Detailed Notice Inviting Tender (NIT)

For Procurement of

Construction of Scrap Yard in Central stores area for Stage-II – Tanda TPP

(Domestic Competitive bidding)

1.0NTPC Tanda invites ebids on Single Stage Two Envelope bidding basis (Envelope-I: Techno

Commercial Bid & Envelope-II: Price Bid) from eligible bidders for aforesaid procurement at Tanda Thermal Power Project as per Scope of Work mentioned as per following details :

Detailed scope of work, specifications and terms & conditions are given in the bidding documents, which are available for view/examination and online purchase/sale at website https://eprocurentpc.nic.in/nicgep/app as per the following schedule:

Cost of Bid Document/Tender fee: Rs. 2700/- (INR Two Thousand Seven Hundred only).

All bids must be accompanied by EMD/Bid security for an amount of Rs.2,00,000/-(Indian Rupees Two Lakh only) in the form of DD/BG or as stipulated in bidding documents.

For purchase / downloading of tender documents - The prospective bidders in order to able to download the bidding documents shall be required to register themselves with the NIC website https://eprocurentpc.nic.in/nicgep/app which shall be a onetime process.

A complete set of bidding / tender documents may be downloaded by any interested bidder on registration at website https://eprocurentpc.nic.in/nicgep/app. However, for submission of online bids, making of tender fee payment (non-refundable) towards cost of the bidding documents in the

form of DD or online payment as per details mentioned at 3.0 below. The downloaded tender documents can be used for subject bidding purpose.

2.0QUALIFYING REQUIREMENTS FOR BIDDERS :

1- The bidder must have executed “Civil works including RCC work/Scrap yard/Storage yard works during last seven (7) years prior to the date of techno commercial BID opening for either of the following values:

(a). Three (3) executed orders each order costing not less than INR 61.30 Lacs.

(b). Two (2) executed orders each order costing not less than INR 76.60 Lacs.

(c). One (1) executed order costing not less than INR 122.60 Lacs.

2- The average annual turnover of the bidder during the preceding three (3) financial years as on the date of techno commercial BID opening should not be less than INR 153.20 Lacs.

Notes:

A.The word executed means that the bidder should have achieved the progress specified in the QR even if the total contract is not completed/ closed.

B.Other income shall not be considered for arriving at annual turnover.

C.In cases where audited results for the last preceding financial year as on the date of techno commercial BID opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three (3) consecutive financial years preceding the last financial years shall be considered for evaluating the financial parameters.

3.0Guideline for submission of online bid in GePNIC portal :

1- Original EMD (Bid security) as mentioned shall be submitted in a separate sealed envelope super scribing as “EMD”. Further, a scan copy of EMD (Bid security) shall be uploaded alongwith bid while submitting online bid at GePNIC portal.

2- Instead of Offline submission of EMD(hard copy) as above, Bidder shall also submit online Bank Guarantee as EMD(Bid security) : In case of Bidders opting for Bank Guarantee as Bid Security but unable to send the Original Bank Guarantee in physical form at the tender opening location, following shall be applicable:

(i)The issuing bank shall intimate through their own official e-mail id to concerned C&M department with a copy to Bidder regarding issuance / extension of BG along with following documents:-

(a)The scanned copy of the BG.

(b)SFMS message acknowledgement copy sent to NTPC banker stating the date of sending.

(c)An undertaking through official e-mail id of bank as per format enclosed at Annexure-A

SFMS message must be sent to the Employer’s bank whose details are mentioned in Bidding documents below.

(ii)Bidders shall be required to upload the scanned copy of the BG on GepNIC / e-tendering portal.

3- Instead of Offline submission of EMD(hard copy) as above, Bidder shall also submit online EMD(Bid security) by making online payment in NTPC Ltd. Bank A/C : In case of Bidders opting for Demand Draft / Banker’s Cheque as Bid Security / Cost of Bidding documents (Tender Fee), following shall be applicable:

(i)Bidders who are unable to submit online EMD Bid Security / Cost of Bidding documents through GepNIC portal may opt for Online Transfer of Bid Security / Cost of Bidding documents through NEFT/RTGS to NTPC’s Bank whose details are provided in the Bidding Document.

(ii)While carrying out online transfer, Bidders shall ensure to enter EMD - Tender No- Vendor Namein the Text / Remarks / Reason field. Bidder shall intimate the details of same through email to concerned C&M department and also upload the details in the “Fee/SCANNED COPY OF EMD” folder in GepNIC in the following format:

Bidders are also advised to send a scan copy of these online Bid security/EMD & Tender fee documents/details via email to NTPC email ID mentioned at Sr.No.6 of General conditions (please refer Page 5 of 5) in the bidding documents.

Any bid not accompanied by requisite & acceptable EMD in a separate sealed envelope shall be rejected as being non responsive and returned to the bidder without being opened.

4- The bidders shall have necessarily to upload the relevant documents in support of meeting the Qualifying Requirements (QR) specified at 2.0 above online in GePNIC portal along with their offer, which inter-alia shall include the following.

a)Documentary evidence / proof (Like Manufacturing License / BIS certification / ISO certification / SSI / NSIC certificate etc.) that the bidder is a manufacturer or their authorized dealer of manufacturer and same shall be uploaded online.

b)Documentary evidence towards proof of supply/execution shall be submitted by way of furnishing Invoices, GR/LR, PO copies, payment proof etc. The credentials / PO / LOA / Agreement, etc. documents in support of Qualifying Requirements (as per Annexure-QR, etc.) shall be uploaded online.

5- In case the bidder fails to submit the documents in the support of meeting the QR, the offer shall be liable for rejection. Offer of the bidder not fulfilling the QR shall be rejected and shall not be considered for evaluation further.

6- In case bids are not received as per above instructions, the same shall be liable to be rejected and returned back in unopened condition.

7- Employer/NTPC shall not be responsible for any postal / courier delay.

8- NTPC reserves the right to reject any or all tenders without assigning any reasons thereof.

9- Notwithstanding anything stated above, the Employer/NTPC reserves the right to assess the bidder’s capability and capacity to perform the contract, should the circumstances warrant such assessment in its overall interest and the decision of NTPC, in this regard shall be final.

10- Following documents are required to be submitted offline (Hard copy) in a sealed envelope, well in advance before opening of technical bids, super scribing on respective envelop as mentioned below :

a. Tender fee: This envelop is meant for Tender fee towards cost of Bidding Documents. Bidder shall submit the requisite documents in favour of M/s. NTPC Limited, payable at NTPC Tanda such as DD, BG or as per provisions of bidding document only.

b.EMD / Bid Security: This envelop is meant for EMD (Bid Security) only. The Bidder shall submit the requisite EMD as per provisions of bidding documents.

In case Bidder has opted for online BG/Online payment option for Bid security/EMD or Tender Fee towards cost of bidding documents, Bidder are advised to sent a scan copy of these documents via e-mail to concerned whose names mentioned in the bidding documents (also refer item 6 of General Conditions on Page 5 of 5).

11- Documents to be uploaded online: In addition to other documents, following documents must be uploaded online :

1)Technical Bid (Envelope-1) : Envelope -1 shall contain:

(i)Technical Details: Documents related to item details like Technical specifications, drawings, technical Data sheet, Test Reports, MQP, etc .

(ii)QR Details : Bidder shall submit requisite documents pertaining to Qualifying Requirements only in Technical bid (QR details as per Annexure-QR & Annexure-QR1 of tender documents) as per Sr. No. 3.0.(2)(b) above.

Bidders are advised to mention the total number of PO/Work orders (i.e. maximum 3 times the required numbers as against QR requirement) and only those PO/work orders, mentioned in the QR annexure, shall be considered for further evaluation of QR & its fulfillment.

2)Financial Bid/PRICE BID: Bidder should upload duly quoted & filled BOQ excel sheet. Opening date for Price Bid shall be intimated vide email to technically qualified bidders only.

General Conditions:

1.Issuance of bidding documents to any bidder shall not construe that such bidder is considered to be qualified. Bids shall be submitted online. However, original EMD, original Tender Fee (Non-refundable) towards cost of Bidding documents shall be submitted offline (hard copy) and opened at the address given below.

2.Notwithstanding anything stated above, the Employer/NTPC reserves the right to assess the capabilities and capacity of the Bidder / his collaborators / associates / subsidiaries / group companies to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

3.Employer/NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.

4.Benefits to MSME, NSIC & SSI vendors like Exemption for tender FEE and EMD/Bid security etc. is not applicable for this case. Vendors must submit applicable EMD, else, their bid will not be considered.

5.All bids must be accompanied by EMD/Bid security for an required amount in the form of DD/BG or as stipulated in bidding documents. ANY BID, NOT ACCOMPANIED BY AN

ACCEPTABLE EMD/BID SECURITY IN A SEPARATE SEALED ENVELOPE SHALL BE REJECTED BY THE EMPLOYER AS BEING NON-RESPONSIVE AND RETURNED TO THE BIDDERS WITHOUT BEING OPENED.
