NOTICE INVITING TENDER (NIT)

(Domestic Competitive Bidding: Single Stage-Two Envelope)

1.0NTPC invites on-line bids from eligible Bidders for aforesaid package, as per the scope of work briefly mentioned hereinafter.

Brief Scope of Work & other Specific details: “Procurement of control cables for NTPC Tanda”.

3.0Bid Security/ EMD shall be submitted in a sealed envelope separately offline before the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security

shall be treated as non-responsive by the employer and shall not be opened. All credential filled up formats & supporting documents as asked by NTPC are to be given online as attachments with the bid.

4.0Any document submitted by the agency in hard copy other than EMD & Tender Fee before bid opening, will not be considered. In spite of this condition, if any document is submitted by the agency in hard copy other than aforesaid document, before bid opening shall be ignored and the offer submitted through the e- tendering shall be binding on the agency.

5.0A complete set of Bidding Documents may be downloaded by any interested Bidder and cost of the documents (nonrefundable) as mentioned above may be paid in the form of a crossed account payee demand draft in favour of “NTPC Ltd”, Payable at Dibiyapur, Auraiya and same may be submitted along with the Offline bid.

For logging on to the e tender Site, the bidder would require user id and Password which can be created at our e-tender portal and inform the same to concerned package coordinator. First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date along with duly filled in questionnaire and required document like PAN Card, Address proof and GST registration, EFT mandate Form with cancelled cheque etc for issue of vendor code.

Note: No hard copy of Bidding Documents shall be issued.

6.0a) Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises as per MSMED Act 2006, for goods produced and services rendered, shall be issued the bid documents free of cost and shall be exempted from paying Earnest Money Deposit.

b)MSE vendors seeking exemption from tender Fee & EMD, will submit Annexure-A1 in hard copy along with photocopy of valid MSME/SSI/NSIC etc to the Package Coordinator / DGM (C&M) at the address given below on or before last date of bid submission and scanned copy of the same should be furnished online in Cover type Fee.

7.0First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date and submit following details.

a)For creation of vendor code:

i.Company Firm registration, Copy of GST Registration, PAN ,

ii.Valid email ID, Contact No

iii.Address Proof

iv.Cancelled Cheque

v.EFT form (Verified by Bank)

(iii)Three orders of having executed value of above work(s) not less than Rs. 21.79 Lakh each.

8.2Financial Criteria:

The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of Techno-Commercial bid opening, should not be less than Rs. 54.48 Lakh (Rupees Fifty Four Lakh Forty Eight Thousand Only).

8.2.1In case a bidder does not satisfy the financial criteria, stipulated above on its own, its Holding Company would be required to meet the stipulated turnover requirements above, provided that the net worth of such Holding Company as on the last day of the preceding financial year is at least equal to or more than the paid-up share capital of the Holding Company. In such an event, the bidder would be required to furnish along with its Techno-Commercial bid, a Letter of Undertaking from the Holding Company, supported by the Holding Company’s Board Resolution as per the format enclosed in the bid documents, pledging unconditional and irrevocable financial support for the execution of the Contract by the Bidder in case of award.

8.2.2In case the bidder is not able to furnish its audited financial statements on standalone entity basis, the unaudited unconsolidated financial statements of the bidder can be considered acceptable provided the bidder further furnishes the following documents for substantiation of its qualification:

(a)Copies of the unaudited unconsolidated financial statements of the bidder along with copies of the audited consolidated financial statements of its Holding Company.

(b)A Certificate from the CEO/CFO of the Holding Company, as per the format enclosed in the bidding documents, stating that the unaudited unconsolidated financial statements form part of the consolidated annual financial statements of the Holding Company.

In case where audited results for the last financial year as on the date of techno commercial bid opening are not available, the financial results certified by a practicing Chartered Accountant shall be considered acceptable. In case, Bidder is not able to submit the certificate from practicing Chartered Accountant certifying its financial parameters, the audited results for the three consecutive financial years preceding the last financial year shall be considered for evaluating the financial parameters. Further, a Certificate would be required from the CEO/CFO as per the format enclosed in the bidding documents stating that the financial results of the Company are under audit as on the date of Techno- commercial bid opening and the Certificate from the practicing Chartered Accountant certifying the financial parameters is not available.

NOTES:

i.Other income shall not be considered for arriving at annual turnover.

ii."Holding Company" and "Subsidiary" shall have the meaning ascribed to them as per Companies Act of India.

iii.For Turnover indicated in foreign currency, the exchange rate as on seven (07) days prior to the date of techno-commercial bid opening shall be used.

iv.All financial figures mentioned above are exclusive of GST.

9.0As a proof of meeting the qualifying requirements, the scanned copies of the following documents will be required to be uploaded in the technical folder.

a)Annexure 12 & 12A duly filled.

b)Copy of valid BIS License as Proof of manufacturer of 1.1 KV or higher grade, PVC insulated, FRLS, Copper Power /control Cable(s)”. All terms should be endorsed in BIS license.

c)Award letter / Work Order(s) with bill of quantities (Maximum 03 orders) as per Clause 8.1(b)i or 8.1(b)ii or 8.1(b)iii.

d)Proof of value of work execution of orders at 9.0 c) with supporting documents like Copy of Tax Invoices, Delivery Challans, Material Receipt Certificate by Buyer, copy of bank account statement for details of payment etc.

OR

Documentary evidence issued by the employer as proof of value of work executed clearly indicating -

(i)the executed value of the work and

(ii)period (giving start date and end date) during which the work has been executed, in the form of completion certificate. An employer means Government / Large Industrial Organizations / Public Sector Enterprises.

e)Copies of balance sheet with Profit & Loss Accounts audited by a practicing Chartered Accountant for preceding 03 financial years as on the date of techno commercial bid opening as per QR clause

f)Partnership deed/ affidavit for proprietorship/ certificate of incorporation/ articles of association etc with latest changes, if any.

g)Copy of Power of Attorney of Authorized Signatory (if applicable)

h)Copy of Sales Tax registration, GSTIN registration & Permanent Account Number (PAN)

10.0Participation in the tender does not automatically mean that the bidders are considered qualified. NTPC shall evaluate the qualifying requirements of each bidder as per NIT after opening of technical bids and the bids of the bidder who is not meeting the qualified requirement shall be treated as non-responsive. Tender document is not transferable.

11.0Notwithstanding anything stated above, the owner reserves the right to assess the bidder’s capability and capacity to perform the contract, should the circumstances warrant such assessment in the overall interest

of NTPC Ltd, and decision of NTPC in this regard shall be final.

12.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

13.0Original documents for verifications shall be produced as and when called for.

14.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
