1.0 NTPC SSC NR- Vindhyachal invites tenders from eligible bidders for Procurement of 400
KV Gapless Type Lightening Arrestor through e-tendering (Single Stage, Two Envelope)
without reverse auctioning as per the scope of supply briefly mentioned at para 4.0 below:

The bidders are requested to send Tender Fee and EMD OR MSE
(Micro & Small Enterprises) registered with NSIC/DIC (District
Industries Centre) / Udyog Aadhar to get exemption, in sealed
envelopes well in advance so as to be received by the respective
officer before the scheduled date of submission of bids as described in
the time schedule in notice inviting tender, failing which bid is liable
for rejection.

3.0 Qualifying Requirements:
Completion Period: 04 months
3.1 Technical Criteria:
3.1.1 The bidder should be a manufacturer/ Authorized Dealer of the manufacturer of 400
KV Gapless Type Lightning Arrestor.
3.1.2 The bidder should have executed the order of “400 KV Gapless Type Lightning Arrestor”
in the preceding seven (07) years prior to Techno-commercial bid opening date meeting the
following criteria:
(i) Single order of value not less than Rs 32.40 Lakh
OR
(ii) Two orders of value not less than Rs 20.25 Lakh each.
OR
(iii) Three orders of value not less than Rs. 16.20 Lakh each.
Notes for Clause 1.0 above:
(i) The word “executed” means the Bidder should have achieved the criteria specified in
the qualifying requirements at Clause 3.1, even if the contract has been started
earlier and/or is not completed/ closed.
3.2 Financial Criteria
3.2.1 The average annual turnover of the Bidder, in the preceding three (3) financial years as
on the date of Techno-Commercial bid opening, should not be less than Rs.40.50 Lakh
(Rupees Forty Lakh Fifty Thousand Only).
NOTES FOR CLAUSE 3. 2.1:
(i) In case where audited results for the last financial year as on the date of techno
commercial bid opening are not available, the financial results certified by a practicing
Chartered Accountant shall be considered acceptable. In case, Bidder is not able to
submit the certificate from practicing Chartered Accountant certifying its financial
parameters, the audited results for the three consecutive financial years preceding
the last financial year shall be considered for evaluating the financial parameters., a
Certificate would be required from the CEO/CFO as per the format enclosed in the
bidding documents starting financial results of the company are under audit as on the
date of techno commercial bid opening and the certificate from a practicing
chartered accountant certifying the financial parameters is not available
(ii) Other income shall not be considered for arriving at annual turnover.
4.0 Brief scope of Supply:

Bidders are requested to refer detailed technical specification in our tender documents.
“Bidders are requested to refer detailed technical specification of the item (s). In case of any
Contradiction between short text of item(s) and complete technical specification of the
item(s), ONLY COMPLETE TECHNICAL SPECIFICATION OF THAT ITEM SHOULD BE
CONSIDERED FOR THE SUBMISSION OF OFFER AND SAME SHALL BE CONSIDERED FOR
EVALUATION PURPOSE AT OUR END."
5.0 A Complete set of bidding Document may be downloaded by any interested bidder
directly through our NTPC e-procurement portal https://eprocurentpc.nic.in
6.0 Tender documents are non-transferable. Only the bidder, in whose name the tender
documents are downloaded, is allowed to submit offer. No bidder other than the original
bidder in whose name the tender documents are sold / downloaded can submit the offer.
7.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is
considered qualified.
8.0 NTPC reserves the right to reject any or all bids or cancel / withdraw the Invitation for
bids without assigning any reason whatsoever and in such case no bidder / intending bidder
shall have any claim arising out of such action.
9.0 First time users not allotted any vendor code are required to approach NTPC at least
three working days prior to document sale close date.
