1.0NTPC Ltd invites online bids on SINGLE STAGE TWO ENVELOPE BASIS (i.e. Cover-I: Tender Fee, EMD & Nil Deviation Certificate; Cover-II: Techno-Commercial Bid & Qualifying Requirement Documents and Cover-III: Price Bid & Local Content Declaration) from Eligible bidders for

Procurement of 10000 MT PPC cement for LARA STPP (Chhattisgarh) as per details mentioned hereinafter.

2.0Brief scope of work & other specific details: Supply of 10000 MT PPC cement for LARA STPP as per technical specifications.

3.0 Brief Details:

Tender fee shall be submitted in the form of Demand Draft drawn in favour of NTPC Ltd, payable at Sipat/Bilaspur. MSE (Micro & Small Enterprises) registered with NSIC/ DIC (District Industries center) / Udyog Aadhar are exempted from paying tender fee. The bidders are requested to send Tender Fee and EMD well in advance to NTPC Limited, WR-II Shared Services Center, NTPC Sipat office and shall be received before the scheduled bid submission end date. Bidders can also submit tender fee & EMD online through GEPNIC portal.

Bidders seeking exemption from EMD/Tender Fee should upload relevant certificate with other documents as mentioned in SPC Clause 5.0 in GePNIC online portal in Tender Fee/ EMD folder Or should submit these documents in hard copy in sealed envelope duly marked as EMD / Tender fee exemption with tender reference number, title, date of bid opening and it should reach the addressee (Employer) before the last date and time for submission of bid as specified in the NIT /tender, failing which the bid shall be liable for rejection.

As per provisions of bidding documents, the bidders shall submit online, “No Deviation Certificate, Tender Fee and EMD Details” in Cover Type Fee, “Techno-Commercial Proposal & Qualifying Requirement documents” in Cover type Technical and “Price Proposal & Local content declaration” in Cover Type Price, within the bid submission date and time as mentioned above on e-tendering portal https://eprocurentpc.nic.in. Only Techno-Commercial proposals will be opened on XX.XX.2020 at 15.00 hrs (IST).

4.0All the bids must be accompanied with No Deviation Certificate, Tender Fee and Bid Security. Any bid not accompanied by No Deviation Certificate (Online / in physical form), an acceptable bid security & tender fee, in a separate sealed envelope shall be rejected by NTPC as being non-responsive and returned to the bidders without being opened.

5.0 Qualifying Requirements:-

The bidders who wish to participate in the bidding shall satisfactorily establish that they fulfil the following Qualifying Requirements.

5.1Technical Criteria:-

5.1.1The Bidder should have executed contract for manufacturing and supply of fly ash based Portland Pozzolana Cement (PPC) as per IS: 1489 with 28 days compressive strength of 43 N/ mm2 (minimum), and / or Ordinary Portland Cement (OPC) Grade 43 as per IS: 8112, as per the following during the preceding seven (07) years reckoned as on the date of techno-

commercial bid opening:

a)Executed value not less than Rs 275 Lakhs in a Single Contract.

OR

b)Executed Value not less than Rs 172 Lakhs in two contracts each.

OR

c)Executed Value not less than Rs 138 Lakhs in three contracts each.

5.1.2Vendor should have in-house testing laboratory for carrying out all tests as per relevant IS.

Notes: - Notes for clause 5.1.1 above:

The word “executed” means the bidder should have achieved the criterion specified in the Qualifying Requirements, even if the total contract is not completed/ closed. In case contract(s) is under execution as on the date of techno-commercial bid opening, the value of work executed till such date will be considered provided the same is certified by the employer.

5.2Financial criteria:

5.2.1The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of Techno-Commercial bid opening, shall not be less than Rs. 344 Lakhs (Rupees Three Hundred and Forty Four Lakhs only).

5.2.2In case the bidder is not able to furnish its audited financial statements on standalone entity basis, the unaudited unconsolidated financial statements of the bidder can be considered acceptable provided the bidder furnishes the following further documents on substantiation of its qualification:

Copies of the unaudited unconsolidated financial statements of the bidder along with copies of the audited consolidated financial statements of the Holding Company.

A certificate from the CEO/CFO of the Holding Company as per the format enclosed in the bid documents stating that the unaudited unconsolidated financial statements form part of the consolidated annual report of the company.

5.2.3In case where audited results for the last financial year as on the date of Techno Commercial Bid Opening are not

available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the Company are under audit as on the date of Techno-Commercial Bid. Opening and the Certificate from the practicing Chartered Accountant certifying the financial parameters is not available.

Note: Other income shall not be considered for arriving at annual turnover.

6.0The bidder shall have to submit the following documents in support of meeting the QR along with their bid:

The bidder to submit documentary evidence in support of Clause 5.1 of QR.

Copies of audited balance sheet and profit & loss account for the preceding three (3)

financial years in support of Clause 5.2 of QR.

7.0Notwithstanding anything stated above, the Employer reserves the right to undertake a physical assessment of capacity and capabilities including financial capacity and

capability of the Bidder/ his collaborator(s)/ associate(s)/ subsidiary(ies)/ group company(ies) to perform the contract, should the circumstances warrant such

assessment in the overall interest of the Employer. The physical assessment shall

include but not be limited to the assessment of the office/ facilities/ banker’s/ reference

8.0NTPC reserves the right to reject any or all bids or cancel/ withdraw IFB for the subject package without assigning any reason whatsoever and in such case no bidder/ intending bidder shall have any claim arising out of such action.

9.0A complete set of Bidding Documents may be downloaded by any interested bidder directly through NTPC e-procurement portal, https://eprocurentpc.nic.in . For logging in to the e-tender website, the bidder would require user ID and password which can be created at our e-tender website and same has to be informed to concerned package co- ordinator. First time users not allotted any vendor code are required to approach NTPC at least five (5) working days prior to document sale end date along with document like PAN

Card, Address proof and GST registration etc. for issue of vendor code.

Note: No hard copy of Bidding Documents shall be issued 10.0

10.1Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises as per MSMED Act 2006, for goods

10.2Small Scale Industries registered with NSIC shall be exempted from payment of Security Deposit up to the monetary limit for which the unit is registered with NSIC.

11.0NTPC shall allow purchase preference, as indicated in the bidding documents, to bids from local suppliers as defined in the bidding documents. The bidders may apprise themselves of the relevant provisions of bidding documents in this regard before submission of their bids.

12.0First time users not allotted any vendor code are required to approach NTPC at least five working days prior to last date of bid submission and submit following details.

12.1For creation of vendor code:

(i)Company/ Firm registration copy, GST registration copy, PAN detail copy

(ii)Request letter in company’s letterhead having Address, Valid Email ID and Contact No. Details.

(iii)Proprietorship Letter/ Certificate (If applicable)

(iv)Cancel Cheque & EFT form (to be verified by bank)

Note: Format of EFT (Electronic Fund Transfer) form is attached along with tender documents.

12.2For registration in GePNIC (Govt. e-Procurement National Informatics Centre) portal

(i)Go to site: https://eprocurentpc.nic.in/nicgep/app

(ii)Click on online bidder enrolment & fill up your details

(iii)Send the copy of registration acknowledge to dealing officer of case.

13.0Transfer of Bidding Documents purchased by one intending bidder to another is not permissible.
