid up share capital. However individually, their Net Worth should not be less
than 75% of their respective paid up share capitals. Net worth in combined manner shall be
calculated as follows:
Net worth (combined)= [(Xl+X2+X3) / (Yl+Y2+Y3)] x 100
Where Xl, X2, X3 are individual net worth which should not be less than 75 % of the respective
paid up share capitals and Yl, Y2, Y3 are individual paid up share capitals.
(c)
In case the bidder is not able to furnish its audited financial statements on stand alone entity
basis , the un-audited unconsolidated financial statements of the bidder can be considered
acceptable provided the bidder further furnishes the following documents for substantiation of its
qualification:
i)
Copies of the un-audited unconsolidated financial statements of the bidder along with copies
of the audited consolidated financial statements of the Holding Company .
ii)
A certificate from the CEO/CFO of the Holding Company, as per the format enclosed in the
bidding documents , stating that the unaudited unconsolidated financial statements form part of
the consolidated financial statements of the Holding Company.
In cases where audited results for the last financial year as on the date of Techno-Commercial bid
opening are not available , the financial results certified by a practicing Chartered Accountant
shall also be considered acceptable. In case , Bidder is not able to submit the Certificate from a
practicing Chartered Accountant certifying its financial parameters , the audited results of three
consecutive financial years preceding the last financial year shall be considered for evaluating
the financial parameters. Further, a Certificate would be required
from the CEO/CFO as per
the format enclosed in the bidding documents stating that the financial results of the Company
are under audit as on the date of Techno-Commercial bid opening and the Certificate from the
practicing Chartered Accountant certifying the financial parameters is not available
Notes for Financial Criteria:
(i)
Net worth means the sum total of the paid up share capital and free reserves . Free
reserves means all reserves credited out of the profits and share premium account but does
not include reserves credited out of the revaluation of the assets, write back of depreciation
provision and amalgamation. Further any debit balance of Profit and Loss account and
miscellaneous expenses to the extent not adjusted or written off, if any, shall be reduced
from reserves and surplus.
(ii)
Other income shall not be considered for arriving at annual turnover.
(iii)
"Holding Company" and "Subsidiary Company" shall have the meaning ascribed to them as
per Companies Act of India
