SECTION-I

INVITATION FOR BIDS/NOTICE INVITING TENDER (IFB/NIT)

"NTPC shall allow purchase preference, as indicated in the bidding documents, to bids from local suppliers as defined in the bidding documents. The bidders may apprise themselves of the relevant provisions of bidding documents in this regard before submission of their bids."

1.0NTPC Ltd , WR-II , Shared Service Centre -Sipat invites online bids on SINGLE STAGE TWO ENVELOPE BASIS (i.e Cover-I : Techno-Commercial Bid & EMD and Cover-II : Price Bid) from Eligible bidders for aforesaid Packageas per the Scope of Work briefly mentioned herein after :

While submitting the bid for the subject work , please upload the details of Tender Fee and EMD online along with your offer.

Tender Fee is non-refundable & No claim in this respect will be entertained. Tender Fee can be submitted in the form of DD/BC in favour of "NTPC Ltd" , payable at SIPAT SBI (Branch : 4304) and the details of which may please be uploaded on GEPNIC Portal.

First time users not allotted any vendor code are requested to approach NTPC at least ten working days prior to Document download close date and submit the Following :

5.0QUALIFYING REQUIREMENTS FOR BIDDERS :

The bidders who wish to participate in the bidding shall satisfactorily establish that they fulfill the following Qualifying Requirements.:

5.1TECHNICAL CRITERIA :

the date of Techno-Commercial bid opening, shall not be less than INR 63 Lakhs (Rupees Sixty Three Lakhs only).

5.2.2In case the bidder is not able to furnish its audited financial statements on standalone entity basis, the unaudited unconsolidated financial statements of the bidder can be considered acceptable provided the bidder furnishes the following further documents on substantiation of its qualification:

∙Copies of the unaudited unconsolidated financial statements of the bidder along with copies of the audited consolidated financial statements of the Holding Company.

∙A certificate from the CEO/CFO of the Holding Company as per the format enclosed in the bid documents stating that the unaudited unconsolidated financial statements form part of the consolidated annual report of the company.

5.2.3In case where audited results for the last financial year as on the date of Techno Commercial Bid Opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the Company are under audit as on the date of Techno- Commercial Bid Opening and the Certificate from the practicing Chartered Accountant certifying the financial parameters is not available.

Notes

i.Other income shall not be considered for arriving at annual turnover.

6.0Techno-Commercial Bid (i.e Technical Bid & Price Bid ) Submission-

This is an E-tender case and bidders shall submit bid (i.e Technical Bid & Price Bid) in ONLINE ONLY.Bids sent in physical form thru any other means /media is not at all acceptable and it may be liable for rejection.

A)Documents Required for Technical Bid Submission :

i.NIL DEVIATION CERTIFICATE : During the submission of Techno-Commercial Bid & Price Bid, Bidders shall be required to certify their compliance to the complete terms, conditions and Technical Specifications of Bidding Documents and Amendment(s)/ Clarifications(s) (if any) by accepting the GTE particular " Do You Certify Full

Compliance to all provisions of Bid Document " as YES in NTPC e-procurement portal.

Without the aforesaid certification bidders will not be allowed tosubmit their offer. The certification shall be considered as Bidder's confirmation that any deviation

to the Provisions of bidding document found anywhere in their Bid Proposal, implicit or explicit, shall stand unconditionally withdrawn, without any cost implication whatsoever to the Employer, failing which the bid security shall be forfeited.

Hence , Bidders are requested to accept the aforesaid compliance online in GEPNIC portal under GTE tab which shall be considered as Bidder's Confirmation and Acceptance against NIL DEVIATION FOR THE SUBJECT PACKAGE.

ii.TENDER FEE of INR 1125/-(inclusive of GST@18%)in the form of DD/BC/Online mode at gepnic portal.

TENDER FEE in the form of DD/BC is to be submitted in sealed envelope in Physical Form/ Offline within the scheduled period. Any techno-commercial bid not accompanied by an acceptable Tender Fee in a separate sealed envelope in case paid in modes other than on-line payment shall be rejected by NTPC Ltd, SSC-WR-II-Sipat as being non-responsive and will not be considered for Opening.

iii.EMD of INR 1,00,000/-in the form of DD/BC/BG/Online mode at gepnic portal.

EMD in the form of DD/BC/BG is to be submitted in sealed envelope in Physical Form/ Offline within the scheduled period. Any techno-commercial bid not accompanied by an acceptable EMD in separate sealed envelope in case paid in modes other than on-line payment shall be rejected by NTPC Ltd, SSC-WR-II-Sipat as being non-responsive and will not be considered for Opening (* Format for BG, Please refer to Section-VII Forms & Procedure).

Above sealed envelopes must be super scribed with NIT Number, Date of Opening of Technical Bid Sender's Name & Address.

The Bid Security shall remain valid for a period of Forty five (45) days beyond the original Bid validity period or beyond any extension in the Period of Bid validity subsequently requested i.e. for a period of 225 days in case of bid validity for 180 days from the date of opening of the tender and for a period of 135 days in case of bid validity for 90 days from the date of opening of Techno-commercial offer.

In case Bid Security is submitted by way of DD / Bankers Cheque same should be payable at Sipat.

While issuing the physical BGs, the Bidder’s Bank shall also send electronic message through secure SFMS (in case of BGs issued from within India) or SWIFT (in case of BGs issued from outside India) to Employer’s Beneficiary Bank whose details are provided herein below :

iv.Above sealed envelopes must be super scribed with NIT No. 9900199263Date of Opening of Technical Bid , Sender's Name & Address.

Note : Bidders having eligible NSI/SSI/MSE certificate may be exempted from paying EMD & TENDER FEE with appropriate documentary proof. Bidders can submit EMD &Tender Fee exemption certificates like NSI/SSI/MSE online in GEPNIC portal under the specified cover respectively duly signed and sealed.

In case the bidder wants to submit the EMD and Tender Fee exemption certificate in physical form , the same is to be submitted by the bidders along with the bid in a separately sealed envelope which shall be opened prior to opening of the techno- commercialBid.

v.Declaration of Local Content : To be uploaded onlineas per format enclosed inthe Bidding Document , Section-VII , Forms & Procedures Attachment no. 11.

vi.Following documentary evidences should be uploaded online & signed :

A.QR documents comprising of credentials (i.e Copy of work orders/LOAs/agreements and completion certificates/ proof of completion ) as per qualifying requirements mentioned in Point no.5.

B.Up to date copy of Profit and Loss Account and Balance sheet of last three financial Years duly audited by Chartered Accountant (2019-20, 2018-19 , 2017-18).

C.Copy of Independent PF registration Certificate

D.Copy of GSTIN Registration Certificate

E.Copy of Income Tax PAN No. Certificate

F.Name and address(es) of the sole proprietor/partners/board of directors and memorandum of articles of association/photocopy of the partnership deed/ affidavit for proprietorship.

G.Copy of registration with Central Govt./State Govt./Public Sector/Undertaking if any applicable.

H.Details of Manpower (Technical/Non Technical) and Tools & Plants.

I.Other attachments as per Section-II ITB Clause 11.3.1.

B)Documents Required for Price Bid Submission :

i.To be submitted online in Cover type ""Finance""(in excel file) on GEPNIC Portal.

7.0NTPC Ltd shall not be liable for loss/non-receipt/late receipt of EMD in postal transit. No claim in this respect will be entertained. No interest will be payable by the Owner on the said amount covered under EMD/other security documents.

8.0Offline Offer will not be accepted to NTPC for the subject tender. No claim in this respect will be entertained.

9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.

10.0NO Hard Copy of Bidding Documents shall be Issued & also Transfer of Bidding Documents purchased by one intending bidder to another is not permissible.
