Employer invites online bids on SINGLE STAGE-TWO ENVELOPE bidding basis (Envelope-I: Techno-
Commercial Bid & Envelope-II: Price Bid) from eligible bidders for “JC for excavation, loading,
transportation and unloading of Pond Ash excavated from ash dykes of VSTPS to low lying area (land /road
projects) within the radius of 100 kms of NTPC Vindhyachal”.”, as per the Scope of Work mentioned
hereinafter.
1. BRIEF SCOPE OF WORK:
The brief scope of work under this package shall include the following: “JC for excavation, loading,
transportation and unloading of Pond Ash excavated from ash dykes of VSTPS to low lying area
(land /road projects) within the radius of 100 kms of NTPC Vindhyachal”
2. Employer intends to finance the subject package through: IR (Internal Recourse)

*The MSME Benefits as mentioned in Bid Data Sheet (BDS), shall be applicable for “Form of
Contract/Tender Category” type “categorized as "Services" or “Supply” and not for “Form of
Contract/Tender Category” categorized as “Works Contracts”.
Applicable relevant MSME Certificate should be submitted offline/online before schedule bid submission
end date & time.
Note: (1) "NTPC shall allow purchase preference, as indicated in the bidding documents, to
bids from local suppliers as defined in the bidding documents. The bidders may apprise
themselves of the relevant provisions of bidding documents in this regard before submission of
their bids."
4. Bidder has to ensure the following documents to be submitted offline and the same should
reach in sealed envelopes before the bid submission deadline prescribed by the Employer,
pursuant to ITB Clause 18, failing which bid is liable for rejection
a) Tender Fee: If & as applicable
b) Earnest Money Deposit : If & as applicable
c) Integrity Pact: If & as applicable
*Tender Fess and EMD amount may be paid online at GepNic portal . Scan copy of
payment proof may be attached at portal under Fee cover.
Any bid not accompanied by an acceptable Earnest Money Deposit , Tender fees (If
applicable) and/or Integrity pact (If applicable) shall be rejected by the Employer as being
non-responsive and shall be rejected without being opened.
5. Qualifying Requirements for Bidders:
The Bidder should meet the minimum Qualifying Requirements as stipulated here under:
1.0
Technical Criteria
1.1. The bidder should have executed the work(s) of Transportation of ‘Earth /Ash /any other
material’ by Road, under single or multiple orders, prior to the date of techno commercial bid
opening, meeting any one of the following criteria-
i. Single contract ,Average, at least 31467 MT per month
OR
ii. Two contract, Average, at least 19667 MT per month each,
OR
iii. Three contracts, Average, at least 15733 MT per month each,
1.2 The bidder should have executed the work(s) of ‘excavation / banking / filling ’of ‘ earth/ash/any
other material ’ using mechanized means of at least (Three Lakh Twenty Thousand only) 3,20,000

Cubic Metre under single or multiple orders, prior to the date of techno commercial bid opening
Note- For the purpose of QR evaluation, conversion factor of 'Cubic Meter to Metric Ton ' for
Transportation of 'Ash shall be 1.18 ' and for ' rest other materials it shall be 1.30
Notes for Clause 1.0 above:
The word “executedmeans the Bidder should have achieved the criteria specified in the qualifying
requirements at Clause 1.0, even if the contract has been started earlier and/or is not completed/ closed
and shall be considered as below.
Case-I: The work is started earlier (prior to the period stipulated in Clause-1.0, but completed within the
stipulated period as mentioned in clause 1.0. In such cases, entire executed value of the relevant work
vide that work order shall be considered for evaluation.
Case-II: The work is started and completed within the stipulated period as mentioned in clause 1.0
Case-III: The work is started within the stipulated period as mentioned in clause 1.0 but not completed as
on the last date of stipulated period. In such cases, “In Progress” executed value of the relevant work
vide that work order as on the last date of stipulated period, shall be considered for evaluation.
Remarks: Any of the above cases shall be supported by documentary evidence issued by the “Owner”.
"Owner" means the entity which has the original requirement of the subject work and has initiated and
awarded the work to the contractor (bidder) for executing the reference work against which the
credentials have been submitted.
And the "Owner" defined as above is not a contractor to any other entity for the reference work. In case,
the bidder has worked as approved sub-Contractor/sub-vendor, he has to provide documentary evidence
issued by the "Owner"
2.0 Financial Criteria
2.1 The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date
of Techno-Commercial bid opening, should not be less than Rs 2977.31 Lakhs. (Rupees Two Thousand
Nine
Hundred Seventy Seven Lakhs and Thirty One Thousand only)
In case a bidder does not satisfy the financial criteria, stipulated above on its own, its Holding Company
would be required to meet the stipulated turnover requirements above, provided that the net worth of
such Holding Company as on the last day of the preceding financial year is at least equal to or more than
the paid-up share capital of the Holding Company. In such an event, the bidder would be required to
furnish along with its Techno-Commercial bid, a Letter of Undertaking from the Holding Company,
supported by the Holding Company’s Board Resolution as per the format enclosed in the bid documents,
pledging unconditional and irrevocable financial support for the execution of the Contract by the Bidder
in case of award.
2.2 The Net Worth of the bidder as on the last day of the preceding financial year (reckoned on the date
of techno-commercial bid opening) should not be less than 100% of the Bidder’s paid-up share capital.

and/or Holding Company and/or Subsidiaries of its Holding companies wherever applicable, the Net
worth of the Bidder and its subsidiary (ies) and/or Holding Company and/or subsidiary (ies) of the
Holding Company, in combined manner should not be less than 100% of their total paid-up share
capital. However individually, their Net worth should not be less than 75% of their respective paid-up
share capitals.
2.3 Net worth in combined manner shall be calculated as follows:
Net worth (combined) = (X1+X2+X3) / (Y1+Y2+Y3) X 100
Where X1, X2, X3 are individual Net worth which should not be less than 75% of the respective paid
up share capitals and Y1, Y2, Y3 are individual paid up share capitals.
In case the bidder is not able to furnish its audited financial statements on stand-alone entity basis, the
unaudited unconsolidated financial statements of the bidder can be considered acceptable provided the
bidder further furnishes the following documents for substantiation of its qualification :
(a) Copies of the unaudited unconsolidated financial statements of the bidder along with copies of the
audited consolidated financial statements of its Holding Company.
(b) A Certificate from the CEO/CFO of the Holding Company, as per the format enclosed in the
bidding documents, stating that the unaudited unconsolidated financial statements form part of the
consolidated annual financial statements of the Holding Company.
In case where audited results for the last financial year as on the date of techno commercial
bid opening are not available, the financial results certified by a practicing Chartered Accountant
shall be considered acceptable. In case, Bidder is not able to submit the certificate from practicing
Chartered Accountant certifying its financial parameters, the audited results for the three
consecutive financial years preceding the last financial year shall be considered for evaluating the
financial parameters. Further, a Certificate would be required from the CEO/CFO as per the format
enclosed in the bidding documents stating that the Financial results of the Company are under audit
as on the date of Techno-commercial bid opening and the Certificate from the practicing Chartered
Accountant certifying the financial parameters is not available
NOTES FOR CLAUSE 2.0:
a. Net worth means the sum total of the paid up share capital and free reserves. Free reserve means
all reserves credited out of the profits and share premium account but does not include reserves
credited out of the revaluation of the assets, write back of depreciation provision and amalgamation.
Further any debit balance of Profit and Loss account and miscellaneous expenses to the extent not
adjusted or written off, if any, shall be reduced from reserves and surplus.
b.Other income shall not be considered for arriving at annual turnover.
c."Holding Company" and "Subsidiary" shall have the meaning ascribed to them as per Companies
Act of India.
d..For Turnover indicated in foreign currency, the exchange rate as on seven (07) days prior to the
date of techno-commercial bid opening shall be used.

6. Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities and
capacity of the Bidder/ his collaborators / associates/ subsidiaries/ group companies to perform the
contract, should the circumstances warrant such assessment in the overall interest of the Employer.
7. Employer reserves the right to reject any or all bids or cancel/withdraw the Invitation for Bids without
assigning any reason whatsoever and in such case no bidder / intending bidder shall have any claim
arising out of such action.
8. A complete set of Bidding Documents may be downloaded by any interested Bidder from our NIC Portal
(https://eprocurentpc.nic.in/nicgep/app).
9. Clarification on bidding documents:
A prospective Bidder requiring any clarification of the Bidding Document shall put the query under
Clarification tab of the on-line bid at least three days prior to the clarification end date. EMPLOYER
will respond to any request for clarification or modification of the bidding documents that it receives
within the time line specified.
EMPLOYER will post the Clarifications under Clarification/Corrigendum tab at e-tender website.
Bidders can view these clarifications.
# No Queries from Bidders, whatsoever, shall be entertained by the Employer beyond the last date of
receipt of Queries/ Pre-Bid Conference (if applicable) as specified above.
10. Issuance of Bidding Documents to any Bidder shall not construe that such Bidder is considered qualified.
11. Transfer of Bidding Documents purchased by one intending Bidder to another is not permissible.
